PARK & RECREATION COMMISSION
MINUTES
August 14, 1979
Present: Mills, Finn, McMonigal, Williams, Lundeen, Literski, Johnson.
Absent: Gustafson.
Mr. and Mrs. T. Dosch, 1028 Brompton Court, represented their area, requested
a pedway from their cul-de-sac to Ivy Falls Park. A distance of 100 feet. Mr.
Dosch says currently children in the area must walk along Highway 13 to reach
park, or cross through private property. They requested the City provide and
maintain pedway. Recommendation will not be made until further study is made.
Update on Rogers Lake: Johnson discussed goals for Rogers Lake Park.
Decision made to obtain professional help, $2,000 budget to spruce up park entry,
pedway to tie park facilities together. Question as to whether we need an analysis
on park needs or a community survey.
Interview with Gary Tuchie and Don Ripple.
Motion made by Finn to begin negotiations with either Mr. Tuchie or Mr. Ripple
based on Mary checking on three prior jobs and recommendations of the respective
companies.
Archery Range: Lundeen reports range is well kept and actively used; right
target -could be better located.
Valley Park Pond: Delta has formed at base of pond and needs dredging.
Question asked as to who pays for expense of dredging. Park fund or sewer fund?
Recommendation made to clean pond.
Tree Transplanting: Discussion made concerning thinning out trees and planting
them behind City garage, wind break for tennis courts and park privacy rows.
Dead Birch: Some of the river birch planted last fall suffered winter kill.
Forester suggests topping them and allowing them to sprout from the bottom. There
was no guarantee on trees because of low purchase price.
Roofing for warming houses: Literski reports roll roofing must be replaced.
Shingles are suggested. Perhaps remnantscould be used at a cheaper price. Get two
estimates if roofing cost over $1,000.
Par 3 Golf Course: Discussion on future of Par 3. Do we want to maintain the
area for open space: re: Memo, August 14, 1979.

Absent: Gustafson, Finn.
Minutes of May 22: Discussed and Williams requested future minutes be more in-
depth on motions.
Boat purchased Mirrocraft at $350.00 for Roger's beach. New boat was vandalized,
seat rivets removed. Agreement made that boat should be identified with obvious
park or City name in stencils. Telephone at Rogers Lake changed to direct
Police call. Valley Park pavillion damaged, repairs to be made.
Archery Range question as to whether range is still being kept up and used.
Range is mostly seasonal, but is used.
Letters for park signs It was agreed an inventory should be kept to replace
letters on park signs that are weathered or stolen.
Friendly Hills ponds It was reported that water from construction is being
pumped into ponds. Questions asked:
1. Will high water drown trees?
2. Do they (construction people) have permission to pump into ponds?
3. What are they pumping? (cement sludge)
Future tree transplanting and care Discussion was made concerning moving
crowded trees from Valley Park tobe used as wind screens for tennis courts or
privacy rows between private homes and parks. A row of trees could be used
behind the new shop building for backdrop. Literski will meet with Forester in
August. River birch that was planted last fall died and nurseryman will be
contacted.
Marie Park Project near finished, approach to tennis court upgraded.

Park gets heavy use and is below standards of our
other parks.
Proposed rec-
ommendations for
Rogers Lake play area:
A. 30' x 30' area with blacktop surface. Estimated cost of $630.00.
B. Single pole basketball backboard and chain net at approximate. cost
of $400.00. To be facing north.
C. Truck and tractor and two men for 8 hours at current costs (park
equipment and men).
D. Tape or paint sidewalk games on blackLop such as hopscotch and foursquare.

Several children can play at these games at the same time without special
equipment. There would be no upkeep and initial installation costs would be
minimal.
E. Scoop out existing play area -and replace wood chips with sand.
F. Add one piece of yet unnamed play equipment at cost of $600.00..
(Merry-go-round could be considered at above cost or two see -saws,

Boat has been stolen and beach will open June 11, 1979.
Lock on emergency phone at Rogers beach replaced and phone changed to dir-
ect police call. Possible sign needed for special phone.
Estimates of new boats: Mirro $385,00

Motion made to purchase new boat at best possible price.
Letter from Dakota County Association of Retarded Citizens
Donation requested. Letter forwarded to Lions Club.
Jerry Murphy's resignation.
