MENDOTA HEIGHTS PARK AND RECREATION COMMISSION Minutes, April 24, 1979 Present: Literski, Mills, Lundeen, McMonigal, Williams Finn, Selander Absent: Gustafson, Murphy Minutes of March 27, 1979 meeting approved. Up -date on School Property Acquisition Discussion was made invol"wing possible problem in that said property is land locked on north side and public access is impossible. Teachers possible ob- jections because of plantings. Discussion was also made as to whether Mr. Wachtler has been approached and the availability of his property and his willingness to sell. Friendly Hills Tennis Court Parking Lot It was recommended that room be made for seven cars, parked at an angle, with one way driveway in and out. Upon removal of one tree, there would be room for an additional five cars or a total of twelve parking spaces, if needed. Spring Recreation Program Discussion made as to whether cancelled registrations should be awarded re- funds, decision negative. Discussion concerning late registration fee proposed for next year. specific time and day will be posted for registration in advance. Motion made to reaister for T Ball or Soccer after posted deadline. a fee of date, no registrations will be Womens Organized Tennis Program Concern shown that organized teams and regimented activities would close courts to spontaneous family play. Are Sibley, St. Thomas or Visitation courts available for team use? Motion made to support tennis programs if we can get courts available to us other than our own park system courts. Johnson, Administrator /�(�„ •-� i^-,,� City of Mendota Heights 750 South Plaza Drive Mendota Heights, Minnesota 55120 Subject: Mendota Heights Rogers Lake Level Control BTSC Project No. 7801 Dear Orvil: As directed, we submit herewith the results of a study pertaining to the feasibility of being able to maintain separate lake levels for the seg- ments of Roger's Lake located on either side of Wagon Wheel Trail. At present, there appears to be a single submerged equalizer culvert pipe through Wagon Wheel Trail which maintains an equal level on both sides of the road. In 1973 an overflow structure was installed on the south side of Wagon Wheel Trail and a 30 inch pipe line constructed along the street, even- tually ending up in a ponding area in Friendly Hills. A part of the pipe line system included a manhole in the street adjacent to the inlet structure. As indicated on the attached drawing, it ap- pears to be a relatively simple matter to install an inlet pipe from the north segment of the lake, across the road and into the manhole. Setting the inlet elevation at the desired height will determine the water level there. This will then permit the installation of a steel weir- section on the south control structure establishing the desired elevation for that part of the lake. Prior to the construction of the overflow control structure, several hearings were held with the result that the Department of Natural Re- sources establishing 872.2 MSL as the lake level. At that time, the DNR indicated no objection to raising the lake level but indicated that the City would be responsible for land inundated because of a rise in lake level. In our review of a proposed method of variable control construction, we ran into a complicated situation wherein NSP Company has a set of ground beds in the north right of way of Wagon Wheel Trail for some 200 feet along the lake shore. Item H, there is an error.. It should read: Howard Dahlgren encouraged property acquisition for open space use while the land was still available. He stated first priority was the Wachtler property which is 40 acres to the right of the Wachtler home and adjacent to Valley Park. Second priority is the school property. No cost estimate has been studied. Sorry for the inconvenience this may have caused. It was felt by the Com- mission members and Howard Dahlgren that it might be advisable to invite the Park and Recreation members to be present. Please mark your calendar for Tuesday, March 27th and try to join the Planning Commission members for this discussion.
