1981-06-23 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS .PARK AND RECREATION COMMISSION MINUTES June 23, 1981 1. The meeting was called to order by Chairman Bayless at 7: 35 P.M. 2. Members present: Gustafson, Williams, McMonigal, Stein, Bayless, Selander, Literski, Danielson. Members. absent; Schneeman. Visitors: Councilwoman Witt:, 3. Motion by Stein, seconded by McMonigal that the minutes of the May 26, 1981 meeting be approved. Motion carried. 4. Literski reviewed the maintenance status of the parks. He reported that we. now have enough fill at the Civic Center site to allow us to move the backstop back and gain 50 or 60 feet along both foul lines. This precipitated additional discussion concerning the Friendly Hills backstop and the need for a new resolution to the Council to purchase same. Motion by Gustafson, seconded by Stein that we recommend that a new backstop bepurchased for the Friendly Hills site with installation included and that the contractor would also move the backstop at the Civic Center site at an approximate total cost of $1300. Motion carried. Literski and Selander will determine how far back to move the backstop. Literski also reported he has dragged. all but the Marie Avenue ballfields and that mowing was proceeding on schedule. Selander asked that Chairman Bayless call the maintenance people at District 197 and ask them to drag the two softball fields at Sibley and the one at Mendota School. 5. The letter from Mr. Moorman concerning the pond in the Ivy Falls Park and City Administrator Johnson's reply were discussed. No action was deemed necessary. 6. McMonigal reported the Council's comments and recommendations concerning the Clean -Up Day. No action. 7. Bayless reported on a letter from Mrs. Dewey Smith asking for the return of "normal" swingsets to the Rogers Lake Park. Motion by Gustafson, seconded Stein, that two (2) regular type swings be added to the equipment. at Roqers if costs are 8. Abraham Memorial - It was reported that each member owes Mary Jeamme $2.50 for the Memorial to Dick Abraham. 9. Ron J. Osterbauer was recommended as a replacement for Dick Abraham. McMonigal reviewed his qualifications. It was reconmiended that the Mayor contact him. 10. Bayless will attend. July Council meetings. + 11. The bid package for the Lakeridge Park site and the Highway 149 site planning was discussed. Jim Danielson recommended that we include the consultation of the City Engineers in both of the requested drainage studies. Motion by - Gustafson, seconded by Stein, that the bid package be amended per Mr. Danielson's recommendation and that the package be submitted to the Council. Motion carried. 12. Selander reviewed the recreation program. No action taken. The Commission asked that Literski and Danielson look into the feasibility and cost will of a combination also survey the tennis bangboard surface, and basketball court. They courts to see where that type of thing might be installed. As a private citizen, Dr. Thad Chao had asked that we look into replacing the archery butts (straw bales) on the Friendly Hills trail. Literski will take care of this. The Commission went on record unanimously recommending that the City Police more frequent patrols of the City parks and wherever feasible, drive into the parks. It was hoped that this would preclude incidents like that in the Wentworth Park and perhaps would help to curb vandalism. These patrols should also be used to enforce the opening and closing ordinance. Councilwoman Witt reported that the Councilwould like the Commission views concerning the County Trails Plan as they relate to the City's Comprehensive Plan.
