APRIL 11, 1990
The regular meeting of the Mendota Heights Parks and
Recreation Commission was held on Wednesday, April 11, 1990
in the City Hall Conference Room, 1101 Victoria Curve. Vice
Chair Katz called the meeting to order at 7:05 o'clock P.M.
The following members were present: Damberg, Hunter,
Lundeen, Katz,_Kleinglass and Spicer. Councilmember Blesener
was present. Staff members present were City Administrator
Tom Lawell, Parks Project Manager Guy Kullander and
Administrative Assistant Kevin Batchelder.
APPROVAL OF After some minor corrections, Commission
MINUTES Damberg moved approval of the March 13th Parks
and Recreation Commission minutes.
Commissioner Kleinglass seconded the motion.

TRAIL SIGN Mike Dorsey and Doc Johnson of Earl Anderson
PRESENTATION and Associates, Inc., presented options for a
trail sign system for the new
bicycle/pedestrian trails. Mr. Dorsey stated
that signage systems for bike trails are a
relatively new product with not many role
models to follow. He stated that White Bear
Lake and Minnetonka are -in the process of
signing their trail systems.
Doc Johnson previewed the types of signs
available and the materials to chose from. He
stated that there are basically three types of
signs that you need in your trail system. 1)
A regulatory/warning sign, 2) A trail
informational sign, 3) An area map. He also
stated that you want the City's design or logo
on the sign. Mr. Johnson described the tic-
tac-toe sign approach that allows updating of
the sign without replacing the whole sign. He
stated it was approximately $800 for a sign
with all of the graphics work done for a
cabinet sign that would use this tic-tac-toe
approach. He stated tubular post signs are
appropriate for regulatory and warning
type signs.
Doc Johnson described the costs for the City

Splendor Crab Apple tree. She stated this is
a pretty tree when it flowers in the spring
and it provides fruit for the birds and
animals in the fall and winter.
Commissioner Spicer stated he felt the City
should provide a plaque to recognize the
dedication. The Commission discussed the
scheduling of the dedication ceremony and
decided that Arbor Day was the appropriate day
to have a dedication. They discussed City
Hall's landscape plan and the plaque to go
along with the dedication.
Commissioner Spicer moved that the Parks and
Recreation Commission accept the generous
offer of the Mendota Heights Garden Club to
donate a Red Splendor Crab Apple tree on
Arbor Day. He also included in his motion a
direction for staff to work with the Mendota
Heights Garden Club in siting an appropriate
location for the donated tree in front of the
City Hall building and for the City to provide
a plaque to honor the dedication.
Commissioner Damberg seconded the motion.

The Commission also directed staff that a news
release would be appropriate announcing the
dedication and stating that the intent is to
create a community effort for the Garden Club.
SIBLEY SKETCH Barry Warner of Barton-Aschman stated that he
PLANS has met with staff and officials from the
Independent School District No. 197 to discuss
the preferred alternatives of site plans for
Sibley Park. Mr. Warner stated that the site
has several constraints. 1) Delaware and
Marie Avenue have to meet the grade of the
park. 2) There will be bicycle trails
running along the north edge and the east edge
of Sibley Park. 3) The park will have to tap
into utilities such as sanitary sewer, water,
electricity and storm sewer. 4) The grading
of the site has constraints.
Mr. Warner described the fields that would be
built at Sibley Park. He stated that there
would be two softball fields, one with a 280

equipment be as sturdy and durable as
possible.
Parks Project Manager Kullander stated that if
the Parks and Recreation Commission approves
this plan then the City Council will see the
sketch plan for input. Barton-Aschman will
then draw the final plans which would be
approved by the Parks and Recreation
Commission at their May 8th meeting and
forward to Council for approval and advertise
for bids on the 15th. Mr. Warner stated that
a preliminary cost estimate for the site was
$295,570 with a 10 percent contingency
included in that figure. He stated that this
figure does not contain the estimates for the
comfort station. Kullander stated that
$373,000 had been budgeted for the facility
improvements which includes trails, amenities
and play structure in Sibley Park.
Councilmember Blesener discussed the need of a
trail along the south edge of the park and
having permanent bituminous pads on which to
put the portable bleachers. Mr. Warner
responded that he would take a look at this in
the sketch plan.
Commissioner Spicer moved that Alternative F
be the preferred plan and to recommend that
City Council should authorize Barton-Aschman
to proceed with plans and specifications for
the Sibley Park Athletic Complex based upon
Alternative F.
Commissioner Lundeen seconded the motion.
The Commissioners discussed the siting of the
play equipment. Consensus was that the
appropriate place for the play equipment was
in the northeast area of the center by the
outfield of the northeast softball field.
Parks Project Manager Kullander discussed the
comfort station building that Kodet
Architecture was going to be designing. The
Parks Commission provided direction on what to
include in the comfort station. This included
instructions on the facilities in the mens and
womens restroom areas, concessions, storage,

Commissioner Spicer moved that the Park
Commission formally acknowledge that the trail
through Valley Park is a bituminous paved
trail.
Commissioner Lundeen seconded the motion.

BUDGET WORK - The Parks and Recreation Commission decided on
SHOP holding a budget workshop on April 25th at
7:00 o'clock P.M. in order to review all the
cost estimates and the budget for the
referendum items. Commissioners Kleinglass
and Lundeen announced that they would be
unable to attend this meeting.
COURSES ON Commissioner Damberg made a motion that no
WALKING TRAILS horses should be allowed on the
bicycle/pedestrian trail. Commissioner Hunter
seconded the motion.

NAYS: 0
ABSTAIN: Spicer
Staff was directed to pursue this motion to
change the Parks Ordinance regarding
bicycle/pedestrian trails.
There being no further business to conduct,
the Parks and Recreation Commission adjourned
its meeting at 10:05 o'clock P.M.

MAY 1, 1990
The special budget workshop meeting of the Mendota Heights
Parks and Recreation Commission was held on Tuesday, May 1, 1990
in the City Hall Conference Room, 1101 Victoria Curve. Chairperson
Huber called the meeting to order at 7:15 o'clock p.m. The
following members were present: Hunter, Huber and Spicer.
Damberg, Kleinglass, Lundeen and Katz were excused. Staff members
present were Parks Project Manager Guy Kullander and Administrative
Assistant Batchelder.
COMFORT STATION
PLANS FOR
SIBLEY PARK
Parks Project Manager Guy Kullander explained the
timeline for construction and completion of the
Comfort Station for Sibley Park.
Ed Kodet, of Kodet Architecture, stated that he had
been guided by City Council to design a $50,000
comfort station for Sibley Park and in that vein he
had three sketch options to discuss. He stated that
for the needs and the amenities asked for in the
building it would be tough to design and build for
under $50,000. He listed the features as the size
of the building, the requested overhang, the patio,
the picnic tables, a concession area and a vandal
proof brick exterior.
Mr. Kodet presented the three options of buildings
ranging in price from $46,000 to $76,000. The size
of the covered area, size of storage area, exterior
materials and the design of the restrooms are the
main difference in costs he explained. He stated
that there were certain building and safety codes
that constrained the limiting of space.
The Parks Commission discussed the storage needs of
Mend -Eagan, the City and the School District and
whether the storage space and the mechanical room
could be joined. The size of necessary concession
space was discussed.

decided not to purchase any maps.
The members present at the meeting concurred that
a metal storage lock box should be provided at the
Civic Center softball field for storage of bases and
equipment. They agreed that Mend -Eagan would pay
1/3 of the cost and the Park Fund would pay 2/3 of
the cost. Staff was directed to receive quotes.
Kullander stated he had received a request from the
Senior Tennis Players Club to reserve the Valley
Park tennis courts on Tuesday and Wednesday mornings
from 8 a.m. to 9:30 a.m. The Commission accepted
this and directed staff to provide a sign paid for
from the Parks Fund.

that the Parks and Recreation Commission will recommend that City
Council order the preparation of final plans and specifications at
their May 15, 1990 meeting.
Staff has also invited Mr. Dean Verdoes, Athletic Director at Sibley High School, to attend the meeting so that the School
District is represented.

ibley Park Final Plans and Specifications

Barry Warner, of Barton-Aschman, at the direction of City
Council and the Parks and Recreation Commission, has prepared final
plans and specifications for the Sibley Park ballfield facility.
He will appear at tonights meeting to present these final plans to
the Commission for consideration.
These final plans are based onthe consultation of the Parks
and Recreation Commission at their March and April meetings and in
staff and school district meetings. If the Parks and Recreation
Commission approves of the plans, the next step is to recommend
that City Council approve the final plans and specifications and
order staff to advertise for bids based upon these final plans.
ACTION REQUIRED
Review and consider the final plans and specifications with
Mr. Warner and consider making a recommendation to City Council for
approval of the final plans and specifications for Sibley Park and
a recommendation that Council direct staff to advertise for bids
based upon the plans.

Verbal Updates
Parks Project Manager Guy Kullander and myself will lucidly
and briefly update the Commission on all the wonderful goings on
in the park world. The members who were not present at the budget
workshop special meeting will receive the handouts from that
evening in their agenda packets. We will quickly run through the
items discussed at that meeting. They include:
1. A storage lock box at the Civic Center Site.
2. A sign for the Senior Tennis Players Club at Valley Park to
reserve the courts from 8-9:30 a.m. Tuesday and Wednesday.
3. Dakota County Bicycle Path maps.
I have also included a copy of the Summer Adventure Program
brochure that the School District is conducting as part of the
After School Program that we agreed to fund. I will attempt to
answer any questions you may have about this recreation program
that the City and School District are cooperating in.
The update on current parks issues will cover items concerning
the status of the Mendakota site negotiations, Kensington, play
structures, etc.

I have found a metal security storage chest that could
be used to store softball equipment in)which we could secure
to the backstop fence. The box is in stock and costs
$290.000
City crew would have to pick it up and also chain and
lock it to the backstop. A security lock with several keys
must also be purchased. I estimate the locks and chains will
cost an additional $30 to $40.
ACTION REQUIRED
If the Commission so desires, direct staff to buy and
install a security storage chest at the Civic Center
Ballfield.

What is Summer Adventure?
This is a new offering of the I.S.D. 197 Commu-
nity Education Department with the cities of Men-
dota Heights and West St. Paul. It is designed to
provide children with a wholesome learning envi-
ronment, individual attention and instruction by a
caring staff.
Summer Adventure is planned to encourage chil-
dren to explore the world of physical activity and
personal enrichment. The program offers young-
sters a curriculum with a broad range of experi-
ences.
About the Program
Summer Adventure consists of three groups of
activities: 1) Physical 2) Enrichment and 3) Ex-
travaganza/Production. Each child is involved in a
series of activities over the period of 12:30 to 5:00
P.M. including one of these groups of activities.
The activities vary depending upon the age of the
child and the day.
Benefits of Summer Adventure:
• Develops motor skills
• Fosters creativity
• Emphasizes safety
• Motivates expression
• Builds self-confidence
• Promotes self -understanding and acceptance
• Stimulates social development
Special Note: The program will coordinate
with Summer School and summer music.
Students attending Summer School can ride
the bus to Grass from Somerset after
Summer School. Students who need to
leave during Summer Adventure to attend a
music lesson should indicate this on the
registration form.
Age Groups
Summer Adventure is designed for children from
kindergarten through 8th grade. Children will be
grouped by age and ability. Each group of children
will be accompanied by the same group leader
during the day. Groups will move from one activity
to another where there will be an activity leader in
addition to the group leader. The student to staff
ratio will be 10 to one.
Junior High
Students who are currently in Junior High will
attend a special leadership class each day, This
class will include skills in communication, decision
making, creative thinking and peer helping. These
students will be involved in service to some of /
the other students as part of this program.
Summer Adventure Staff
The staff for Summer Adventure consists of certi-
fied teachers and specialized instructors. Group
leaders are college students. Junior leaders are high
school students.

Mendakota Neighborhood Park
Parks Project Manager Guy Kullander wishes to discuss the
Mendakota neighborhood park with the Commission. The neighborhood
park portion of Mendakota Park was included in the referendum and
is a separate and distinct part of the referendum from the attempts
to acquire the property as a ballfield site. It is a possiblity
that this neighborhood park could be designed and built with or
without the ballfield facility that would cover the remaining
property beyond the dedicated land.
Dedication or Grand Opening or Ribbon Cuttina Ceremony
We have begun construction of the play structures, in fact
Rogers Lake, Valley Park and Marie Park are finished. The
neighborhood park improvements will begin on May 7. The Commission
may wish to consider some type of dedication ceremony or referendum
celebration.
