Adjourn CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MINUTES JANUARY 9, 1990 The regular meeting of the Mendota Heights Park and Recreation Commission was held on Tuesday, January 9, 1990, in the City Hall Conference Room, 1101 Victoria Curve. Chairman John Huber called the meeting to order at 7:00 o'clock P.M. The following members were present: Hunter, Huber, Lundeen, Kleinglass and Damberg. Spicer and Katz were excused. Staff members present were Administrative Assistant Batchelder, Parks Project Manager Kullander and Park Leadperson Terry Blum and City Administrator Tom Lawell. APPROVAL OF Commissioner Damberg moved to approve the MINUTES minutes of December 12, 1989. Commissioner Kleinglass seconded the motion. AYES: 5 NAYS: 0 INTRODUCTION OF Chairman Huber introduced and welcomed new NEW MEMBER member Stephen Hunter to the Park and Recreation Commission. He was welcomed aboard by the members. VERBAL UPDATE Administrative Assistant Batchelder stated that the staff had met with Dick Putnam, Tom Boyce and Kevin Clark, developers of the Kensington Project. Batchelder stated that they were interested in moving forward on their PUD approval for their proposed project and that if approval was granted the park dedication would move forward. Batchelder described the project and the 27 acre park dedication that would be made. Batchelder stated that the three developers desired a meeting with the Park and Recreation Commission in order to discuss the PUD and its park issues. They had hoped for a special meeting on the fifth Tuesday of the month, January 30th. The Parks Commission was unable to have a quorum for this date and stated their intention to meet with the developers at their regularly scheduled meeting of February 13th. Parks Project Manager, Guy Kullander, stated that the City has received a draft agreement from Independent School District 197 regarding the joint use of the Sibley site. He stated that negotiations have begun in earnest and that the major sticking points are ironing out a maintenance agreement. The Parks Commission inquired about who was on the negotiating team for Independent School District 197 and the City of Mendota Heights. Administrative Assistant Batchelder responded that ISD #197's negotiating team consisted of James Nikolai, Bob Doffing, John Niemeyer, Bruce Anderson and Lois Rockney. Batchelder stated that the City of Mendota Heights' January 9, 1990 Page 3 expensive but we can afford it because this is a short section. The Commission agreed with him. Parks Project Manager Kullander explained that the bike trail scheduled for Victoria Avenue was tight on land because of the Highway right-of-way on one side the City would only be able to build a trail on one side. Because of this they are exploring the possibility of a ten foot (101) wide shoulder. Kullander stated that staff was also exploring trail options through the adjacent neighborhood to avoid the curve on Victoria and the Highway fence. Kullander stated this would be a temporary solution because eventually Victoria Avenue will be turned back to the City from the County. It would then be eligible for M.S.A. money if the City designates it as an M.S.A. street. At this point M.S.A. funding would pay for a trail. Kullander stated that this would likely be five to ten years down the road. Parks Project Manager Kullander stated that there were no problems with the State of Minnesota as far as the trail system went. He stated that in one portion of the Valley Park trail, the trail will go over State right-of-way but this has been worked out with the State. Kullander also stated that when the Mendota Bridge interchange and highway upgrade for Highway 55 is done that highway funds will pay for most of the bike trails at the bridge and at the interchange. He stated that these extensions were anticipated and included in the original city wide trail system proposed inthe referendum. Kullander stated that the benefit of this link would be to hook up the trails in Eagan to the Mendota Bridge and across to the regional park facilities across the river. Parks Leadperson Terry Blum was present to discuss maintenance policies with the Parks Commission. Blum explained how the shakes on the pavilions will be replaced this summer and that the warming houses will be reshingled. Blum stated that the siding on these structures is now wood and is scheduled to be painted this summer. He stated that a more neutral earth tone color would be the best for the repainting. Blum stated that all of these improvements are budgeted out of the park maintenance budget. He stated that City staff would be able to complete these improvements because the new mower that was budgeted for 1990 will free up park maintenance time allowing them to take care of the task of painting and reshingling the structures in the parks. January 9, 1990 Page 5 to the bike trail system in Friendly Hills Park would cost approximately $15,000. Kullander stated that neither of these improvements are included in referendum money unless they came out of the contingency funds. Kullander stated that both of these items could come out of the proceeds from a divestment of the tot lot. Kullander stated that the following improvements could be considered: 1. Picnic Shelter - $4,000 - $40,000 2. Improvement of Light Poles - $8,000 - $101000 3. Comfort Station - $50,000 - $60,000 4. Several Small Picnic Areas - Commissioner Lundeen moved to recommend to the Council priorities for improvements to Friendly Hills Park from the tot lot proceeds with the following priorities: 1. Friendly Hills storm sewer improvements. 2. Trail system hookups. 3. Picnic facilities. Commissioner Hunter seconded the motion. AYES: 5 NAYS: 0 PLAY EQUIPMENT Parks Project Manager Kullander explained how the City had received proposals from five play equipment contractors. The Commission, at their December 12, 1989, meeting, selected Earl Anderson as their first choise and directed Kullander to further negotiate their proposal. Parks Project Manager Kullander demonstrated the features of the play equipment that Earl Anderson Company was offering. Kullander stated that Earl Anderson had improved their original proposal by including one bench and one trash receptacle at each park as part of their proposal. He stated that we would blacktop the entrance to the play equipment area and locate the trash receptacle and the bench there. Parks Project Manager Kullander inquired if the Commission felt that more benches or bike racks would be needed. He stated that he felt these items could come out of the contingency fund if they were determined that they were needed after other facilities were built. The Commission felt that these items could wait until such point as most of the facilities had been developed and there was a better grip on how much contingency money was available. January 9, 1990 Page 7 arrange for a presentation from Earl Anderson Company at their March meeting. They requested that Earl Anderson Company be prepared to discuss a range of options regarding a sign system. ADJOURNMENT There being no further business the Parks and Recreation Commission adjourned their meeting until February 13, 1990 at 7:00 'clock P.M. CITY OF MENDOTA HEIGHTS MEMO February 8, 1990 To: Parks and Planning Commissioners From: Kevin Batchelder, Administrative Assistant( ssistan ry(� Subject: Joint Workshop for Presentation on Kensington Park DISCUSSION Mr. Dick Putnam, Tandem Corporation, is representing Centex Homes in their proposal for a Planned Unit Development (Kensington) in the City's Southeast Area. Included in the Planned Unit Development (PUD) is a park dedication from the developers to the City. The purpose of this joint workshop is to allow the developers an opportunity to present the plans for Kensington Park to both Commissions for their review and consideration. Mr. Putnam has made application for his PUD at the Planning Commission's February 28, 1990 meeting. Because this Planned Unit Development is a large and important project to the City of Mendota Heights, Mr Putnam wishes to use every opportunity available to discuss and review the items, including the park, with all the commissioners. Attached you will find a map of the park area and the Kensington development as proposed in the sketch plan that was approved by City Council last summer. Staff has released Barton-Aschman to do some preliminary review of Kensington Park in order to begin working with the developer. Barry Warner, of Barton-Aschman will be present at the meeting tonight to suggest alternatives and review Kensington Park issues with the Parks Commission. CITY OF MENDOTA HEIGHTS MEMO February 8, 1990 To: Parks and Recreation Commissioners From: Kevin Batchelder, Administrative Assistan ce)) Subject: Friendly Hills Tot Lot DISCUSSION As the Parks and Recreation Commission will recall, the City Council conducted a public hearing at their January 16th meeting to consider the divestment of Friendly Hills Tot Lot. There was considerable neighborhood opposition at the meeting and the Council did not approve ordering staff to proceed with clearing title to the land. (Please see attached minutes of the January 16th City Council meeting.) The City Council ordered this matter to return to the Parks and Recreation Commission for their reconsideration. Also, staff has received a request from Ms. Sylvia Nelson to appear before the Parks and Recreation Commission to discuss this matter. (Please see attached letter from Ms. Nelson.) ACTION REQUIRED Receive verbal. report from Commission Chair Huber and reconsider the matter of the Friendly Hills Tot Lot. Page No. 2704 January 16, 1990 She urged the Council to improve the tot lot to accommodate toddlers and preschoolers, leaving space for a basketball hoop and creative play area. She informed Council that the neighborhood wants the tot lots refurbished. It was noted that the Friendly Hills Park is 300 feet from the tot lot. Mayor Mertensotto informed the audience that the Park Commission is recommending that instead of improving the tot lot, the property should be sold and the proceeds should be used for tot equipment in the Friendly Hills Park. Mr. Huber showed the audience an exhibit on the design layout for the Friendly Hills Park, and pointed out that the proposed play equipment is the modern and the safest available. Mrs. Nelson responded that the neighborhood was led to believe that the tot lot was their park, and it is hard for the neighbors to accept something different. The audience was informed that there is only one other tot lot in the City, located in the Curley Addition, and that the reason Council agreed to the tot lot was that the area is so far from the closest park, at Rogers Lake. Mayor Mertensotto informed the audience that the Commission is looking at overall economics - maintenance is costly. He stated that had the City been incorporated at the time the Friendly Hills lst Addition was planned, the tot lot would not have been approved. Mrs. Joan Crisp, 2341 Apache, asked why $10,000 from the referendum can't be put into purchasing equipment for the tot lot. She stated that when the referendum was proposed, the neighborhood thought that the tot lot would be the recipient of some of those funds. Laurie Lastine, 2336 Apache, stated that her parents mowed the tot lot area for many years because the City did not. She stated that it is important to the neighbors that the tot lot be retained. Lois Parsons, 2332 Apache, felt that the Friendly Hills park serves a different Page No. 2706 January 16, 1990 evening's discussion and see if there is an alternate recommendation. There was discussion over the level of maintenance of the lots. Councilmember Blesener moved that the matter be referred back to the Park and Recreation Commission for reconsideration of their recommendation to Council. Councilmember Hartmann seconded the motion. Ayes: 4 Nays: 0 Staff was directed to contact Mrs. Crisp as the neighborhood's representative, keeping her informed on the matter. PLAY STRUCTURES Council acknowledged and discussed a memo from Administrative Assistant Batchelder regarding the award of a contract for the installation of play equipment in the six existing neighborhood parks and in the Victoria Highlands neighborhood park. After discussion, Councilmember Anderson moved adoption of Resolution No. 90-03, "A RESOLUTION AWARDING PLAY EQUIPMENT CONTRACT FOR NEIGHBORHOOD PARKS," awarding the contract for installation of seven play structures to Earl F. Anderson Associates at a price of $17,500 per installation. Councilmember Blesener seconded the motion. Ayes: 4 Nays: 0 CASE NO. 89-25, FRYE Mayor Mertensotto opened the meeting for the purpose of a public hearing on an application from Mr. & Mrs. Richard Frye for a critical area variance to allow construction of a two- story indoor pool at 1845 Hunter Lane. Council acknowledged a letter from Mr. & Mrs. Frye requesting that the hearing be continued to February 6th to allow them to develop new plans and review their options. It was the consensus that if new plans are submitted, they should be reviewed by the Planning Commission prior to Council consideration. Councilmember Blesener moved to continue the hearing to 7:45 o'clock P.M. on February 6th and to direct staff to notify the applicants that if they are planning to show Council new CITY OF MENDOTA HEIGHTS ISi�idi�7 January 11, 1990 To: Mayor, City Council and City Administrator From: Kevin Batchelder, Administrative Assistant Subject: Public Hearing - Friendly Hills Tot Lot INTRODUCTION At the November 7, 1989 City Council meeting, the City Council ordered a public hearing be held with the residents of Friendly Hills neighborhood in order to consider the divestment of the Friendly Hills Tot Lot. At staffs recommendation, based on liability and public health concerns, the play equipment at Friendly Hills Tot Lot was removed in November 1989. The City has previously considered divesting Friendly Hills Tot Lot in 1980 and again in 1983. Please see attached staff memos, minutes, maps, and letters for an overview of this issue and its history. DISCUSSION The Parks and Recreation Commission's recommendation to remove the tot lot from the City's park system was precipitated by the recent, successful Parks Referendum. When the parks bond referendum was designed by the Citizens Park Review Committee and the Parks and Recreation Commission there were no funds provided for improvements at Friendly Hills Tot Lot because it was duplicative of the improvements proposed for Friendly Hills Park. Friendly Hills Neighborhood Park will receive approximately $20,000 worth of new play equipment. This play equipment will be within 300 ft. of the existing tot lot. The Parks and Recreation Commission feels the best use of the tot lot land is to divest it and use the proceeds for further park improvements in Friendly Hills Neighborhood Park. General Observations about Tot Lots In general, tot lots are not recommended to be included in park systems for surburban communities because it is economically inefficient to maintain them due to their small size. Tot lots are used in instances where a community's lot sizes are too small to include play equipment, such as a swingset, in a backyard. In Mendota Heights the required minimum lot size is 15,000 sq. ft. In Friendly Hills, where the lot sizes are substandard, the typical lot size is 10,000 sq. ft. which is considered sufficient to include play equipment for children. ACTION REQUIRED Conduct the public hearing. If City Council desires to implement the Parks and Recreation Commission's recommendation of October 24th and January 9th, it should direct staff to bring action to clear title to Friendly Hills Tot Lot, sell the land and authorize the funds to the Parks Fund to be spent according to the recommended and prioritized expenditure items listed as: 1. The purpose of his presentation will be to review the plans for the two parks in preparation of making the final drawings. If the Parks Commission approves the plans, the final drawings would be prepared in order to return to the March Parks Commission meeting for a recommendation to the City Council. This recommendation would request that Council advertise, open the bidding process and receive bids based on the plans. This will allow an early start on the construction of the two parks and enable the work to be finished in the summer of 1990. ACTION REQUIRED Review the preliminary plans with Barry Warner and, if the Commission so desires, they should pass a motion directing Barton- Aschman to prepare the final plans and specifications for Victoria - Highlands Park and Hagstrom-King Park. (Note: these plans would be ready for the March 13th meeting) CITY OF MENDOTA'HEIGHTS MEMO February 8, 1990 To: Parks and Recreation Commissioners From: Kevin Batchelder, Administrative Assistant V1,\ Subject: Schedule Neighborhood Parks Open House Scheduling an open house to allow the public an opportunity to review and comment on the plans for their neighborhood parks has been discussed by the Parks and Recreation Commission, the City Council and the Citizens Park Review Committee on numerous occasions. Because of the contract bidding schedule and the approaching construction season it is now time to schedule such an open house. The purpose of the open house would be to allow residents an opportunity to review the plans and schematics of the park improvements, trails and athletic fields that staff and consultants have designed. The residents would then have an opportunity to comment and make suggestions on the plans before they go out to bid for construction. Once the open house is scheduled, staff would advertise in local newspapers and send press releases out announcing the open house. Staff recommends that the open house be scheduled for the last week in February or the first week in March in order not to delay the contract bidding schedule. ACTION REQUIRED Discuss the item and determine a date, time and place for holding the open house. CITY OF MENDOTA'HEIGHTS MEMO February 8, 1990 To: Parks and Recreation Commissioners From: Kevin Batchelder, Administrative Assistant Lai Subject: After School Program DISCUSSION After meetings were conducted with City officials this fall and winter, School District 197 has presented the City of Mendota Heights and the City of West St. Paul with a proposal asking for funding for an after school recreational program. (Please see attached proposal from School District 197) The proposal is for a pilot program that would run in the spring and summer of 1990 and provide students with recreational activities in afternoon and early evenings. The School District is interested in any ideas the city may have on appropriate activities for this program and in the city's interest in sponsoring this type of program. In the 1990 budget, the City reserved money in the Recreation Contigency line item for just such recreational activities as this. (Please see attached copy of 1990 Parks budget.) This item raises the issue of the future of this line item. As more and more recreational activities (such as T-ball, scheduling the use of fields, etc.) come on the agenda the City must consider the future sponsorship of these activities. This program is proposed on a trial basis and the committment of funds to sponsor it could be done contingent to its performance and a review of that performance. ACTION REQUIRED Discuss the merits of this program, generate ideas on recreational activities for the program and make a recommendation to City Council about the use of the Recreational Contigency monies to sponsor the After School Program. Serving West Saint Paul, Mendota Heights, Lilyda/e, Mendota, Sunfish � ake and portions of Eagan and /nvcr Grove Heiyh is 1897 Delaware Avenue a West Saint Paul, Minnesota 55118 (6121 681-2300 Independent School District 197 Community Education After School Program Proposal Background: Over the past ten years the school district, City of Eagan, City of Mendota Heights, and City of West St. Paul have individually and separately offered programs to the students of I.S.D. 197 on a sporadic basis. These offerings enjoyed a range of success depending upon the offering, the location and the ability of the students to access the location. Currently there are a handful of programs being offered during the school year and a few more being offered during the summer. A major barrier to the after school programs is transportation between schools (parents are often not home to transport the students until after 4:30 p.m.) The parent organizations have begun to ask for more programs for youth. In addition there is a consensus with school leaders that parents want activities for youth. Many recreation programs have seen a tremendous rise in participation. This is due in part to the rise in elementary age population (get info from Earl) and part to changing parent expectation that their children should be involved in activities so they will not become involved in less positive life styles. This fall a series of meetings were called to discuss how we could meet the needs of the community. Representatives of the school district, and city of Mendota Heights and West St. Paul were in attendance. The following proposal is a result of these meetings. Proposal: The goal of this proposal is to proaide a pilot after school program for spring and summer of 1990 to I.S.D. 197 students grades K-8. The program would be run through the Community Education Department and be cosponsored by the local Park and Recreation Departments. The sites for the program would be Pilot Knob School, Mendota School and the Community Center or Moreland School (depending upon the need for gym space). (Please see attachments describing kittenball). Diane Ward, Public Works Secretary, has offered to coordinate the program if the advertisement generates enough interest for an eight team schedule. The program would be run on a fee basis and would not need any City money to operate. Diane's time would be covered by fees generated by the participating teams. The purpose of bringing this before the Parks and Recreation Commission is for your endorsement to run the advertisement in local newspapers. This would enable staff to determine if there was enough interest to generate the teams who would support the program through their entrance fees. ACTION REQUIRED If the Commission so desires, they should pass a motion endorsing the concept of coordinating a kittenball league and direct staff to advertise for and determine interest in a kittenball league. He was requested to bring some color samples to the next meeting. Guy Kullander will have color samples for your review at the meeting. ACTION REQUIRED Review color samples and direct staff as to which color would be appropriate for the warming houses. CITY OF MENDOTA HEIGHTS January 5, 1989 To: Parks and Recreation Commission From: Kevin Batchelder, Administrative Assista t:: ( Subject: Agenda for January 9, 1990 The purpose of this memo is to quickly run down the items on the agenda for tonight's meeting. Introduction of New Members Stephen Hunter has been unanimously appointed by the City Council to fill the unexpired term of Bill Owens who resigned from his position in December. Dr. Hunter not only lives in Mendota Heights but operates his dental practice here in town. We will be welcoming him aboard tonight and he has indicated that he is excited about joining the team and going to work on the parks. There will be another new member to introduce at tonight's meeting and that is our new City Administrator, Thomas Lawell. Tom began work on January 2nd after being appointed by City Council at their December 19th meeting. Tom was previously the Assistant City Administrator at Apple Valley and is highly regarded in the city administration field here in the metropolitan area. He is looking forward to meeting all the Commissioners and will attend some meetings to get to know folks. Verbal Updates Terry Blum, Parks Leadperson, will be present to discuss maintenance policies and winter warming house policies. Guy Kullander and myself will update the Commission on all the referendum issues, Council actions and other issues. Friendly Hills Tot Lot This is an item that will require action in the form of a recommendation to City Council. Discussion Items Parks Project Manager Guy Kullander desires to have the Commission provide him with some direction on the listed discussion items and will further outline these items at the meeting.
