1. Minutes
The Minutes from the September 24, 1980 meeting were unanimously
approved.
2. Pedway to Wentworth Park.
Orville Johnson reported that Jim Danielson has a profile and
a proposed route to Wentworth Park from the Avenues. Mr. Johnson
also reported that city staff is looking into the possibility of
moving a bridge at Valley Park for use on the Pedway. Mr. Johnson
reported that no physical work will be performed to construct the
Pedway this fall, but that city staff will be finalizing the paper
work and preparing cost estimates which can be implemented in the
spring. He also reported that the cost of constructing this Pedway
would come out of the Special Park Fund.
3. Friendly Hills Tot Lot.
Mr. Johnson reported on his discussion with the city attorney
concerning the procedures and timing which must be used to release
this land from the covenants and restrictions presently against it.
After further discussion concerning this matter Commissioner Stein
made the following motion:

The motion was seconded by Commissioner Gustufson and was passed
unanimously.
4. Extra Park Needs.
The Commission again discussed the critical need for a new
tractor for park maintenance. The Commission then generally dis-
cussed alternatives for obtaining increased funds with which to
purchase the tractor during the current budget situation.
Mr. Johnson reported that the $3,000.00 needed for new hockey
boards could come out of the Park Development Fund, since that ex-
penditure represents a capital development.
5. Fire Hall Site.
The Commission generally discussed the possibility of a new
Fire Hall and Park Complex for the Birch property located at Dodd
Road and State Highway 110. Mr. Johnson reported that the Fire
Facilities Committee voted to reject the site for a Fire Hall.
The Commission then discussed the possibility of acquiring the
Birch property for the purpose of constructing full-sized ball
fields thereat.
6. Commissioner Mills reported that she was resigning as a re-
presentative of the Community Education Advisory Council of Inde-
pendent School District 197. The Commission then selected Commis-
sioner Williams to replace her on the Advisory Council.
Miscellaneous Items.
The Commission acknowledged the city residents appear to like
the new park signs which were recently constructed. Rudy Literski
reported that the sod has been taken off of the infields at three
of the City's parks. The material for this project cost $1,200.00,
but the City will save money in the long -run due to decreased main-
tenance to the ball fields. Mr. Literski also reported that the
Ivy Hills hockey rink had to be moved. The Park Fund will be charged
$680.00 for the cost of moving and rewiring the lights at that park.
Finally, he reported that the ski trails have now been mowed in
preparation for winter.
8. The Commission agreed to cancel its December meeting due to
the holidays.

The regular meeting of the Mendota Heiyhts Planning Commission was called
to order by Vice -Chairperson Stefani at 8:04 o'clock P.M. The following members
were present: Stefani, Butler, Prank and Burke. Kruse and Howe were excused.
Also present was Planning Consultant Howard Dahlgren.
APPROVAL OF Minutes of the October 28th meeting had been submitted
MINUTES with the agenda. Burke moved, seconded by Stefani, that
the minutes be approved as submitted. Voting: all. ayes.
BREAM HOMES, Mr. Howard Bream and Jim hill were present for a pre -
PRE -APPLICATION application meeting regarding their proposed application
MEETING for a rezoning and conditional use permit to allow
construction of a 200 unit townhouse/condominium
project on a site just south of Mendakota Country Club. This is the same site
that was turned down for a senior citizen development. The site contains 67
acres and would include a five acre park off of Dodd Road. Mr. Bream noted that
there are two problems with the land, one being Dodd Road itself and the other being
the ESP power lines along the southern border of the site. The site is currently
zoned R-1 and they are proposing to rezone approximately 13 acres north and west
of the public park to R-2 zoning to accommodate eight-plex condominiums in that
area. There would be a total of 200 dwelling units for the site. The remainder
of the site would remain R- 1. A conditional use permit would also be required,
since the project would be planned as a Planned Unit Development.
Mr. Hill noted that the condominiums would be 1200 to 1300 square feet on
a one story unit and the townhouses would have anywhere from 1500 to 2500 square
feet on two stories. The price range of the condos would range from $90,000 up
to $1.50,000. The townhouses would be two and three bedroom units with from
two to 2.2 persons per unit. The project would then bring in from 400 to 500 people
into the City.
Commission member Stefani stated that he would like to have a written report
from the Park and Recreation Commission members, with their comments and/or
recommendations on these proposed plans. He noted that the islands in the entrance
off of Dodd Road are a very good idea.
Commission member Frank expressed concern over the rezoning and wondered why
we needed to have more people on this site. It was noted that Eide Estates is
to the south of this site and is a single family development. Planner Dahlgren
noted that the ESP easement forms a defined barrier between the single family
homes in Eide Estates and the proposed PUD on this site.
Planner Dahlgren also felt very strongly that. a park/playground on this site
would be extremely desirable. These homes are designed for family homes and
children and pets would be allowed, therefore the children should not have to
cross Dodd Road to reach Friendly Hills Park, nor walk as far away as Rogers Lake
Park. Mr. Dahlgren also advised of the possibility that a portion of the proposed
park site could be considered for a future fire station.
