Frazell, City Administrator SUBJECT: Information for February 14 Agenda Items Discussion with Ken Dallman of U.S. West concerning fiber optics building. U. S. West would like to install a state of the art fiber optics communication system for the new Keningston Multi Family Development in southern Mendota Heights. When the City Council rejected the application for the conditional use permit to allow installation for this utility building within the Keningston Development itself, U.S. West countered with a proposal to install the building in a City park, constructing it in such a way that a portion of the building could be available for City recreation uses (i.e. storage, restrooms). Please see the attached letter from Mr. Dallman. Mr. Dallman has discussed two alternatives with the City Council. One would be to plan installation of this building in the new park that is proposed in the Centex Plan "C" which the Parks Commission has previously endorsed (I will have a copy at the meeting Tuesday evening). Because it is not yet certain if or when the City will acquire ownership of that parcel, U.S. West has also discussed with the Council the possibility of placing the building in Hagstrom-King Park. Mr. Dallman and other representatives of U.S. West will be present at the Parks Commission meeting to discuss this issue with you. 2. The upgrade of Citv Halls softball field. One of the items of discussion at the Citizens Park Review Committee (the group planning the up coming referendum), is the potential upgrading of the City Hall softball field to a full-size status. The Mend -Eagan Association is eager to see this accomplished in time for 1989 play. Although there has not yet been a formal vote, it seems that there is a concensus of the Neighborhood Parks and Ballfields Subcommittees that we ought to get on with upgrading this field, rather than leaving it for the referendum. Chuck Mastel, or some other representative of Mend - Eagan will be present at the Commission meeting Tuesday evening to discuss what they would like done with the field. The Commission should review the proposal and make a recommendation to the City Council. 3. Discussion of summer recreation programs. Staff will be prepared to discuss with the Commission the 1989 summer recreation programs, including men's softball, art in the park, and T-ball. Minnesma 55402 February 7r 1989 Honorable Mayor Esteemed Council Members City of Mendota Heights During the January 17th meeting, you and the members of the council suggested that as a possible fiber optic building site U S WEST pursue a joint building project in the future Kensington area park. We met with the City planning and engineering departments to discuss such a possibility and wish to pursue the idea. Attached is a drawing of a proposed joint use building which would be placed on the park site. As you can see the building would house our equipment and would provide storage and rest -room facilities for the City. U S West proposes to construct the building but leave the city side in an unfinished state with llroughed-in't plumbing and electrical utilities. The City could then complete the finishing of the rest room facilities when the park is constructed. Mendota Heights, MN 55118 Dear Chuck, The Parks and Rec Commission will be meeting this coming Tuesday, February 14 at 7*00 p.m. in the City Hall. Included on their agenda (enclosed), will be a discussion of upgrading the ballfield next to the City Hall. We hope that you can loin us for this discussion. If you cannot personally make it, could you please arrange to have someone else from the Mend -Eagan Softball program present? As you can see from the agenda, we will also be discussing the T-ball program. Last year's arrangement of having the City subsidize each registration at $15 seemed to work well. However, the Commission will need to review this, and determine whether we want to do the same again for 1989. Perhaps someone from the Mend -Eagan T-ball group might also want to join us for this part of the discussion. I look forward to seeing you Tuesday evening. Sincerely, Kevin D. Additional thoughts and comments offered at the meeting included: 1. Could the fields be turned any further, so as to get the sun out of the batter's eyes. 2. Skinned infield should be at least 1001 . 3. Install a permanent home plate. 4. Include a lock box of about 31x 8' to store bases, rake and shovel, etc. (Cottage Grove has some, so you might check with them.) 5. Leave a dirt pile somewhere on site for a future supply. 6. Could we put up some kind of a simple scoreboard? 7. There should be a concrete slab with bench and protective fence for each team. 8. Fencing needs a break area for bringing in maintenance equipment. 9. Sodding or seeding should be delayed until Fall. 10. Some provision needs to be made for watering the sod. Perhaps from City Hall. As we discussed, MendEagan would be willing to volunteer some labor. Also, we should try to split the job up, so we can do it all by Purchase Order (less than $15,000 each). The Parks Commission would like an updated plan and cost estimate for their meeting of March 14th. Therefore, if you could get it to me a week in advance or so, it would be helpful. Thanks, Kevin 1
