MEETING OF THE BALLFIELDS SUBCOMMITTEE
MINUTES JANUARY 239 1989
The second meeting of the Ballfield Subcommittee of the Citizen's Park Review
Committee was held at 7:00 P.M. on Monday, January 23, 1989 in the large conference
room of City Hall.
Members present included: Kluznik, Stenhaug, Kilburg, Witt, Krebsbach and
Blesener. Ultan Duggan was present to substitute for Losleben and Denny Wyler was
present to represent the Mend -Eagan Athletic Association.
MASTEL RESIGNATION Chuck Mastel had informed Jann Blesener that he was resigning
from the ballfield subcomittee to join the neighborhood park
subcommittee. Jann Blesener was appointed as Chairperson to
replace Mastel.
MEND-EAGAN REPORT Denny Wyler, Mend-Eagan's Soccer Commissioner was present and
gave a report to the subcommittee on the status of soccer
within the City. Based on his input the following needs were
established:
Soccer is played in the fall on Monday, Tuesday, Wednesday, Thursday and Satur-
days. There is one game per field each weekday evening and up to four games on Satur-
day = 8 games/field/week.

(see full size fields recommendation) that could accommodate
two to three youth fields.

AVAILABLE SITES Due to the late hour, a review of vacant land sites possible
was delayed until the next meeting. The following sites
large enough to allow for four ball£ields were listed:

Other suggested smaller sites were:

SWIMMING POOL It was also discussed that a site should be reserved for
a future swimming pool or Community Center or ice arena.
NEXT MEETING Many members were unable to attend a meeting on January
30, 1989 so the next meeting was set for 7:00 P.M.,
February 6, 1989•

2,Ths costa of overhead walkways or possibly tumols to cross highway 110 were reviewad.
All present ware in agreement that the costs were such too high to Justify proposing
in the referendum,
Mim Danielson hid spoken with people in the MinraWa OD1.They are receptive to
improving the markings around the three 110 crossings and ere Open to discussing
the concept of islerxis in the middle of the crouing.Their reaction to the idea of
tying in the traffic lights to pedestrian lights was Ins than positive.John Nowlin
Will Attempt to get pictures of similar lighting set ups in Europe so we can try
to show graphically to the DDT people the concept.
4,Jim Danielson spoke to the Dodge Nature people regarding tying in the trails to
their facility3oft sort of fee system would have to be worked out either from users
or the eity.A concern was also expressed as to possibly generating more usage through
their facility than would be dnirAble.The idea needs Additional looking into.
LlI rnie Friel would like to in trails such As Valley Perk be comtructed in such a
way or, to amble crows muntry skiing in the wiwter.Thib would mean not putting dawn
asphilt but rather Class 5 material imtead,There seemed to be agreement with this
idea however air" the Valley Park trail was to be the link to the proposed trails
for biking in Lilydals area the issue needs to be looked at somewhat further.
6.The trail subcomeittee strongly recommends pursuing acquiring the Hwy, 49 right-Of-
way.This should be referred to the Parke subcommittee for handling.At A minimum we
should propose putting in Class 5 material for A trail while the ownership issue
is being reaolved.R cost estimate for a trail of this type should be put together.
Mhe group agreed that we should look at designating anew of Delaware,Dodd and Lexington
as part of the trail network.Nhile we do not propose putting significant amounts of
money in the additional areas we felt if it was part of the network it would help
in having wider areas provided if and when the roods are upgraded.

various neighborhood groups particularly in the North End to get the residents

9,Agreed that a statement of objectives should be devloped for the next meeting.ThAt
