Adjourn. / MEMO CITY OF MENDOTA HEIGHTS March 8, 1989 To: Parks and Recreation Commission From: Kevin Fre Y,r y Administrator Re: Information for Commission Meeting of March 14th U.S. West Utility/Recreation Building The Commission will recall that Mr. Ken Dallman of U.S. West was to have been present at your February meeting to discuss their proposal for putting a utility building in the Centex community park. Through some mix up, Mr. Dallman did not make it to the meeting. Enclosed you will find correspondence and a building elevation for the proposed structure. You will also find a layout of the park, showing three alternative locations for the building, all near the parking lot off Mendota heights Rd. The City Council considered this application once again at its meeting of March 7th, and voted to grant the conditional permit for construction of the building. The Council did, however, refer the issue to the Parks Commission for its input on: a) which of the three locations would be best for the building, and b) which of the three building alternatives proposed by U.S. West is preferred. CITY HALL BALLFIELD Enclosed is a proposed layout and cost estimate for upgrading of the City hall ballfield. The broken line on the layout shows the configuration of the existing field, so you can see the extent to which the field has been rotated to solve the sun problem. Total cost estimate for the project is $46,800. However, we have identified up to $15,800 of potential cost reductions. The Commission will need to make a recommendation to the City Council on construction of this field. IVY FALLS TRAILS BRIDGE The City is currently in the process of taking bids on public improvements for the Ivy Creek Falls Addition. This new subdivision is located southwest of Somerset Elementary School, just across Ivy Falls Creek. During the public hearing on the project, area residents asked that the City consider putting a pedestrian bridge across the creek, so.that children from the neighborhood can walk to Somerset School. Staff has included that improvement in the project plans and specifications as an alternate. We will oven bids the week of March 20th, and exVect the cost of the bridge and connecting trails to be approximately $400000. The Trails Subcommittee of the Citizen's Parks Review Committee has tentatively recommended that we add this section to the City's trails system, taking the monies from the Park Development Fund. The matter is being referred to the Parks Commission for your input. A blueprint detail of the potential improvement is enclosed with this packet. For an understanding of how this area fits into the overall scheme of trails improvement, please refer to the Trails map included with the packet to the Citizen's Parks Review Committee (of which all of you are members). The Commission will need to decide whether this improvement should be built, and if so, whether it is appropriate to use the Park Development Fund. Your recommendation will be forwarded to the City Council for consideration when it acceets the bids and awards the contract at its March 21st meeting. West Utility Building Location nr�ruGsmn_ Cowtcil recently turned down an application from U.S. West to locate a utility building near a pond along Mendota Heights Road. Council did not want to obstruct the view of this pond from Mendota Heights Road. The building was to house some "state of the art" fiber optics telephone equip- ment and provide that service to the new residents in the Southeast area. The Minneapolis/St. Paul area was selected by U.S. West over several others as a test case and local U.S. West employees are extremely anxious not to have this opportunity fall through and go to another state. Lt order to help with a solution Council offered to allow the building to be placed within the Centex Park area. U.S. West therefore met and worked out a location with Centex and then met with staff and Howard Daltlgren to discuss that location (see attached map). As a result of the meeting with Howard Daltlgren the location was changed from that shown on the map to be either east or west of the parking lot near some existing trees. Also at the meeting with Howard several building designs were discussed and U.S. West has amended their letter of February 22, 1989 (attached) to agree to consider any one of the following options: 1. Build a park equipment storage room and finished bathrooms. 2. Build a park equipment storage room and an attached shelter area (per Howard Dahlgren design) and pay City $20,000 for land ease- ment. 3. Build a park equipment storage room, an unfinished bathroom and an attached shelter area (per fioward Dahlgren design). Minnesota 55402 t�1•'iNEST February 22, 1989 Iionorable Mayor L'steemed Council Members City Administrator Yark Board Commissioner At ttie February '7, 1989, City Council meeting, I presented a drawing of a proposed building to be considered for joint use by the City and U S WEST in a park near the Kensington PUD development. I am asking for a meeting with the responsible City officials and the developers to determine a joint use plan which is feasible and attainable within our timing parameters. `Phe building would be constructed on the park land, entirely with U S WEST funds. We would erect the building to our equipment specifications and finish the rest room/storage room facilities to the City's specifications. We have estimated that the cost of the City improvements would be about $23,400. We believe this would be a fair trade off for the land acquisition costs. We could also work with the park board to design the building to include a covered picnic area if the City chooses to include one, at its expense. U S WEST proposes to lease the land from the City, own the building, but in turn, lease the storage/rest room area to the City. The City would maintain the exterior of the structure and it's leased area. U S WEST would maintain the interior of the equipment area, it's access door, and the roof. We would retain the right to enter the city's premises if necessary to maintain the water tight integrity of our premises. For example, the City would be responsible for the care and repair to the restrooms; however, if a waterline broke, we could enter the restrooms to secure the water line to prevent water damage to our equipment. It is our desire to have the new telephone service available to the developers model home at it's scheduled opening in August. February 22, 1989 Letter to City of Mendota Ifeights Page 2 We, therefore, ask for a meeting of the parties, at their earliest convenience, to discuss the issues and reach an agreement on the building design and placement within the proposed park area so that we can proceed with formal City approval of a conditional use permit 'for this plan.
