PARK AND RECREATION COMMISSION
MINUTES
September 22, 1981
The regular meeting of the Mendota Heights -Park and F.ecreation Commission
was called to order by Chairman Bayless at 7:40 o'clock P.M. The following
members were present: Bayless, McMonigal, Stein, Selander, Schneeman. Williams
and Gustafson were. excused. New member Robert Doffing was also present, along
with visitors Jim Danielson, Public Works Director, and Kevin Howe, a member of
the Planning Commission,
APPROVAL OF Minutes of the August 25th meeting had been submitted with the
MINUTES agenda. Minutes were approved after the addition of the Kiwanis
gift proposal as "passed".
MAINTENANCE Chairman Bayless, in the absence of Rudy Literski who was ill,
REVIEW stated that the maintenance is mostly involved in the preparation
of the City's hockey rinks.
AMESBURY EAST Discussion by members and Jim Danielson of the proposed project/
their boundary lines/in preparation for members of Amesbury East
visit of personnel.
WINTER RECREATION Dewey Selander explained:

gymnastics
for youngsters and
other
after school
programs
in the local
schools.
b. He expressed concern about how the rinks are brushed and
flooded. He has received many phone calls on the procedure
of flooding the area rinks.
c. Tom Bayless will speak to Dick Plowmen about this and also
check on the mowing of the cross country ski trails.
AMESBURY EAST Architect Ron Erickson and builder Jim McNulty, presented material
DEVELOPMENT and information on the proposed PUD development. There was general
discussion with them. A motion was made by Jim Stein:
WHEREAS, in the City of Mendota Heights there has been a critical
need for a large multi -purpose park .facility for many years; and
WHEREAS, there may be a prohibitive cost in maintaining smaller
neighborhood parks; and
WHEREAS, an adequate site for such a large facility is available in
the eastern half of District 197 property adjacent to the Friendly Hills property.
NOW THEREFORE BE IT RESOLVED by the Parks and Recreation Commission
of Mendota Heights as follows:
1. That a
cash contribution
of at least $1,000
per
unit
be made by the
developer
of the
Amesbury East PUD.

2. That the City of Mendota Heights commit itself to a plan of acquisition of
School District 197 property by means of a bond issue or other appropriate
funding device.
3. That the
City further purchase an
option
from
the District
to preserve
whatever
portion of said property
which
is not
originally
acquired.
4. That this Commission adoption of this Resolution be recommended to members
of the Planning Commission .and City Council.
The motion was seconded by MCMonigal. Voting: all .ayes. Motion carried.
COUNTY BIKE- The County will send a representativetc .the October meeting to
TRAILS discuss the bike trails. Chairman Bayless asked that we recommend
to theCountythat they look at a means of hooking up our trail
system .(Dakota) with Ramsey County's Lilydale Park.. Mr. Bayless also will ask
City staff to contact the Ramsey County people for a development and schedule of the
Lilydale Park development

MISCELLANEOUS The Park and Recreation Commission recommends that a presentation be
made to the commission, separately or in conjunction with the
Planning Commission, in the developing of any proposed units of
five or more. -
