MEETING OF THE NEIGHBORHOOD PARKS SUB -COMMITTEE
MINUTES, JANUARY 30, 1989
The Neighborhood Parks Sub -Committee of the Citizen's Parks
Review Committee began at 7:15 P.M. on Monday, January 30, 1989
in the conference Room at City Hall.
The following members were present: Ayers, Bangasser,
Councilmember Cummins, Damberg, and Katz. Absent: Mastel, Koch.
REVIEW The sub -committee reviewed the agenda packet sent
to each member regarding requests made of staff at
the January 16 meeting. Administrative Assistant
Batchelder gave a brief presentation on liability
concerns about the play equipment.
DISCUSSION Discussion topics were:
* The feasibility of upgrading existing neighborhood
parks so that we could fit official sized softball
fields in them. Chuck Bangasser charted the
possible additions as:
Full sized T-ball sized
Friendly Hills - 1 Hag. King - 1
Centex - 2 Marie - 1
Mendakota - 1 Ivy Hills - 1
Civic Center - 1 Valley - 1
Wentworth - 1 4
Victoria Highlands 1

* The sub -committee recommended that no money be
spent for parking improvements and that curbing
was not necessary. The sub -committee requested
staff to look into the parking maintenance
schedule and to make recommendations on what
alternative surfaces are feasible.
* Hard surfacing the ice rinks to include the
halfcourt basketball proposals was discussed and
staff was requested to explore costs and other
factors.
* Upgrading the soccer fields and combining softball
fields with soccer fields.
* Each park was examined for the possibility of
fitting a full sized softball field within it and
for enhancing the utilization of the park.
CIVIC CENTER The sub -committee decided to pursue the
possibility of fitting a full sized softball field
here. It would be an appropriate use for the site
and a gesture to Mend -Eagan that the city is
supportive of softball. St. Peter was suggested
as a possibility for a softball field.
FRIENDLY HILLS It was felt, that with some grading, that a full
sized softball field could be fit here.
The committee decided to scratch the picnic
shelter and concrete pad to save $15,000 and
considered a joint picnic shelter and bigger
warming house.
This park should be in line for a hard surface ice
rink if feasible.
The parking area can be spruced up with re-
seeding, plantings and shrubbery.
Leave the existing play structure and improve the
hillside area for picnicking.
CENTEX PLAN C Combine softball with soccer field for an extra
softball field.
HAGSTROM KING The sub -committee felt that the plan for this park
was best left alone. By having the city crews
install the sign and reducing the landscaping
costs by 25% the total bill could be brought down
to $38,500.
MENDAKOTA The sub -committee requested staff to explore the
possibility of moving the backstop back,
eliminating the trail and building a full sized
field. A soccer field might fit in the eastern
half.
Dave Ayers suggested that we could do much better
than the $30,000 price tag for play equipment.
The sub -committee put him in charge of following
up on this item.
By removing the gazebo and the tennis courts,
reducing the play structure and reducing the
landscaping costs by 25% the total on this
proposal was brought down to $154,000.
IVY HILLS Parking is a problem here and should be expanded
by 10 to 14 spaces. The park needs better
maintenance on the Butler Street side. The play
equipment needs a minor upgrade.
MARIE Upgrade the parking area to be dust and
maintenance free.
This park should get a hard surface ice rink if
feasible.
ROGERS LAKE This park does not need a state of the art
horseshoe pit and this line item was reduced to
$1,000.
The staff was requested to explore what could be
done with the swamp area at the entrance as it was
considered an eyesore and a hazard to children.
Leave the rest of the recommendation intact.
VALLEY PARR Needs better maintenance at the picnic grounds.
WENTWORTH The entrance should be spruced up with landscaping
and better maintenance.
The staff was requested to analyze the condition
of the facilities and play equipment.
VICTORIA The sub -committee felt that this park had an
HIGHLANDS extremely high price tag to put in another park
within blocks of two other existing parks. They
requested staff to explore seriously downgrading
this proposal.
ADJOURN There being no further business the meeting was
adjourned at 9:40 P.M.

SUBJECT: Materia s sent to the full committee for first
meeting of January 9
The five of you have joined the citizens park planning
committee subsequent to its first meeting, which was held on
Monday, January 9, 1989. For your information and records, I
am attaching a copy of the materials which were sent to the
committee for that first meeting. Reviewing these should
help ground you in the work of the committee.
The only item not attached is the blueprint for what is
referred to as the Centex Plan "C" Community Park.
Unfortunately, we do not have additional copies of that
blueprint. However, there will be copies at up coming
meetings and you can review them there.

Re: Reminder of January 16th Meeting
Although I knoweach of you was taking copious notes at the
end of the last meeting, I felt it would be "prudent" to send
a memo reminding everyone of the upcoming meeting of the
committee on Monday, January 16th. The task force will be
meeting in it's subcommittees at 7:00 p.m., then convening as
a Committee of:the Whole around 9000 for reports.
Listed below are the sub -committee memberships as you
volunteered at the first meeting. The rosters also include
additional people from the Parks Commission who have been
invited to join the subcommittees. I have also indicated who
will be staffing each subcommittee.
