Subject: Schedule Tree Donation - Mendota Heights Garden Club
The Mendota Heights Garden Club is interested in donating a
tree to the City of Mendota Heights. Joanne Birnbaum, of the
Mendota Heights Garden Club, will be present to discuss the tree
donation with the Parks and Recreation Commission. It is my
understanding that the Garden Club prefers to donate a tree at the
Civic Center site.
Guy Kullander will have the landscape plan for the Civic
Center available at the meeting. Many of the trees included in the
Civic Center landscape plan have not been planted yet, or were
designated for future planting. Staff suggests that if the Garden
Club is willing, that they chose a tree from this plan that has
already been designated as part of the landscape plan.
The Commission should also consider the timing of the
dedication ceremony and discuss with the Garden Club the type of
photo opportunity that they wish to have. A dedication ceremony
seems an appropriate manner in wish to express our gratitude for
this gift.
ACTION REOUIRED
Discuss the tree donation with Mendota Heights Garden Club
representative and consider the scheduling of a dedication
ceremony.

MARCH 13, 1990
The regular meeting of the Mendota Heights Parks and
Recreation Commission was held on Tuesday, March 13, 1990 in
the City Hall conference room, 1101 Victoria Curve.
Chairperson Huber called the meeting to order at 7:05 o'clock
P.M. The following members were present: Damberg, Huber,
Lundeen, Hunter, Spicer and Kleinglass. Commissioner Katz
was excused. Staff members present were: Guy Kullander,
Parks Project Manager, Tom Lawell, City Administrator, Terry
Blum, Parks Leadperson and Kevin Batchelder, Administrative
Assistant. Members in the audience were Dr. and Mrs.
Bozivich and Al Anderson.

FOLLOW UP ACTION
Chairperson Huber gave a brief description

of the parks open house that had been held

the previous week. He stated that

approximately 50 residents had turned out to
view plans of the City's neighborhood park
improvements, the trails and the new
community parks. Chairperson Huber
described the Marie Avenue trail issue. He
stated that some of the residents with
property along the north side of Marie
Avenue where the trail is planned to be
constructed on City's right-of-way had
petitioned the City to move the trail to the
south side of the road. He stated that the
residents had been in contact with staff on
four separate couple of occasions and had
discussed this item with both the City
Council and at the parks open house.
Chairperson Huber asked the property owners
along Marie Avenue if they wished to make a
presentation to the Parks and Recreation
Commission. Mrs. Bozivich of 1796 Trail
Road presented a petition to the Parks and
Recreation Commission and a written summary
of their presentation. (see attachments)
Mrs. Bozivich felt that the trail should be
on the north side of Marie Avenue from I-35E
to Valley Park and then cross to the south
side of Marie Avenue at Trail Road and
continue to Dodd Road on the south side of
Marie Avenue. She stated her reasons as

Parks Project Manager Guy Kullander, at the
request of the Parks Commission, explained
the costs of the engineering along the south
side of Marie Avenue and the engineering
work and grading work that would be
necessary if the trail were to be designed
along the south side of Marie Avenue. He
stated that at this point he only has rough
estimates of the engineering cost. He
stated it would take several days of staff
time to estimate the specific engineering
costs and do the necessary survey work.
Mr. Anderson stated that the pond on the
north side of Marie Avenue is too deep to be
near a trail and that this should be
considered in the safety issue. Mr.
Anderson stated that if the trail were along
the south side of Marie Avenue it would only
have to cross Dodd Road once. He stated
that redundant cross overs will lead to
pedestrian accidents.
Commissioner Spicer stated that he had a
concern, as a Parks and Recreation
Commissioner, about staying within the
boundaries of the budget that had been
presented to the voters. He stated that the
Marie Avenue trail was clearly advertised in
the referendum and that the public has had
numerous opportunities to participate in
both the design, the advertising and the
passage of the referendum. Commissioner
Spicer stated that he had come to have a
large amount of trust in the City
engineering staff's cost estimates. He also
stated that he would not want to change the
trail from the north side of Marie Avenue to
the south side of Marie Avenue.
Dr. Bozivich stated that you can't put a
value on human life. Commissioner Spicer
stated that he was not sympathetic to the
Bozivich's assertion that the trail would be
more safe on the south side of Marie Avenue
versus the north side. Commissioner Spicer
stated that it was a fact that there had not
been a pedestrian accident in the City of
Mendota Heights for six years. He also
stated that in his work as an attorney he
handles safety and liability work and that
he had no concerns that the trail along the
north side of Marie Avenue was any less
safe, in fact he felt that it was safer
because it had controlled intersections for
all of the crossings. Mr. Anderson stated
that he did not have a good feeling about

Kullander stated that money and topography
are important issues in deciding to place
the trail along the south side of Marie
Avenue east from I-35E bridge. He said that
it is too expensive to put the trail along
the south side because of engineering
constraints with the embankments and filling
and grading in the right-of-way. He stated
it would be necessary to purchase easements,
extend several large culverts, either line
the ditch along Marie Avenue east of
Wachtler Avenue or put in several hundred
feet of 48" storm pipe.
Commissioner Kleinglass asked Kullander what
the impact on lawns would be if the trail
was placed along the north side as designed.
Kullander explained that the City would pay
for any impact on the lawns including
retaining walls, moving or replacing trees,
replacing underground sprinkler systems,
putting in the trail and replacing the
boulevard. Kullander also stated that in
cases where retaining walls were necessary
that these would be Keystone walls. He
passed out a brochure on Keystone walls to
the Park and Recreation Commissioners.
Kullander also stated that the trails would
match any driveway slopes and that there
would be no markings on the driveway.
Commissioner Spicer stated that the City
does own the right-of-way and has the right
to put a trail in the right-of-way without
any improvements to the lawns. The
Bozivich's responded by stating that the
City had never replaced twelve feet (121) of
sod from a sewer project in their yard. Dr.
Bozivich also stated that the questions they
have raised and the concerns they have
raised tonight should be considered and
looked at more closely.
Commissioner Damberg stated that the
crossing at Victoria Road and Marie Avenue
should be marked better. She stated that
this was a dangerous intersection because it
was only a two-way stop. Commissioner
Kleinglass agreed that Victoria Road is a
bad crossing. Parks Project Manager
Kullander stated that the City has requested
that Dakota County put a four-way stop at
Victoria Road and Marie Avenue several
times. The County goes counts traffic and
says no it does not justify a four-way stop.
Kullander stated that the City will have
this road turned back to them in a year or

them. Chairperson Huber stated that he did
not like the amendment and that he wished
that they could leave the motion at
Commissioner Lundeen's original motion to
keep the trail along the north side.
Chairperson Huber said in his mind it is not
a call on the dollars or the cost of the
trail, it is just safer to put the trail at
controlled intersections along the north
side of Marie Avenue.
Commissioner Lundeen withdrew his motion
with the amendment.
Commissioner Lundeen made a motion that the
trail, as currently designed, stay on the
north side and that staff should be directed
to proceed with this plan.
Commissioner Hunter seconded the motion.
The Parks Commission directed Parks Project
Manager Guy Kullander to discuss safety
issues with MnDOT on crossing Marie Avenue
at an uncontrolled location and report back
to them at the next meeting. They also
directed Kullander to prepare some rough
estimates of the costs on the north side
versus the costs on the south side. The
Parks Commission told the Bozivich's that
this ought to address both of their
concerns. They also asked Kullander to have
the Police Department examine what types of
accidents occur at the intersections that
were listed in the report by Jim Danielson.
Dr. Bozivich requested a copy of the
minutes.
MAINTENANCE OF Parks Leadperson Terry Blum discussed the
IVY HILLS HOCKEY maintenance of the Ivy Hills hockey rink.
RINK He stated that it is a problem ever since
they moved the hockey rink to its present
location. He stated that the ground and
soil in that area is very saturated and that
the hockey rink is experiencing frost heaves
and boils. He stated that it had become so
bad this winter that they had to close the
hockey rink because of safety. He stated
this winter there was about a weeks worth of
good ice time. Blum also stated that the
general free skating rink does experience
these problems but not as bad. He stated
that the hockey rink is not used much and
that it is mostly used for boot hockey.

informed the City that there was no possible
alternatives for putting the trail on the
south side of Victoria Curve where the
highway is and where the highway fence is.
The Parks Commission stated that they felt
there should be a four-way stop at Victoria
and Marie at such time that the road is
turned back to the City.
VERBAL REVIEW Kensington Park
City Administrator Tom Lawell described the
Kensington Park proposal and the
neighborhood concerns which were expressed
at the Planning Commission meeting. Lawell
stated that the time line for construction
of Kensington Park in order to bring
ballfields on line by July 1, 1991 was
questionable if the Kensington Park project
approval was significantly delayed.
Commissioner Spicer stated that Mend -Eagan
would like to see those fields available as
soon as possible. Parks Project Manager
Kullander explained the construction
schedule and the limitations on speeding up
the construction schedule to make fields
available for Spring of 1991.
Chairperson Huber stated that unfortunately
residents in Hampshire and Copperfield
think that the City's park dedication is
driving the higher density and approval of
development while this is not the case.
Chairperson Huber stated that he is
concerned that the Planning Commission will
move slowly on the Kensington Park proposal
and that they have more major concerns with
Kensington than the ballfields.
Mendakota Park
City Administrator Tom Lawell described the
current situation of the negotiations with
C.G. Rein for the City purchase of the
Mendakota PUD property. Lawell stated that
the City had the property appraised and
presented this appraisal to C.G. Rein. C.G.
Rein had asked the City to look at a
comparable property in Lilydale along
Highway 13, this property being the
Riverwood Apartment complex. The City then
asked our appraisers to make a comparable
appraisal to this request. Administrator
Lawell stated that our appraisers had said
that these are not comparable properties and
that they stood by their original appraisal

City to put in a bike trail on that section
MnDOT requires 30 m.p.h. standards. He
stated this left the City with two options
for putting that trail in. He stated that
first the City could apply for variance
to allow 25 m.p.h. standards. Kullander
stated that the second option would be to
have MnDOT take a look at grandfathering us
in. Kullander stated that the City budgeted
for the whole cost of the trail, however
if MnDOT would give us a variance this
would enable us to get 5/8 of the funding
back from MnDOT. He stated 5/8 of the
funding on this section of the trail would
be approximately $25,000. Kullander stated
that we will bid this section of the trail
and then we can delay any construction until
such time as we know about getting the 5/8
funding from MnDOT. He stated that he can
bring this issue back to the Parks March 13,
1990 Commission at a later date.
Kullander stated that regarding the bike
trail section through the Highway 149 right-
of-way by Mendota Plaza, that MnDOT had told
the City we can't pave that portion of the
trail as the underlying title is in
question. Kullander stated that we will
keep this section of the trail in the bid
but not act upon it.
Kullander stated that Barton-Aschman's plans
for the neighborhood parks had been slightly
amended to save the City some grading and
fill costs. Kullander stated that the plans
for the plantings around the signs are 100
percent completed. He also stated that the
hard surface for the parks basketball would
be bid but exact siting of the court would
be determined later.
Kullander stated that basically what we are
moving forward with at this point are two
contracts. One would be for trail
construction and is approximately $400,000.
The second contract is for the neighborhood
parks and the park improvements for
$140,000.
Kullander stated how the City could
advertise the plans and specifications and
enter contracts and would have the ability
to adjust the contracts after they are
entered into. Kullander stated that the
contracts are set up such that we might for
example, bid 80 tress and if 20 trees are
put in we only pay for 20 trees. He stated

front of City Hall. He was concerned about
where the best place to put this would be
and also what would be a good location for
the tree dedication. Commissioner Spicer
wondered if it would be appropriate to also
March 13, 1990 include a plaque of some kind
along with the tree dedication. Chairperson
Huber stated that this seemed to be a good
idea and that it would also present a good
photo opportunity. He stated he would
contact Ms. Matusoff and come back at the
next meeting with some more details about
the tree dedication.
REQUEST TO RE- The Parks Commission discussed the request
SERVE TENNIS by St. Thomas Academy to reserve Friendly
COURTS - ST. Hills tennis courts and Roger's Lake tennis
THOMAS ACADEMY courts Monday through Friday from 3:15 P.M.
to 5:15 P.M., April 1st through June lst.
Commissioner Spicer stated that St. Thomas
Academy had been helpful to Mend -Eagan in
the past as well as cooperating with the
City recreational programs.
Commissioner Spicer moved to recommend that
City Council authorize the use of the tennis
courts by St. Thomas Academy with the
condition that St. Thomas Academy pay for
the two informational signs that the City
staff would design and post at these sites.
Kullander stated that the cost of the two
signs would be approximately $75.00.
Commissioner Damberg seconded the motion.

SIBLEY ATHLETIC
City Administrator Tom Lawell passed out a
FIELD FACILITY
draft of the proposed facility agreement to

the Parks Commissioners and explained that

the Agreement was currently being reviewed
by the School District's and City's lawyers
and insurance people. Lawell stated that
the Agreement is a forty year agreement, and
should the agreement be terminated after the
forty year term is over, the City would
maintain ownership of the baseball field in
the northeast corner of the site.
Administrator Lawell highlighted the issues
of the agreement and stated that the
agreement
includes approximately $465,000
worth of City provided land and
improvements.
The Parks Commission discussed the
scheduling priorities outlined in the
agreement. The Parks Commission discussed

before Council makes any determinations
involving the agreement. Kullander stated
that Barton-Aschman would have sketch plans
available for the next regularly scheduled
Parks and Recreation Commission meeting.
IMPROVEMENTS

directing staff to negotiate a contract with
Earl F. Anderson Associates to do the
repair work to the play structure at the
Roger's Lake Park.

Parks Project Manager Kullander explained

pond excavation and for trucking of the
sediment to the designated park site.

1. Barton-Aschman Compensation - December through April 1st
is approximately $14,000. Original agreement was for
$70,800.
2. Kodet Architectural Group, Ltd. - Will be designing the
comfort stations in each active play facility. Contract
approval will be on the April 17th Council agenda
Ed Kodet will be at City Offices on April 12th to meet
with staff and will be asked to begin preliminary design
drawings for the Sibley Park building.
Architectural fees are expected to be 10 percent at
building construction cost.
3. Dakota County Trails committee met on March 29th.
Funding, signing and maintenance agreements were
discussed. The County board seems to be leaning towards
only funding widened shoulders on County roads for bike
ways and not funding any off road trails. The County
planning staff were seeking input from City Park and
Recreation Directors to this change in policy. The
concensus from the City representatives present was for
the County Board not to change the existing policy. I
drafted a short letter, which Jim Danielson signed,
stating the City's position was to keep the existing
policies. This was sent to Allen Moe, Manger of the
Dakota County Physical Development Planning Committee.
�. Neighborhood Parks Improvement project was approved by
Council on March loth and we are now seeking bids. Bids
will be opened on April 23rd and awarded by Council on
May 1st. In the event bids are high and exceed budget
limits, this will allow seven days in which to call a
Park and Recreation Commission meeting to decide if
cut backs in the project are necessary.
this occurs we can move or re -orient the play field to
accommodate a permanent half court basketball in the area
now behind the existing backstop. I have talked with
four residents in this area and have been assured that if
the referendum promise of a permanent half court
basketball court is not met the Commission will be
"hearing" from the neighborhood.
8. The Kensinaton Park cost estimate has been prepared by
Barton-Aschman - see attached memo.

Barry Warner of Barton-Aschman has compiled an estimate of
construction costs for the playfields and park improvements the
commission agreed upon. To this estimate must be added certain
items left out and future improvements necessary to complete the
development of this facility.

To this total cost of $790,650 must be added $80,000 of existing
and $50,000 of future assessments which brings the total to
$920,650.
One item that concerns me is the 15% contingence amount. Although,
this amounts to $103,000 it may not be sufficient to cover all
overhead, consulting, engineering, bonding, etc. costs on a project
of this scale. A more prudent number would be a 25% contingency
amount.
Assuming a 30% contingency the costs would be:

Why, you ask, is this development "suddenly" costing almost a
million dollars? Because decisions were made to cut back the
original 1987 BAA cost estimates by not funding for a finished play
field and neighborhood park facility. Some cost items were
overlooked, some not included, others omitted without careful
consideration to arrive at an "acceptable" number.

This year, Riverfest is introducing a special day just for kids.
Friday, August 3, from 12 noon to 4 p.m., Riverfest will be
closed to the public and open to Child Care Centers, Parks and
Recreation Departments, Day Camps, etc., as a field trip. The
price will be $6.50 per child. Chaperones are free. Each child
will receive a box lunch and free rides. There will also be a
hands-on arts and crafts area, math and reading games, a science
area, sports activities, radio station dance tent, a nature
center area and other participatory activities.
All you .need to do is provide supervision and transportation to

DISCUSSION
At the January 9th Parks and Recreation meeting, the
Commission had requested that our play equipment contractor, Earl
Anderson and Associates, Inc. prepare a presentation on the range
of options available for installing a Trail Sign System. (Please
refer to attached minutes of the January 9th meeting.)
Mike Dorsey, of Earl Anderson and Associates, Inc., will be
presenting information on Trail Sign Systems for the benefit of the
Parks Commissioners. He will be discussing what is available for
signage and the approximate costs of the different types of
systems.
ACTION REQUIRED
This presentation is for the information of the Parks and
Recreation Commission and there is no need for any formal action
at tonight's meeting. Review the material presented, discuss
options and provide direction to staff on a trail sign system, if
it is appropriate and desired.

two softball fields, one soccer field, a comfort station with

the preliminary sketch plans for the construction of Sibley Park.
Mr. Warner is basing these preliminary sketch plans on discussions
with staff in two separate meetings and a meeting with school
district officials and coaches.
Based on the input from the various interests involved in
Sibley Park, Mr. Warner will be showing the Commission plans that
are preliminary at this point. He will be reviewing and discussing
the options in the hopes of receiving some firm direction from the
Parks and Recreation Commission, in order that he may begin work
on the final plans. Mr. Warner would then present the final plans
at the May Parks and Recreation meeting.
Small, reproducable plans are not available at this point in
time. Barry has been working on approximately a dozen orientations
of the fields and has reduced these down to two or three concepts
to be discussed at tonight's meeting.

Dear Mr. Mastel:
An agreement has been approved by School District 197 and the
City Council to develop an active play facility to be
located, at the southwest corner of Marie and Delaware. The
Mendota Heights Park and Recreation Commission are actively
preparing a design plan of this facility, which will be
presented to the City Council for funding approval. The
improvements will included a full size soccer field (225' X
3301), a fenced baseball field (330' side, 390' center
field), two full size fenced softball (1-2801, 1-3001) and a
building which can be used as a comfort station, concession
stand, storage area, or combination of uses. The design of
this building is why you have been contacted.
The Park and Recreation Commission will meet on April llth to
discuss various elements pertaining to the use and function
of this building. Decisions made will be conveyed to the
architectural firm engaged to prepare the plans and
specifications.
The Commission needs input from your organization as to any
special needs or requirements that this building could
provide which would be beneficial to your activities.
You or a representative may want to participate in this
discussion with the Park and Recreation Commission at 7:30
p.m. on the 11th of April. Please call me at City offices at

Subject: Grand Opening Celebration
DISCUSSION
As we begin to let contracts for construction work on our new
park system we should begin to consider ground breaking ceremonies,
ribbon cuttings or grand opening celebrations. This item is on
tonight's agenda to start everyone thinking about possibilities for
such celebrations and to begin discussing what might be
appropriate.
Two items have come to my attention along the lines of
ceremonies. They are:
1. Hagstrom-Kincr - The Mayor has been contacted by one of the
families that Hagstrom-King Park has been named after about
a possible dedication ceremony for the park. The family is
having a family reunion over the Fourth of July weekend and
it might be appropriate to have a dedication ceremony.
2. Siblev Park - A ground breaking ceremony would seem
appropriate for this joint use athletic facility involving the
Parks Commission, City Council and School District officials.
These are only two suggestions, perhaps the Commission can
generate some additional ideas to pursue.
ACTION REOUIRED
Begin to think about and discuss the idea of celebratory
events for kicking off the new park system.

The engineering staff has reviewed the grading plan
prepared by Barton-Aschman Associates, Inc., and concur with
them that a feasible grading plan can be developed for the
proposed active play facility at this park.
I am concerned that the holding pond at Huber Drive,
which the Parks and Recreation Commission desired to use as a
free skating rink, will only be about the area of a hockey
rink. The pond has only about a 175 foot x 90 foot area that
could be used for skating.
ACTION REQUIRED
Future discussion on suitability of this area for free
skatingI or consider alternate areas where free skating could
occur within the proposed park dedication.

The purpose of having this item on the agenda is to bring to
your attention the cost estimates of park improvements as known to
date so that decisions on plans can reflect the reality of the
budget. Included in your agenda packets in the Update section are
the cost estimates for the Neighborhood Parks (including Victoria
Highlands and Hagstrom-King) and the Kensington Park. As you can
see, both items are significantly over budget. The Trails contract
for current work is under budget by $33,500. (Trail information is
also included in the Update memo.)
Barry Warner will have some cost estimates for Sibley Park
available at Wednesday night's meeting. Staff will also have a
more definitive budget analysis available for discussion purposes
at the Commission meeting. Please bear in mind that these are only
estimates and that the budget picture will become clearer once the
construction bids arrive. We will have the ability to adjust
contracts to stay within budget.

Recreation Commission was held on Tuesday, February 13, 1990
in the City Hall Council Chambers, 1101 Victoria Curve.
Chairperson Huber called the meeting to order at 7:OO o'clock
P.M. The following members were present: Damberg, Huber,
Hunter, Katz, Kleinglass, Lundeen and Spicer. Planning
Commission members present were: Dreelan, Tilsen, Dwyer and
Krebsbach. Councilmember Blesener was present. Staff

Aschman to begin preliminary sketches of
alternative layouts within the land dedication
boundaries.
Mr. Dick Putnam, of the Tandem Corporation
representing Centex in the Kensington project,
gave a brief description of the historical

streets but not lowered.
Mr. Barry Warner of Barton-Aschman gave a brief
presentation on some of the alternatives his
office had explored on the Kensington Park
dedication. Mr. Warner stated that it was
important for everybody to understand the
constraints involved in the Kensington Park
dedication. He listed them as: 1) the
powerlines; 2) the casing of the pipelines;
3) I-494 adjacent to the south boundary and 4)
there are a series of natural basins to protect
and that in instances of natural basins and open
space, this should be expanded when possible.
Mr. Warner stated that by protecting the natural
basins and extending the open both the park, the
neighborhood and the investment would be
enhanced. He stated his office recommends
passive open space and maximization of trail
connection links.
Mr. Warner stated that whenever any community
is polled about parks needs walking trails are
always the number one item and that these trails
should be looped whenever possible. Mr. Warner
highlighted the possible trail connections that
at Kensington Park. Mr. Warner stated that in
looking at this park three concepts should be
prioritized:
1. Looping of trails where possible.
2. Preserving of passive open space.
3. Preserving the pond edge.
Mr. Warner presented conceptual sketches for the
layout of Kensington Park. He presented two
concepts and stated that both are almost over
programming for the size of the park. He stated
that at some point a compromise in dimensions of
the facilities or a compromise in the
developer/city agreement needed to be reached.
Mr. Warner highlighted the details of the two
concepts. Councilmember Blesener stated that
two soccer fields in the north section of the
park had been sold to the voters and should be
placed. Commissioner Dwyer stated that the
proximity of the backstop to the powerlines
during electrical storms could be a potential
dangerous situation in unusual weather and the
he would like the health and safety issue of
this investigated. Mr. Warner stated that he
was not aware of any conclusive studies on this
issue but that the simple matter was that you
must keep the backstops away from the
powerlines. He also stated some communities
ground the backstops. Public Works Director
Danielson stated that NSP guidelines say that
the City should ground the backstops.
There ensued a discussion about the placements
and alignments of the softball fields.

at the alignment of the softball fields, soccer
fields and the parking and into the possible
alterations of the design. He stated that this
should not be a design simply handed to the City
by the developer. Commissioner Spicer responded
that this layout of Kensington Park was designed
by the Citizen's Park Review Committee over a
five month process and not a park that Mr.
Putnam had handed to the City. He stated that
this park has been thoroughly examined by both
the Citizen's Park Review Committee and the
Parks Commission and has been endorsed by the
City Council. Commissioner Tilsen replied that
the combined use of the north and south area and
the parking with the soccer, baseball and
softball should be looked at further.
Councilmember Blesener stated that the idea of
clustering like uses together was thoroughly
examined by the Citizen's Park Review Committee
and that the design and the layout issues that
Commissioner Tilsen is referring to have been
reviewed and considered. Commissioner Spicer
stated that the City doesn't have much choice in
having to fully develop what we have as far as
the dedication. Mr. Putnam stated that the
clustering of the softball and the soccer
together were good ideas. He stated that ball
players and soccer uses don't go together
because of the adult nature of softball and the
youth nature of soccer. Often times it gets too
chaotic.
Mr. Warner stated that the graphics have done
what they were intended to do which was to show
the conceptual layout of the park. He stated
that the technical aspects of the design will
drive it now such as the drainage and grading.
Mr. Warner stated that it is now time for the
staff, the developer and the consultant to work
with the constraints and the comments and the
directions that were received at tonight's joint
workshop and begin to work on a compromise plan
that is acceptable to all parties.
Chairperson Huber stated that it seemed
appropriate to direct staff to work with Barton-
Aschman and Putnam. Commissioner Tilsen stated
that the Planning Commission will want to have
guidance from the Parks and Recreation
Commission about the safety and joint use issues
of the park. Chairperson Huber stated that it
is now time to get Barton-Aschman going. He
stated that the directions they have tonight are
with the softball design, the two soccer fields,
the siting of future uses in the northwest
corner and the parking in the northwest corner.
Commissioner Hunter made a motion to direct
Barton-Aschman and Barry Warner to meet with Mr.
Putnam and to make sketches based on tonight's
discussion for the Planning Commission meeting
on February 28, 1990.

landscaping from the referendum. Chairman Huber
also explained the purpose of the second
question in the referendum, the history of the
Curley tot lot and the City's position on tot
lots. Chairperson Huber explained that the
Curley neighborhood was isolated from City parks
and have different needs to provide parks to
kids in the neighborhood than the Friendly Hills
Park does.
Ms. Crisp stated that the Friendly Hills
residents did not like having their children
down by the pond at Friendly Hills Park and that
she felt their situation was similar to the
Curley neighborhood in that the Curley neighbors
did not want their kids down by Roger's Lake.
Ms. Sylvia Nelson presented a proposal for
$2,000 worth of enhancements to Friendly Hills
tot lot. Commissioner Spicer stated that
$20,000 was going into Friendly Hills Park 350
feet away from the tot lot. Ms. Nelson stated
that Friendly Hills Park is too chaotic for
little kids, that community groups rent that
park, that there is active team play there and
that the water is dangerous. She stated that
her and her neighbors feel that the tot lot is a
much safer place for kids to play. Ms. Nelson
stated that all they are asking is for the City
to put some minimal amount of equipment into
Friendly Hills tot lot. She stated that they
would like to see the basketball hoop replaced
and a two foot strip of bituminous around the
edge of the Friendly Hills tot lot. She also
wondered if some of the old apparatus that is
being replaced could be placed in the Friendly
Hills tot lot.
Chairperson Huber stated that he was reluctant
to even look at the resident's proposal because
it could be construed as a promise at a later
date. He stated that discussions had proceeded
with the Curley neighborhood and based upon
minutes of those discussions the neighborhood
had adopted the idea that the City had made a
promise to them. Chairperson Huber stated that
the real issue here is the proximity of the play
equipment which is only three hundred feet away
at Friendly Hills Park.
Commissioner Lundeen, in response to a
question, stated that the City as a community
must fulfill the parks referendum. He stated
there are money and time constraints and that we
must resolve referendum issues first.
Commissioner Lundeen stated that it would be
helpful if the Friendly Hills residents attended
the open house for the purpose of reviewing what
kind of equipment is going into their park. He
stated the development of play equipment in
Friendly Hills Park was the intent of the
referendum. Commissioner Lundeen stated that he
is not sure that the case for putting play

parking area, the play field, the grading for
the trails and the play field, the berm between
the hard court and the play equipment and the
breakdown of the contracting duties. Mr. Warner
also presented the landscape plan. The Parks
Commission accepted the plan.
Mr. Warner discussed the Ha�strom/King Mans.
He showed the Parks Commission the grading and
seeding for the ball fields, the play equipment
had been put in by the developer, that the hard
court was put in by the developer in that there
was adequate room to site tennis in the future
if need be. The Parks Commission accepted the
plan. Mr. Warner also presented the Roger's
Lake Park plan that had been drawn. This plan
basically involved landscaping of the tennis
court and parking area. The Parks Commission
accepted the plan. Mr. Warner showed the
landscape plan for Friendly Hills Park including
the details of the plantings, the locations and
the drawing details for the sign layout. The
Parks Commission accepted these plans.
Mr. Warner discussed the cost estimates. Mr.
Warner stated that the cost estimate for
Victoria Highlands Park was $68,350. Parks
Project Manager Kullander stated that $72,000
and an additional $12,000 for the trail had been
budgeted for Victoria Highlands Park. Mr.
Warner stated that the cost estimate for
Hagstrom/King Park was $26,900. Mr. Kullander
stated that $17,700 was'budgeted but it was his
feeling that Victoria Highlands and
Hagstrom/King Park would balance. Mr. Warner
stated that the cost estimate for the Friendly
Hills Park landscaping was $6,000. Mr.
Kullander stated that $5,000 had been allocated
in the referendum. Mr. Warner stated that the
cost estimate was $5,200 for Roger's Lake Park
and Mr. Kullander stated that $5,000 had been
allocated in the referendum. Mr. Kullander also
stated that the cost estimate was $900 per sign
for the ten signs in the parks. Mr. Kullander
stated that this money was not budgeted in the
referendum.

PARRS AND RECREATION COMMISSION MINUTES
A special meeting of the Mendota Heights Parks and Recreation
Commission was held on Tuesday, February 28, 1990 in the City Hall
Conference Room, 1101 Victoria Curve. Chairperson Huber called the
meeting to order at 7:05 o'clock p.m. The following members were
present: Damberg, Huber, Hunter, Katz and Kleinglass. Lundeen and
Spicer were excused. Councilmember Blesener was present. Staff
members present were Parks Project Manager Guy Kullander and
Administrative Assistant Batchelder.
RENSINGTON PARR
PRESENTATION
Barry Warner, of Barton-Aschman, presented concept
plans of the Kensington Park boundaries and layout.
Mr. Warner stated that he and Parks Project Manager
Kullander had met with Centex to work out the park
boundaries and design and that the preferred plan
is workable. Mr. Warner described the north area
as consisting of 2 soccer fields, a parking lot, the
existing building, a play structrue with an open
area designated for open skating. Mr. Warner
described the south area as consisting of 3 softball
fields with fence lengths of 2651, 280' and 3001
,
two parking lots and a site for a play structure.
Mr. Warner stated that he had contacted NSP about
the commission's concern about the high voltage
lines and that NSP had indicated they would review
the City's plan for concurrence. He stated that the
line is a 115K voltage within a 75' easement. He
stated there would be no buildings, trees or
landscaping allowed within the easement. He stated
that NSP had indicated that the power lines pose no
electro-magnetic safety issues. He stated that no
lighting is allowed within the easement and that any
fencing should be grounded.
Mr. Warner stated that a cost estimate would be
forthcoming on the cut and fill required for the
grading of the site. He stated that grading and
soil issues could be coordinated with Centex to
realize cost savings. Mr. Warner described the
drainage of the fields as sheet drainage in order
to prevent steep grades and to keep the soccer
fields at roughly the same elevation. Mr. Warner
stated that there would not be a crown on the fields
and that the grade for drainage will be
unnoticeable.

Mr. Putnam and Mr. Warner discussed the prospects
of coordinating the grading and dirt removal work
and its dependence on the public utilities
installation and the phasing of this installation.
The size of the softball fields was discussed.
Commissioner Damberg discussed the possibility of
the passive area between the ponds as an
interpretative area. The parking lot siting was
discussed. Councilmember Blesener mentioned the
possibility of the north parking lot having a two
entrance system to allow for drop off at the fields.
Commissioner Hunter made a motion that the Parks
Commission accept the boundaries of the Kensington
Park layout as workable and that the Parks and
Recreation Commission indicate to the Planning
Commission that this is an acceptable parks
dedication.
Commissioner Damberg seconded the motion.
The letting of work to Barton-Aschman was discussed
and the Parks Commission felt that work should
proceed on cost estimates and NSP contacts.
Councilmember Blesener inquired if the Parks
Commission had contacted the owners of the an
around the pond about their interest in dedicating
that land to the City so that the City could loop
trails around the pond. The Parks Commission
directed staff to contact these people to let them
know that the City is interested in this land.
The Parks Commission directed Barton-Aschman that
fencing around the softball fields is a cost item
that should be an item of discussion at a later
date.
The Parks Commission, in response to a request for
direction, felt that moderate security lighting
should be available in the parking lots.
There being no further business, the meeting was
adjourned at 8:15 o'clock p.m.

DISCUSSION
As you are aware, we invited the community to an Open House
on March 8, 1990 at City Hall for the purpose of reviewing the
designs and plans for the neighborhood park improvements and the
bike/walking trails. About 50 residents attended and reviewed the
plans and designs of the park referendum.
As an action item on tonights agenda we will be discussing the
input received from the citizens at the open house and considering
any modifications or changes that are merited based upon that
input. Specifically the following areas are items of discussion
that I am aware of:
1. Marie Avenue Bike/Walking Trail
2. Victoria Curve Bike/Walking Trail
3. Picnic Shelter in Friendly Hills Park
We have also reserved time for consideration of any items of
input that any Parks Commissioners may have received at the open
house that they may wish to discuss and consider.
Concerned residents of Marie Avenue have requested to be
placed on the agenda to address the Parks Commission about the
trail as it goes through their neighborhood. Staff has instructed
them that they would appear early in the agenda for their
convenience.

Meet with any concerned citizens and consider any input,

The Parks and Recreation Commission will recall that at the
February 13 meeting Barry Warner of Barton-Aschman presented plans
for the bike trails and the neighborhood parks (including Hagstrom-
King and Victoria Highlands) for your approval. At the time these
plans were 90 percent complete and Mr. Warner has asked for your
refinements and suggestions. Based on those suggestions Barton-
Aschman has finished the plans.
Parks Project Manager Guy Kullander will present the plans to
the Commission for your final review, with the hopes that their
will be a recommendation to City Council to advertise for bids.
Mr. Kullander has attached some timelines that demonstrate the
bidding and construction schedule.

Review the final plans and specifications, and if the
Commission so desires, approve the final plans make a
recommendation to City Council to advertise for bids based upon the

DISCUSSION
At the regular Park and Recreation Committee meeting of
February 13th several residents of the Friendly Hills area
remarked that outside groups were using the park on weekends
thereby restricting local residents the use of the park
facilities and creating an unsafe or threatening atmosphere
to any local children wanting to play in the park.
City policy allows local groups or citizens to reserve
city parks. During the summer of 1989 the following
reservations of the park were allowed by the city:
1. G. Schreader- Watersedge Terrace- Company picnic, 30
people, 1 p.m. to 8 p.m.
2. C. McMahon- Copperfield Drive- Copperfield
Neighborhood picnic, 2 p.m. to 7 p.m.

WHEREAS, almost twenty years ago, more than twenty million Americans joined together on Earth
Day in a demonstration of concern for the environment, and their collective action resulted in the
passage of sweeping new laws to protect our air, water, and land;
WHEREAS, in the nineteen years since the first Earth Day, despite environmental improvements, the
environmental health of the planet is increasingly endangered, threatened by Global Climate Change,
Ozone Depletion, Growing World Population, Tropical Deforestation, Ocean Pollution, Toxic Wastes,
Desertification, and Nuclear Waste requiring action by all sectors of society;
WHEREAS, Earth Day 1990 is a national and international call to action for all citizens to join in a
global effort to save the planet;
WHEREAS, Earth Day 1990 activities and events will educate all citizens on the importance of acting
in an environmentally sensitive fashion by recycling, conserving energy and water, using efficient
transportation, and adopting more ecologically sound lifestyles;

PLANT A TREE FOR JACOB
Or, Oct. 22, 1989, a little boy named Jacob Wetterling was abducted at
gunpoint near his home in St. Joseph, MN. Jacob has not yet been found, but
his name has become a rallying cry of hope, love, and outrage. The phrase,
"Jacob's Hope", has come to symbolize a commitment, not only to Jacob, but to
children everywhere. Missing children. Exploited and abused children. Children
at risk.
This spring, as part of Arbor Day and Earth Day, we are asking that you --
your community or city government, your civic organization, your church, your
school or family-- plant a "Jacob Tree". Some may be planted with a special cer-
emony, with a commemorative plaque or stone or ribbons in front of a school or
city hall. Others may be planted in parks or in a private corner of a house yard.
But however your tree is planted, plant it to symbolize a commitment-- a living,
growing commitment of our society to children-- their safety and protection, their
education, their rights to a safe and healthy environment. And plant your tree in
honor of Jacob.
A "Jacob Tree" can be any sort of tree that is appropriate to your local
environment. If possible choose a tree that is already fairly good sized and well
established, for optimum chances of growth. Remember, planting any tree is just
a first step. Make a commitment to its nurturing and growth.
Planting a "Jacob Tree" can be symbolic of many things. It can be part of
the "Celebrate Minnesota 1990" program, a part of Arbor Day and of the special
20th Anniversary of Earth Day. Above all, it will symbolize our dedication to
the kind of Earth we want to give our children.
There is no greater symbol of life and of growth than a beautiful tree.
Plant a tree for the children. Plant a tree for Jacob.

frost boils as a result of the poor soil that the rink was built
upon. The boils deteriorated the ice to a point this year that the
rink was closed due to unsafe skating conditions.

St. Thomas Academy Tennis Team
DISCUSSION
We have received a request from Jack Zahr, Athletic Director
for St. Thomas Academy, to reserve the use of two City tennis
sites during their upcoming tennis season that begins April 1,
1990. St. Thomas Academy wishes to reserve Rogers Lake Park and
Friendly Hills Park tennis courts Monday through Friday 3:15 pm to
5:15 pm from April 1 through June 1. Please see attached letter
of request.
This request is for a total of 4 courts, as each City tennis
site has two courts each. The City has a total of 12 tennis
courts, two each at Ivy Hills, Wentworth, Marie, Valley, Friendly
Hills and Rogers Lake parks. In addition, Henry Sibley High School
has eight tennis courts and Visitation Convent has four tennis
courts.
Staff is sympathetic to this request and suggests that if the
Parks and Recreation Commission and the City Council are also
sympathetic to this request it would be appropriate to post a sign
indicating these hours of reservation at the two sites. This would
help avoid confusion amongst users and clarify the hours that would
be reserved. Staff also suggests that the City design and post the
signs, at the cost to St. Thomas Academy.

Site Agreement
DISCUSSION
The City of Mendota Heights and Independent School District
197 are near an agreement on the Joint Use of the Sibley site as
an athletic field facility. I have attached a map that shows the
parameters of the design layout that the details of the proposed
agreement are based upon.
The City hopes to be able to finalize the agreement and gain
City Council approval at the first meeting in April. While I have
not attached more details in your agenda packet, by Tuesday evening
staff will be able to provide you with a presentation about the
agreement. If City Council approves the agreement in April,
Barton-Aschman would be released to draw the final plans and
specifications for the construction of the Sibley ballfield site.
The Parks and Recreation Commission would then guide the review of
the plans and design of the Sibley ballfield site.

TO: Parks and Recreation Commission
FROM: Guy Kullander, Parks Project Manager
SUBJECT: Roger's Lake Park Existing Play Structure
This existing play structure is not scheduled for
removal or rehabilitation. It was thought that City crews
would "fix" the structural deficiencies and purchase
replacement parts and hardware.
I have received a bid from Earl F. Anderson Associates
to rehabilitate this play structure for $2,406.00. The work
involved would be to: replace chain ladder and hardware,
replace two floor boards, install slide hood, install a two
unit swing with tot swings, replace hanging tire swing and
repair or replace any old or damaged hardware.
ACTION REQUIRED
If Commission desires to repair this structure they
should direct staff to negotiate a contract with Earl F.
Anderson Associates to do the complete job or to purchase all
parts and materials necessary and have City parks personnel
do the repairs. Commission should also determine a funding
source.

SUBJECT: Roger's Lake Park Pond
DISCUSSION
The subject of this "dried-up, stinking, eye sore" was
discussed at previous meetings. Staff took the "bull by the
horns" approach and requested bids, from several contractors,
to remove two or three feet of silt from the pond. The job
was awarded, and the muck removed last Tuesday.
The result is a deepened pond that will hold water and a
stock pile of rich sediment (approximately 1000 cubic yards)
that we will use as topsoil in the Hagstrom-King Park. This
Park has very little existing top soil and when improved,
will require up to 2000 cubic yards of top soil. Topsoil
prices are currently about $5.00 per cubic yard, so staff
calculates a significant savings to the park improvement.
ACTION REQUIRED
If the Commission concurs with staffs decision,
authorize the expenditure of $2,000 from the referendum funds
for the pond excavation and for trucking of the sediment to a
designated park site.

SUBJECT: Volleyball Courts
DISCUSSION
Staff has heard from several sources regarding
volleyball courts as a desirable addition to our parks. Many
cities have active leagues and this is a common picnic
activity.
One regulation volleyball court with timber edging and
sand base will be installed in Roger's Lake Park as part of
the referendum proposal. Staff feels the Commission should
consider installing grass courts in several other parks.
This would require two concrete pole bases to accommodate
removable net poles be installed in the free skating areas of
the parks. White borders would be painted in the grass to
designate the court boundaries. Players would bring their
own net and ball or check them out at the City Hall.
If these courts become popular, consideration could be
given to installing permanent courts with edging and sand
bedding. Staff estimates $300.00 per installation.
ACTION REQUIRED
If the Commission desires grass volleyball courts they
should determine which parks should be involved, the funding
source and direct staff to proceed with developing plans and
specifications.
