PARK AND RECREATION COMMISSION
MINUTES
February 9, 1982
1.
The regular meeting of the Mendota Heights Park and Recreation Commission
was called to order by Chairman Bayless at 7:35 P.M. The following members
were present: Bayless, Stein, McMonigal, Doffing, Gustafson, Williams,
Literski. Schneeman was excused.
2.
A quorum was not available for the January 26, 1982 meeting thus the agenda
for that meeting was carried over to this meeting.
3.
A motion was made and seconded that the minutes of the December 22, 1981 meeting
be approved as read. Motion carried.
4.
Literski reported on the status of rink maintenance. He reported that there
seems to be little vandalism this winter. Rudy suggested that we might
possibly want to look into a less expensive to operate lighting system for
the rinks. He also reports trouble with the breakers with the present system.
5.
The commission voted to table the update of the Trails Plan pending further
direction from the City Council covering purpose and need.
6.
A motion was made and seconded to send the letter drafted by Chairman Bayless
to the County Planning Service. Motion carried. (Copy to Council).
7.
A motion was made and seconded to send the letter drafted by Chairman Bayless
to the Mendota Heights Police Chief. Motion carried. (Copy to Council).
8.
Chairman Bayless will attend the February 16th Council meeting. Commissioner
Stein will attend the March 2nd Council meeting.
9.
In the election of officers for next year, Bayless was elected Chairman,
Stein was elected Vice -Chairman and Doffing was elected Secretary.
10.
There was considerable discussion concerning the amount of interest earned
on the Special Park Fund. Chairman Bayless will talk to Mr. Johnson and Mr.
Shaughnessy and seek guidance from the Council if necessary.
11.
A motion was made and seconded to adjourn. Motion carried.

Gentlemen:
At its' October 27, 1981 meeting, the Mendota Heights Park and Recreation
Commission adopted the following resolution:
Be it resolved that the Mendota Heights Park and Recreation
Commission supports Dakota County's past efforts to establish
county -wide bike trails and that we strongly encourage their
efforts and we further recommend that the Mendota Heights
- City Council support the County's policies as they concern
bike trails.
Subsequent to your visit on October 27, 1981, the Commission discussed
the necessity for an access route from Marie Avenue to the Ramsey County
Park in Lilydale. We feel that the need is there, but we are not sure what
the solution would be. We still would like to recommend a trail along
Victoria Road north of Marie Avenue and easterly along Highway 13 to Lilydale
Road. While we realize the problems associated with the Highway 13, Interstate
35-E and Victoria Road intersection, we still would like to have you look at
the feasibility of such routing.
In the meantime, the Commission will investigate the possibility of
routing a bike trail through Mendota Heights' Valley Park from Marie Avenue
northward to Lilydale Road. There are several problems with that route, not
the least of which will be public opinion against the upgrading of our current
primitive trail. We also must face the problems of private property at the
north end of the park and the interconnection with Lilydale Road. We will
keep you informed of our investigations.

Dear Sir:
At its December 22, 1981 meeting, the Mendota Heights Park and Recreation
Commission, in a resolution to the City Council, asked that the Police, at
least once during their evening patrols, drive into the parks wherever possible,
stopping at the hockey rinks for a few minutes and every once in a while going
into the warming houses. The Council, at its next meeting, directed that we
pursue this directly with the department, hence this letter.
This resolution was brought about because several members of the commission
have observed vandalism, the suspected smoking of marijuana, the use of alcohol
by minors, etc. In addition, the rink attendants report bullying of the
younger children, insubordination, vandalism, and the use of alcohol and drugs.
We don't need any of these things in our parks.
Therefore, we the members of the Park and Recreation Commission, believe
that such patrols would do much to curb vandalism, the use of illegal drugs,
the use of alcohol by minors and other illicit activities. In addition, we
feel such patrols would provide excellent public relations with the young
people and give additional confidence to the parents in the safety of our City
and especially our park system.
We realize that crime is a very serious problem and is spreading toward our
suburb, but we feel that this aspect of the city's problem be addressed as
well. Chief Thul, we solicit your support in this matter and hope we can
continue to have a strong and safe park system. If any of the members of the
Park and Recreation Commission can be of service to you or your department,
please don't hesitate to call.
