PARK AND RECREATION COMMISSION
MEETING MINUTES
January 26 197g
Members Present: Witt, Mills, Murphy, Lundeen, Gustafson, Williams, Liturski
Members Absent: Finn
1. Minutes of the last meeting were approved as mailed.
2. Liz Witt introduced the newly appointed Commission member, Mike Williams,
and also announced that Murphy, Finn and Mills had been reappointed for 2 year
terms.
3. Witt reported that the men's volleyball is continuing on Tuesday nights at Mendota
School and that the couple's volleyball is continuing on Thursday nights at Somerset.
4. It was noted that some complaints have been registered regarding the supervision at
the skating rinks and Dewey has been duly instructed to follow through on those
complaints. The Commission members again stated that the policy shall remain
that no pucks or sticks shall be allowed on the free skating rinks.
5. A discussion was held regarding recent actions of the City Planner in his recommenda-
tions to the Council and Planning Commission relative to park lands. Several Commission
members expressed concern as to the Commission's role in these recommendations.
Recommendations have been made on at least two subdivisions by the City Planner
without the concurrence of the Park & Recreation Commission. A motion was made
and seconded and approved unanimously by those members present that the Chairman
of the Commission be instructed to write a letter to the Mayor with copies to the
Council and the City Administrator expressing our displeasure as to the process as well
as the recommendations of the City Planner regarding recent plat approvals.
b. Discussion was held regarding the possible joint use of District 197 property by programs
sponsored by the Park & Recreation Commission. The possibility of using Park Board
funds to build permanent facilities, such as ball fields, hockey rinks, lighting the
Sibley Tennis Courts and other similar projects was discussed. The possibility of up-
grading one of the ball fields at St. Thomas was also discussed and Jerry Murphy will
be checking into that with the St. Thomas people prior to the next meeting. It was
felt by a majority of the Board members that discussion should continue in this area
and that an investigation should be made to see what the legal -.ramifications and problems
would be with this kind of arrangement. Apparently Was u has worked out these
kind of agreements with the School Board already. Commission members were asked by
the Chairman to think of other possibilities wherein the joint use of these facilities and
the funding capabilities of the City could be incorporated into the betterment of our
community.
There being no further business, the meeting was adjourned.

By formal action of the City Council at last evening's meeting, you
were unanimously reappointed to the Park and Recreation Commission. Your
new three-year term will be effective on February 1 and will expire on
January 31, 1980. The Council expressed their appreciation for your
service on the Commission for the past several years and for your
willingness to continue your membership on the Commission.
N.ay I take this opportunity to congratulate you on your reappointment.
Your service and obvious dedication to the City is sincerely appreciated.
I have enjoyed working with you on Commission matters and look forward
to a continued pleasant relationship during the ensuing three years.
