PARK AND RECREATION COMMISSION
MINUTES
April 28, 1981
1. Call to order by Chairman Bayless. Members present: McMonigalI Gustafson,
Williams, Abraham, Schneeman, Literski.
2. Minutes of the March 24 meeting approved.
3. Maintenance Review - Literski: The ball diamond at Friendly Hills has
been moved. A new backstop has not been installed as a new one with heavy
wire is needed. A resolution.,_ by Tom. Baylessto__purchase_ and install a new
backstop for the _Friendly.Hills ballfield_ Seconded by Williams. Tom
Bayless will contact. Jim Danielson for a price so he can have it for the
City Council meeting.
4. Park Clean -Up Day, May 9th -- Schneeman reported she had gathered 15 teenagers
to help. Flyers have been printed. All the commissioners are to be at
Schneeman's at 8:00 A.M., on May 9th. They will pick up their cookies, pop,
and trash bags, plus some of the older children. The hours of clean up are
approximately 9 to 11 A.M. In case of rain, it will be cancelled until further
notice.
5. Tom Bayless - Discussion of piece of property in Delaware Crossing. A Mr.
Jacobs would like to dump dirt from his pool excavation on park property near
the tennis courts and plant trees on it. A_motion _was made that it was
cordially agreeable to the commission that Mr. Jacobs be so allowed. If the
dirt is property graded in relationship with his next door neighbor and
appropriate landscaping be done in accordance with the city staff. Also at
no cost to the city except for staff time to review the site. Also he should
have permission of his immediate neighbors. Motion ,_carried.,all ayes..
6. Mr. Bayless requested Jim Danielson to check into the drainage problem of
property adjacent to Jacobson's property.
7. Mr. Bayless

a County Trails
Policy Plan in booklets to the commission
members.
Discussion and formulation of bid package for solicitation to designers to be
sent out for the proposed Lakeridge ballfields. Gustafson_moyed_that Jim
Danielson_ get_ the proposed topo from Bream then send the package including:

1) ,bills for design of field,;, 2) leveling of the land table; 3) also to
get _a_bid for the leveling of„the county property on Hwy 110..and Dodd Road
for a ballfield.
8. A neighbor on Lexington between Marie and Summit would like to plant trees
around Marie Pond. It was agreeable to all.
9. Formation of attendance of Park commission member to Council meetings. Decided
to do it month by month. Schneeman will go May 5th and May 19th.
10. Noted the new balance of around $134,000.

SUBJECT: Ballfield Development
On April 7th, the City Council discussed and approved the Lakeridge
Planned Unit Development. The approved plan included recreational area
for two ballfields and a parking lot. Obviously at this stage, the
location, the design and all the details have yet to be worked out.
Chairman Bayless was present at the meeting and he noted the discussion
with the developers, and later participated in the discussion of ball -
field development.
It was noted that now is the time to start the development plans for
the open space area. As a result of this acknowledgement, the Council
authorized and directed the Park and Recreation Commission to interview
professional people capable of designing the facilities to be located on
the Lakeridge PUD site. This then, is to serve notice that you should
proceed with that process. The City staff stands ready to assist you in
proceeding with this interview and ultimate recommendation to the City
Council for selection.
Since Tom was at the meeting, he will bring back to you the charge as
he interpreted it. The above comments reflect the Council direction as I
heard them. I will be happy to assist in any way I can in the pursu-t of
this very important process.
