1. Rogers Lake Park
At the June meeting we discussed updating the playground
equipment at Rogers Lake Park. The Council has approved and suggests
we seek professional aid in planning. Two landscape architects will be
interviewed at this meeting:

2. Iw Falls Park Access
Homeowners on Brompton Court (off Highway 13) have requested a
pedway on the utility easement line from middle of cul-de-sac on Brompton
Court to the Park (distance approximately 100 feet).
Please inspect site before meeting.
3. Archery Range
Jerry Lundeen reporting on situation.
4. Park Maintenance
--Tree transplant program.
-- Warming house re -roofing.
--Replanting dead Birch trees.

SUBJECT: Par 3 Golf Course
August 14, 1979
On Saturday,
August
Sth, Bob Lockwood and I met with Mr.
Eipschultz and
Schway, the owners
of the
Mendota Par 3 Golf Course, regarding
the future of
the course.
The owners indicated that they felt the property to have Yetail value
today of approximately $1,000,000, based on the twenty (20) acres being divided
into between forty (40) and forty-five (45) building sites valued at $20,000 or
$25,000 each, plus assessments. They further indicated that they would like to
propose a lease of the property (for 10 years) to the City, calling for an
initial return of 7% (increasing thereafter) on a base of $700,000 and $49,000
annually. They also felt the property could be offered for sale at a somewhat
reduced price from that value although no figure was mentioned.
The course now has about 30,000 golfers per year with a net profit to
the partners of about $30,000.00. The current year should be somewhat better,
about $?6,000.00 net. The net figure is after mortgage, interest and assessment
payments. The owners gave us their reports for the last three (3) years, which
are further analyzed in the attached memo.
We left agreeing to report to the Council and Park Commission on their
thinking and get back to them in about 30 to 40 days as to whether the City
wants to pursue the matter further.
We will develop a report on the two (2) proposed alternatives and give
them to the Park Commission and Council for further discussion.

Absent: Gustafson.
Mr. and Mrs. T. Dosch, 1028 Brompton Court, represented their area, requested
a pedway from their cul-de-sac to Ivy Falls Park. A distance of 100 feet. Mr.
Dosch says currently children in the area must walk along Highway 13 to reach
park, or cross through private property. They requested the City provide and
maintain pedway. Recommendation will not be made until further study is made.
Update on Rogers Lake: Johnson discussed goals for Rogers Lake Park.
Decision made to obtain professional help, $2,000 budget to spruce up park entry,
pedway to tie park facilities together. Question as to whether we need an analysis
on park needs or a community survey.
Interview with Gary Tuchie and Don Ripple.
Motion made by Finn to begin negotiations with either Mr. Tuchie or Mr. Ripple
based on Mary checking on three prior jobs and recommendations of the respective
companies.
Archery Range: Lundeen reports range is well kept and actively used; right
target could be better located.
Valley Park Pond: Delta has formed at base of pond and needs dredging.
Question asked as to who pays for expense. of dredging. Park fund or sewer fund?
Recommendation made to clean pond.
Tree Transplanting: Discussion made concerning thinning out trees and planting
them behind City garage, wind break for tennis courts and park privacy rows.
Dead Birch: Some of the river birch planted last fall suffered winter kill.
Forester suggests topping them and allowing them to sprout from the bottom. There
was no guarantee on trees because of low purchase price.
Roofing for warming houses: Literski reports roll roofing must be replaced.
Shingles are suggested. Perhaps remnants could be used at a cheaper price. Get two
estimates if roofing cost over $1,000,

August 21, 1979
PAR 3 The Council acknowledged and discussed a memo from
GOLF COURSE Financial Advisor Shaughnessy relative to the possible
sale of the Par 3 Golf Course and the financial details
and impact should the City purchase the property.
Councilmen Losleben and Mertensotto stated their
objections and opposition to consideration of City purchase
of the course, and after a brief discussion, the concensus
of the Council was that the City should not become involved
in the purchase or operation of the course.
