SUBJECT: Proposed Sallfield Acquisition and Development
There was a considerable amount of discussion at the last Park and
Recreation Commission meeting about acquisition of land and development
of ballfields. One of the end results of the discussion was a desire to
know the approximate cost of such recreation improvements. Jim Danielson
and I have prepared some very rough development schemes and cost estimates
for the two sites that are advised in the unapproved Land Use Plan.
I have stated on many occasions that professional help is necessary
to intelligently prepare development plans (and alternate schemes for both
the Park and Recreation Commission and Council to discuss and finally adopt
one scheme). Until such professional help is engaged to prepare development
schemes -- only quick and unstudied guesstimates can be developed to focus
on for discussion purposes.
The attached cost estimates and development schemes are obviously the
work of only two people and represent very hurried and incomplete investig-
ation. They will however provide for you a starting point on an improvement
scheme that seems to have been fumbling for the past several months. The
cost estimates are to be used only for basic discussions and to give you a
relative magnitude of the recreational development as seen by two of your
staff people.
I would recommend that the $851,850 be used only as a starting point
for discussion and that a professional consulting firm be engaged to develop
preliminary plans and cost estimates. From these preliminary plans a final
scheme can be adopted and a bond issue be more intelligently discussed.
