1983-05-10 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES, MAY 10, 1983 The regular meeting of the Mendota Heights Park and Recreation Commission was called to order at 7:00 P.M. by Chairperson Bayless. Members present were Bayless, Stein, McMonigal, Knittig, Schneeman and Doffing. Also present was Rudy Literski. Maintenance Report - Rudy Literski announced that he is retiring after 14 years with the Mendota Heights Public Works department. His duties will be assumed by Terry Blum. Literski suggested that the commission consider the Rogers Lake area as a possible site for tree planting if trees are received in the settlement with Mr. Dalglish. There will be a June 1st retirement party for Rudy Literski. Park Surveys Continued - Schneeman asked that the bridge in Wentworth Park be looked at in terms of repair. Doffing said that the Friendly Hills Park needs a ditch cleaned out and several boards in the rink replaced. Tot Lot - Bayless reported that the City Atorney has researched the status of the Friendly Hills Tot Lot and found it to be City property. Stein expressed the belief that under the circumstances, the present covenant dictating present use of the land could be overturned by the courts. The commission agreed that the residents around the Tot Lot do want the open space and there was no immediate need for change other than avoiding a liability problem with the play equipment. Stein moved that the commission instruct the Public Works people to assess the play equipment, remove and repair as needed, and maintain the area as well as time and equipment will allow. McMonigai seconded. Motion passed. Stein also recommended that the Tot Lot land use be reviewed at the appropriate time as stated in the covenant. It should be noted that the Tot Lot does not fit under the category of a City park and will not be maintained as one. McMonigal will inform Marsha Knuth and the Schranklers, residents of Friendly Hills, of these decisions. Trails Committee - Doffing reported that he presented the proposal for a trails survey by MidContinent Surveys at the May 3 City Council meeting. They rejected the $5,965.00 proposal, but would finance a survey by the Commission costing $300 - $400. Council Meeting - Bayless will attend the May 17 City Council meeting. The next meeting of the Park Commission will be June 14 at 7:00 P.M. It was moved and seconded that the meeting be adjourned. Respectfully submitted, Marsha Knittig, Secretary CITY OF MENDOTA HEIGHTS TRAILS COMMITTEE MINUTES, MAY 10, 1983 The regular meeting of the newly formed Mendota Heights Trails Committee was called to order at 8:00 P.M. by Chairperson Doffing. Members present were Doffing, Stein, Bayless, McMonigal Knittig, Schneeman and Bill Malloy. Al Singer was excused. Doffing reviewed the progress of the Trails Committee to bring everyone up-to-date. As was told to the Park and Recreation Commission, the City Council turned down the request for $5,965.00 to finance a trails survey by MidContinent Surveys. Doffing felt the Council was receptive to the idea of a survey, but not the expense. The Council suggested that the committee conduct its own survey, costing $300-$400. The Committee discussed the possibility of conducting its own survey, con- cluding that the Council's approval and support was essential if such a project is undertaken. Stein moved that three members draft a proposed survey td be reviewed by the committee and approved by the Council. Seconded and passed. Stein, Singer and Doffing will work on the survey. It was suggested that Orvil Johnson be consulted to determine the extent of information and computer use we can get from the City offices in conducting the survey. The possibility of alternative funding was discussed. Doffing will check with Barb Schmidt on County funding as well as LAWCON grants. The next meeting will be June 14 at 8:00 P.M., following the Park Commission meeting. Two items on the agenda will be Review of the Proposed Survey and Report on Help Available from City Offices.
