Re: January 10 Meeting
I regret to inform you that neither Chair Jim Stein nor I
will be able to be present at the meeting. The two of us,
along with Councilmember Jann Blesener, will be attending a
medieval banquet put on by the high -potential students at
Mendota school.. Jim Danielson will be at your meeting, as
will Kevin Batchelder, my new Administrative Assistant who
will be staffing the Parks Commission in the future.
Beyond the annual election of a Vice Chair and Secretary (I
know several of you will be campai7ning for the job.), the
business for the evening will consist of discussing the first
meeting of the Citizen's Parks Review Committee, which will
be held Monday evening. You will recall that the purpose of
that 16-member committee is to attempt to come up with a
consensus on a parks development program that can be
supported by a wide base of the community. Parks
Commissioners John Huber, Bev Lackenmyer, and Carol Damberg
serve on the Committee, and can hopefully bring the rest of
you up to date. Kevin Batchelder will also have been at the
Monday meeting.
For your information, I am enclosing the same packet of
information that is being sent to the Monday evening group.
One exception is the schematic of the Centex Plan "C"
referred to in those materials. We didn't have enough
blueprint copies to go around, but copies will be available
at your meeting.
The purpose of your discussion will be to decide what role
the Parks Commission should play in the process of planning
for a referendum. Because of the strong division in the
community over the last referendum, the City Council felt it
imperative to get the input of a broader based group.
However, it was not their intention to cut the Parks
Commission out of the action, and you should rightfully
decide what role you want to play in the process. John, Bev,
and Carol will probably have some ideas after attending the
Monday night meeting.

SUBJECT: Cancellation of August 30 Meeting and Reminder of
Rescheduled September Meeting
At the August Parks Commission meeting, there was some
discussion about a follow-up Commission meeting on Tuesday,
August 30, to continue reviewing the park development and
landscaping plan with Barton-Aschman Associates.
Unfortunately, staff had previously scheduled the annual
budget meeting with the City Council for this same evening,
and none of us will be available to work with the Commission.
Therefore, after discussing the matter with Chair Jim Stein,
it was decided that the next Commission meeting would be its
regular September meeting.
Also, please recall that the September meeting will be
held on Wednesday, September 14, rather than the normal
meeting date, which would be Tuesday, September 13. The 13th
is Rosh Hashanah and also primary election day.

SUBJECT: eR"minder of First Meeting of our Survey
Subcommittee
All of you will recall that in a moment of weakness you
volunteered to serve on the subcommittee to come up with a
community park survey. Our first meeting is scheduled for
next Thursday, July 7, at 7:00 A.M. in the Council Chambers.
Yes, donuts, coffee, juice and tea will be served!
I think the purpose for our first meeting should be to
"brainstorm" about the types of information we want to get
from the community, the survey format, etc. This will give
staff some direction in going back and coming up with a more
specific survey form for review at subsequent meetings.
I know 7:00 A.M. meetings are tough, but come with your
brightest and best thoughts!

SUBJECT: Continued Discussion of Long Range Park Plans
Our job for Tuesday morning will be to begin answering
the following questions that we raised for ourselves at the
Saturday, June 4 workshop session:
1. Why did the referendum fail?
2. Is acquisition of more raw park land (open space) a
priority?
3. Do we develop trails?
4. Do we make improvements in existing neighborhood parks?
5. How should we develop current undeveloped park land (pay
for it)?
6. Do we need a city-wide athletic complex?
7. Should we upgrade athletic fields in neighborhood parks?
8. Do we try to structure a referendum with "something for
everyone"?
9. How do we get a concensus of community leadership on what
is needed in parks?
10. How much of a tax increase will the public support?
il. What is the intended use of the existing park fund
balance?
12. What is the time frame to tackle the problem?

OCTOBER 11, 1988
The meeting was called to order by Chairman Jim Stein. Members
present included Stein, Katz, Lachenmayer, Damberg and Huber. Absent
were Leffert and Owens. Also present were City Administrator Kevin
Frazell, Councilmember Janet Blesener, developers Howard Bream and Ted
Zinner .
1. John Huber was elected secretary.
2. Agreed to delay until Spring, 1989, a landscaping plan for the
existing parks. Damberg stressed need to assess drought damage,
survey condition of trees, and prepare trees and landscaping for
winter.
3. Mendakota Park - attempts made to fit ballpark into the site. Mr.
Zinner of C.G. Rein Company, opposes a ball field due to demographics
of persons in the development. Request Barton-Aschman to include a
plan for review that includes a ball field for next park meeting.
