Verbal Updates 11. Adjourn The viewing blind at Friendly Marsh park was declared a very low priority as it is repetitive of Dodge Nature activities. The remaining improvements to existing neighborhood park ballfields, estimated at $3,000 to $5,000 was declared to be completed in 1991, as was $1,000 improvements to Curley's Valley View Tot Lot. The bleachers and play equipment at Sibley Park were discussed. The Commission recommended construction of the bleachers in 1991 and recommended waiting for demand on the play equipment construction in Sibley Park. Kullander stated that funding for the two Sibley items had been reserved so that these two items did not impact the remaining funds of $806,0000 Commissioner Hunter stated that the City had its foot to the floor on parks construction for the last year and that we should proceed with construction of Mendakota Park, it would be the centerpiece of the parks system. He stated that with construction of Mendakota Park the City should wait until the dust settles to determine what should or can be accomplished as far as the small remaining items. He stated at that point it could be decided if Question Two money could be used for small items, or if the Special Parks Fund could be used for high priority small items. Chair Huber concurred. Commissioner Hunter moved to recommend to City Council that the obligations of the referendum are essentially fulfilled, that Mendakota Park should be constructed according to the preliminary plans and specifications and that staff proceed with trail construction according to the priorities recommended until Question One money was exhausted. Chair Huber seconded. AYES: 5 NAYS: 0 ADJOURN There being no further business, the Parks and Recreation Commission adjourned at 9:30 o'clock Pam* Respectfully submitted, Kevin Batchelder Administrative Assistant CITY OF MENDOTA HEIGHTS MEMO February 7, 1991 To: Parks and Recreation Commission From: Kevin Batchelder, Administrative Assis ar Subject: Mendakota Community Park - Update Guy Kullander, Parks Project Manager Guy Kullander will provide the Commission with an update on the plans and specifications that the City Council approved at their meeting on February 5, 1991. As you will recall, the Commission reviewed preliminary plans and had suggested minor changes that could be incorporated. The revisions were made and the plans were forwarded to City Council without having the Special Parks meeting, as discussed at the January meeting. Guy will have colored drawings of the final plans, cost estimates and bid award information to present. The changes that have occurred include the addition of lighting in the parking lot, the enlargement of the picnic shelter into a dual purpose picnic shelter/pavilion/band shell and the inclusion of the loop trail. Staff will advertise for bids on the approved final plans for a bid opening on March 11, 1991. The Parks and Recreation Commission will review the bids on March 12, 1991 and forward their recommendation to City Council for consideration of bid award on March 19, 1991. This was the original timeline and everything appears to be progressing according to schedule. (City Council memo is attached.) As you have probably noticed, staff has been referring to Mendakota Park as Mendakota Community Park. This is due to the changed nature of the park, since the Commission named it last year. Guy and I recommend that the Commission concur with this name change. ACTION REQUIRED Acknowledge the presentation on the approved final plans and specifications. If the Commission so desires to implement the recommended name change to Mendakota Community Park, they should pass a motion recommending that City Council approve the new name. CITY OF MENDOTA HEIGHTS MEMO February 7, 1991 To: Parks and Recreation Commission From: Kevin Batchelder, Administrative Assist s Subject: Mendakota Community Park - Play Equipmen Mike Dorsey, Earl Anderson Co., Inc. Guy Kullander, Parks Project Manager, has asked Mike Dorsey of Earl Anderson Co. to appear before the Commission to provide a detailed presentation about play equipment standards, amenities and attributes that the City might wish to consider at Mendakota Community Park. The Commission will recall that discussions have been held regarding providing handicapped accessible equipment here at what will be considered our "Central Park". Mr. Dorsey will be prepared to discuss handicapped accessible equipment, as well as the regular play equipment that we installed in other parks. Mendakota Park was originally scheduled for the same type and amount of play equipment as found in the other neighborhood parks. Now that the park is a community sized park, the intent and function of the play equipment has changed. Different standards for the amount, the size and the type of equipment will apply to a community park as compared to a neighborhood park. ACTION REQUIRED Review and discuss community park play equipment standards and provide staff with direction on size, amount and type of equipment to be provided for Mendakota Community Park. CITY OF MENDOTA HEIGHTS MEMO February 7, 1991 To: Parks and Recreation Commission From: Kevin Batchelder, Administrative Assista l� Subject: Mendakota Community Park - Comfort Station Dick Brownlee, Station 19 Architects DISCUSSION Dick Brownlee, of Station 19 Architects, will be present to review with the Commission the work in progress on the buildings that are being designed for Mendakota Community Park. This includes the comfort station located in the hub of the ballfields, the picnic shelter/pavilion/band shell and the kiosk. Mr. Brownlee's appearance is for the purpose of reviewing the direction the architects are taking in order that the Parks and Recreation Commission may provide input on the conceptual design. This will enable the architects to pursue the design the City has in mind as they proceed with the plans for the park buildings. ACTION REOIIIRED Review and discuss the architectural work on the design of the Mendakota Community Park buildings and provide input and direction to the Station 19 Architects. In 1990 this was the Patrick subdivision, Gesell subdivision and the Big Wheel/Rossi building on Pilot Knob Road. Interest earned is the balance of the Special Park Fund as it is invested. This fund is invested in the same manner as all other City funds. One item discussed was the play equipment for Sibley Park. The Commission recommended that this item be put off for a year and then reconsidered. The City Council, while acknowledging the minutes of your priority discussion, disagreed and requested that the Parks and Recreation Commission reconsider the play equipment at Sibley Park for 1991 construction. The money allocated for this item has been set aside as earmarked funds for Sibley play equipment. The amount is $20,000 plus 20% for contingency, for a total of $24,000. The Commission will recall that their recommendation was based on a perception that the need was not evident for play equipment at this park and the incompatibility with the high school. Councilmember Blesener feels their is a strong need for play equipment in this neighborhood and the participants who will be using the ballfields in the future. She would like the Parks and Recreation Commission to consider 1991 construction. ACTION REQUIRED Reconsider the earlier recommendation and determine need and priority for the Sibley Park play equipment and forward a recommendation to the City Council.
