Park and Recreation Commission Ordinance — Proposed ordinance reviewed, discussed and amended. — Motion made by Murphy, seconded by Lawler, to adopt as amended. Motion passed 5 to 0. — Ordinance will be passed to Council For approval. B. Slope and Wetland Preservation 0. Johnson reported that on October 25, Midwest Planning submitted a 17—page ordinance (draft only) called "Shoreland and Wetland Ordinance." The document will be reviewed for possible adoption by the Park Commission at its November 29 meeting, and subsequently submitted to the Council for approval. Joan Meierotto and Lee Starr will review the document as a committee and report at our November 27 meeting. C. Erosion, Sedimentation and Surface Water Drainage Control Regulations Stefani indicated that, since this item has been dormant for so long, it would be wise for the Park Commission to review the need for it. — Discussion. — Motion made by Howe and seconded by Lawler requesting further actions be taken which will culminate in the adoption of an ordinance. Neighborhood meetings — Ann Lawler reports good progress is being made. The following statements, we feel, are necessary to give you and your officials a more complete picture of the Mendota Heights park and recreation system. The Mendota Heights officials, both staff, elected, and volunteer, have been working hard since 1967 on a park and recreation system. The community was successful in receiving a HUD grant in 1967. A comprehensive park and recreation plan was completed in 1970 and is consistent in all respects with an earlier Village comprehensive plan. These plans produced the data needed to make sound policy decisions and prepare rational programs for a total open — space system. The above plans included both acquisition and develop— ment proposals. They included projects utilizing HUD assistance and also additional sites that were deemed necessary to meet overall community needs. The comprehensive park and recreational plan provided the basis and impetus for a successful bond issue referendum in the fall of 1971 for $475,000. This amount of money provided a significant local committment toward the implementation of a park plan. The total plan implementation was frustrated when HUD officials were unable to provide federal grant assistance to carry out the comprehensive plans. Mr. Tom Clausen —2— October 13, 1972 The acquisition covered by this application is essential for the provision of a major element of the planned open —space recreation system, and necessary to save the sites from imminent encroachment by urban development. We trust that the foregoing statements and the subject application will be given due and proper consideration resulting in LAWCON funds thus allowing the citizenry of Mendota Heights and surrounding areas to enjoy a more complete open —space system. Interview applicants for Rink Supervisors, review applications, hire, supervise, etc. for same; 2. Make out the Work Schedule for each Rink Supervisor and mail same to them; 3. Receive the Time Cards from each Rink Supervisor, total the hours worked for each pay period for each Supervisor and submit to Village Council for approval for payment. 4. Hire skating instructor and schedule skating lessons, prepare registration forms for distribution in the Schools, put Notice in the Sun Newspaper and Dakota County Tribune re same; receive skating instruction forms fees. Submit skating fees to Clerk Radabaugh for entry in proper ledger. 5. Receive Time Card from skating instructor (Majorie Newall Frank), total time and submit to Village Council for approval for payment. 6. Coordinate, schedule and post the skating times for the free skating rinks and hockey rinks and put Notice in Sun Newspaper and Dakota County Tribune re same. 7. Type up hockey game schedule for all rinks and mail to all hockey coaches and post in warming houses. 8. Periodically checking the rinks, etc. 9. Receive calls from coaches re make-up games, scheduling practice time, etc. 10. Attend meetingswith the Park Board, Mend -Eagan Assn., and any other meeting required re the skating and hockey program, etc.
