Swanson, City Clerk SUBJECT: Park and Open Space Needs The City Council, at their March 2Uth meeting, discussed anticipated park and open space needs. The discussion centered upon current School Board consideration of the sale of excess property and possible City ac- quisition interest. The Council is aware of Park Commission past interest in acquiring the former Schieffner property adjacent to Wentworth Park, and directed that you review both parcels and recommend the appropriateness of either parcel for park acquisition. Your review of this [natter and a rec- ommendation on March 27th will allow further Council action on April 3rd. I am enclosing for your information two Resolutions recently adopted by the Council. No action will be taken relative to the Park and Open Space need Resolution prior to April 3rd. C I'lY OL' MENDOTA IiE SGH'PS Dakota County, Minnesota RESOLUTION NO. 79- RESOLUTION ESTABLISHING NEED FOR PARK AND OPEN SPACE NEED AND AUTHORIZING AND DIRECT- ING NEGOTIATIONS WHEREAS, School District 197 of.fici.als are considering the sale of land considered to be excess holdings for the School District; and WHEREAS, City of Mendota Heights officials have considered plans indicating the need for a neighborhood park in the same .location; and WHEREAS, it seems prudent that such School District properties be acquired for a neighborhood park rather than private development; and WHEREAS, monies are and will be available in the Special Park Fund for such acquisition, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mendota Heights this 20th day of March, 1979, that the acquisition of approximately ten acres west of the Henry Sibley School and located between Callahan Place and South Lane be favorably considered for park and open space purposes; and BE IT FURTHER RESOLVED that the City Attorney and City Administrator be authorized and directed to commence negotiations for the acquisition of such property. Swanson City Clerk CITY OF MENDOTA HEIGHTS Dakota County, Minnesota RESOLUTION NO. 79- RESOLUTION AMENDING RESOLUTION 77-15, ESTABhISHING A PARK CONTRIBUTION FORMULA WIlE12EAS, Pursuant to Mn. Statutes, 1971, Sec. 462.358, Subd. 2, as amended in Chapter 176, Mn. Statutes, 1973, and Section 6 of the Subdivision Ordinance of the City of Mendota Heights, the City Council is authorized to require a park contribution for the platting or replatting of land; and WHEREAS, said park contribution may be either in the form of a cash contribution or a percentage of the gross area of the plat, whichever is deemed most appropriate by the City Council; and WHEREAS, said open space contribu t:i_ons or cash contributions must. be used for the purpose of maintaining and protecting open space or developing existing public open space; and WHEREAS, it is deemed advisable that the cash contribution be based on a standard contribution formula; NOW THEREFORE IT IS HEREBY RESOT,VED by the City Councit of the City of Mendota Heights, that Resolution 77-L5 be amended in its entirety; and BE IT FUR'PHER RL•'SOLVED that the following park contribution formula shall apply to all requests for platting, replatting or division of existing lots for which a cash contribution is deemed appropriate by the City Council: a. Property owner or developer shall contribute a minimum of $550 for each standard sized lot created as a result of plat, replat or lot division approval; b. Cash contribution for larger than standard sized lots shall be based on size, amenities, a.nd other factors affecting the value of such larger lots; and BE IT FURTIIF:,R I::ESOhVI';D that the contribution shall be payable upon approval of the plat or lot division or in a manner as outlined in the Subdivision Ordinance. Swa.nson City Clerk MENDOTA HEIGHTS PARK AND RECREATION COMMISSION MINUTES, MARCH 27, 1979 Present: Witt, Literski, Lundeen, Finn, Murphy, Mills, McMonigal, Absent: Gustafson, Williams. There were no official minutes read from the February 26th meeting. A. Election of officers By unanimous ballot, the following persons were elected for a period of one year as follows: Chairperson; Mary Mills Vice Chairperson: Jerry Finn Secretary: Dorothy McMonigal B. Definite meeting night The fourth Tuesday of each month was set for meeting, unless special notice is given. All present agreed to this time. C. Schieffner-Yackel property and school property Acquisition of Schieffner property on Wentworth was discussed and decision made not to recommend to Council purchase of this property as it would have no value to the park and future building by private development would not detract from the park. Discussion was also made on purchase of Wachtler property and available school property, for use as ball park and open space. It was stated that there is not enough money to purchase both parcels, the Wachtler and the school property. A motion was made not to proceed with(.IhisJpurchase but to recommend and encourage the City Council to proceed with the purchase of the sbhool district properties to be used as open space and neighborhood park. D. Park Contribution Resolution Resolution establishing park contributions of $550 was discussed and decision made to concur with Planning Commission recommendations. E. Rogers Lake Level Suggestion was made that the level of Rogers Lake be raised on one side of road and lowered on other side. Study not completed. By unanimous action, the Council did confirm your appointment, a term that will be effective immediately and expire January 31, 1980. I am enclosing a 1978 roster of the Park and Recreation Commission mem- bers. Williams, Lundeen and Mills were reappointed, and you will fill the unexpired term of Elizabeth Witt. I am also enclosing a copy of Ordinance No. 109 for your information. You will receive notice of the organizational meeting to be held in late February. Please accept my congratulations on this appointment. City staff people are here to serve the public needs, with advice and guidance from the several advisory commissions. Johnson, City Administrator SUBJECT: Roger Yackel Petition - Clement Street Vacation At the regular Council meeting on February 20th, the City Council considered Mr. Yackel's petition for street vacation. obviously the Council did not have much information or background on which to base any decision, therefore they requested further study by Howard Dahlgren and the Planning Commission. Your findings and recommendations should be forthcoming as soon as convenient. A number of related items were noted, such as: 1. At one time the Park and Recreation Commission expressed a desire to acquire the Yackel property for park purposes. Is this still viable? Is it desireable? Should a second access be provided into the east end of Wentworth Park? 2. The Somerset 19 people are desirous of permanently closing off Clement Street. Should this petition be looked at favorably in light of their desires? 3. If the answers to the above questions are negative or4� should the Council proceed with a hearing to conside vacatio for Mr. Yackel's purposes? Your thorough discussion and fact finding on this matter is requested by the City Council so that they can more intelligently consider the matter in the near future. ZBw 44E, e2e�±e��
