SUBJECT: Workshop with City Council
The City Council has cancelled the bond referendum for
April 21.
In response to your request, the Council has also set a
date and time for meeting in workshop with the Commission to
discuss priorities, issues, and directions for a future bond
referendum. Symbolically, we have set that meeting for
Tuesday, April 21, since we won't be breathlessly awaiting
the results of the election. The meeting will be in the
Council Chambers at 7:30 P.M. An agenda for the meeting will
be sent to you with the Friday News of April 17.

SUBJECT: Notes From Informal Session of January 27, 1987
The following members were present for the special meeting:
Chair Jim Stein, Bob Leffert, Marsha Knittig, and member -elect
Vicki Katz. Since there was not a quorum to provide an official
meeting, these notes are to provide documentation of the informal
meeting.
The first item discussed was the upcoming meeting on February
5 between the School District 197 School Board, City Council, and
Parks Commission. It was agreed that a member of the Parks
Commission would contract a member of the School Board prior to
the meeting, to answer any prior questions. Assignments were as
follows:
Jim Stein - Chair Joyce Walker
Marsha Knittig - Kitty Haight
Bob Doffing - Judith Pendergrass
Bob Leffert - Herb Strozinsky
As school board members Lee Bakewell and John Neimeyer have
previously been apprised of the effort through the Sites and
Facilities Committee, it was felt that it would be unnecessary to
contact them.
The Commission then turned its discussion to putting together
a core community group to market the bond issue. Potential
participant groups include Mend/Eagan, Somerset PTA, the owner of
the Schwinn Bike Shop, and various neighborhood groups. There was
also a consensus to request previous Mayor Bob Lockwood to serve
as honorary chairman of the Vroup, and City Administrator Frazell
was charged with the responsibility for contacting Lockwood to
determine whether he would be willing to serve. It was also
decided that a portion of the regular meeting on February 10 would
be devoted to brainstorming and identifying potential people
to serve on the core committee.
It was hoped that the core committee can be up and running,
ready to market the bond issue by about March 1. City
Administrator Frazell was directed to proceed with having the
Council authorize Barton-Aschman to begin work on preparing the
distributive leaflets and slide show to be used in community
presentations.

the community into neighborhoods that could be contacted or
targeted for a presentation. Neighborhoods identified included:

Dear Mrs. Spence:
Thank you for your recent inquiry about the possibility of
installing tennis backboards at Wentworth Park. The Parks
and Recreation Commission,considered your request at their
November meeting, and I apologize for forgetting to write you
before now.
The Commission decided that all neighborhood park
improvements, including tennis backboards, should be a part
of the comprehensive park program being developed by the
Commission. As I believe I told you on the phone, the City
anticipates submitting a Parks bond referendum to the voters
this Spring, most likely in April.
I know from our conversation that you felt installing such a
backboard would be a relatively minor expense. However, in
checking with the City's Public Works Director, I found that
it is more involved than one might assume. The extra wind
drag created by installing the plywood sheet requires that
the existing fence poles be replaced by sturdier poles set
deeper into the ground. otherwise, the new backboard, along
with the fence, would be gone after the first sizeable gust
of wind. The cost for making these changes and installing
the board is estimated in excess of $1,000.
You will be hearing more about our bond referendum this
Spring through the local newspapers, and community
information meetings. Please contact us if you have
questions or suggestions.

SIIBJECT: Cancellation of June 10th Meeting
As I informed most -of you by phone, the Tuesday, June loth meeting of
the Parks Commission was cancelled. This was due to the fact that there was
little substantive information to be reported on the agenda items which had
been scheduled.
After discussing the matter with Chair Stein., we have decided not to try
to reschedule a special meeting of the Commission. Therefore, the neat meeting
will be on the regular date, July 8. Please be sure to mark this date early on
your calendar, since it will be an important meeting.
