SUBJECT: Election of Officers -Chair and Vice Chair
At the February meeting each year, the Commission elects from its
membership a Chairperson and Vice Chairperson. The terms of such officer shall
be for a period of one year. Please see attached Ordinance No. 290.
Currently, Scott Beaty is the Chair and Joe Leuman is the Vice Chair.
Elect a Chairperson and Vice Chairperson for the 1997 Airport Relations
Commission year.
NOTE.• Commission members Beaty and Leuman were reappointed by
City Council to serve another three year term, at the January
21, 1997 City Council meeting.
SECTION 4 MEETINGS
The Airport Relations Commission shall hold at least one meeting
each month at a time regularly established and approved by the City
Council and shall hold such special meetings as may be necessary
for the conduct of its business. The Commission shall adopt rules
for the transaction of busines and shall keep a record of its
proceedings, which record shall be maintained as a public record.
The Commission shall transmit to the City Council a true and
correct copy of all of its minutes, recommendations and other
reports.
SECTION 5 COMPENSATIOP?
The members of the Airport Relations Commission shall serve without
compensation but shall have the right to be reimbursed for expenses
incurred in the performance of their duties.
SECTION 6 VACANCIES
Any of the following may cause the office of a member to become
vacated:
6.1 Death;
6.2 Disability or failure to serve, as shown by failure
to attend four regularly scheduled meetings in any
one calendar year;
6.3 Relocation of residence from the City;
6.4 Resignation in *writing.
Vacancies shall be filled as soon as possible for the unexpired
portion of the term by the Mayor with the consent of the majority
of the members of the City Council.

AIRPORT RELATIONS COMMISSION MINUTES
JANUARY 8, 1997
The regular meeting of the Mendota Heights Airport Relations Commission was
held on Wednesday, January 8, 1997 in the City Hall Large Conference Room,
1101 Victoria Curve. The meeting was called to order at 7:00 p.m. The following
members were present: Leuman, Fitzer, Olsen, Stein, Surrisi and Gross. Chair
Beaty was excused. Also present were City Administrator Kevin Batchelder and
Senior Secretary Kim Blaeser.
MISCELLANEOUS
Commissioner Surrisi informed the Commission that due to other time
commitments, specifically related to her employment, she would be
resigning from the Commission. She informed the Commission that she
enjoyed her time as a Commissioner and that she would still be interested in
providing technical information to the Commission in the future. She
informed Administrator Batchelder that she would submit her formal written
resignation to staff in the next few days. Commissioner Surrisi was
excused at 7:15 p.m.
AIRPORT RELATIONS COMMISSION
MONTHLY MEETING CALENDAR
The Commission acknowledged receipt of a calendar depicting 1997 Airport
Relations Commission meeting dates.
APPROVAL OF MINUTES
Commissioner Gross moved approval of the December 11, 1996 minutes.
Commissioner Stein seconded the motion.

City of Eagan had initiated the requests for further environmental reviews.
The Commission reviewed two letters sent by the City of Eagan to the MAC
and the FAA.
Commissioner Olsen arrived at 1:44 p.m.
ACKNOWLEDGE RECEIPT OF VARIOUS
REPORTS/CORRESPONDENCE
The Commission acknowledged receipt of the Part 150 Buyout Update -
Issue 36.
The Commission acknowledged receipt of a Star Tribune Article on
Northwest Airlines.
ADJOURNMENT
There being no further business, the Airport Relations Commission moved to
adiourn its meeting at 8:00 p.m.

DISCUSSION
1. MSP Mitigation Program
At previous meetings, the Airport Relations Commission desired to review in detail the
final MSP Mitigation Program. Enclosed with this agenda are copies of the full MSP
Mitigation Program, as approved. The purpose was to learn more about the process
and the implementation of the details within the document. In the past, the
Commission has expressed a concern about how pieces of the MSP Mitigation Program
would be policed and implemented.
Each community in the Northern Dakota County Airport Relations Commission
(NDCARC) will be reporting their review of the MSP Mitigation Program at our next
meeting. The intent of this discussion is to provide our MASAC representatives with a
list of items that MASAC should consider regarding the MSP Mitigation Program,
2. Construction of Runway 11R
The Commission has expressed a concern that the planned construction of Runway 11R
might impact the aircraft traffic patterns in away that would negatively affect Mendota
Heights. The construction of Runway 11R was discussed at the January meeting of
MASAC. Mayor Mertensotto, who attended the meeting on behalf of Mendota
Heights, gave the following update:
Runway 11R will begin construction in the summer of 1997. The first phase will be
the westerly portion of the runway. Runway 11R is approximately 11,000 ft. in length
and when the westerly portion is under construction there will be 6,000 ft. of usable
runway. Runway 11L is approximately 8,300 ft, in length.
The re -construction of Runway 11R is intended to be a three year project, with the
reconstruction of westerly phase occurring in 1997, the reconstruction of the easterly
third of Runway 11R is projected to occur in 1998, and the center section is intended to
be reconstructed in 1999.
