Members present included Stein, Damberg, Lachenmayer, Leffert and Huber. Also developer, Ted present Zinner, were Barry City Administrator, Kevin Warner of Barton-Aschman Frazell, and local citizen, Brian Kamin. 1. Presentation by Barry Warner for park concept for Respectfully Pu Victoria Highlands. Motion made by Damberg and approved to accept concept as presented. 2. Presentation by Barry Warner Mendakota Park. Ted Zinner there would be active ballfields for park expressed near his concept concern that development. for Motion made by Lachenmayer to accept concept as presented by Warner with plantings on the perimeter of the outfield of the ballfield. Motion passed. 3. Presentation by Barry Warner Hagstrom-King Park. Motion accept plan and add a backstop. for park concept made by Lachenmayer Motion passed. for to 4. CITY OF MENDOTA HEIGHTS MEMO OCTOBER 6, 1988 T0: Parks and Recreation Commission FROM: Kevin D rZ City Administrator SUBJECT: Cancellation of October 11 Meeting and Sundry Other Items OCTOBER 11 MEETING Since there is little dressing business for the Commission to consider, Chairman Stein felt that the Commission members should use the evening of October 11 to relax and enjoy their families, rather than coming out to a meeting to approve minutes. Therefore, your assignment for next week is to relax and enjoy! HAGSTROM-KING PARK At the August meeting, the Commission voted unanimously to endorse the proposal for Hagstrom-King park as put forward by developer Dick Putnam. This past Tuesday evening, the City Council also approved the plan, so that the developer could get on with installing his improvements yet this construction season. Those improvements include: paved parking lot, bike trail, tot lot, and 1/2 court basketball. The City Council voted to expend up to $8,000 from the park development fund for the purpose of upgrading the 1/2 court basketball from asphalt to concrete, for putting curb and gutter on the parking lot, and for expanding the size and variety of equipment in the tot lot. Although I was not able to bring this before the entire Commission prior to Council action, I did consult with Chairman Stein who endorsed these improvements. BARYON-ASCHMAN WORK FOR NEIGHBORHOOD PARKS Barton-Aschman will have its schematic concepts for the Victoria Highlands, Mendakota, and Hagstrom-King parks completed for consideration at the November meeting. Attached is a letter from Barry Warner setting forth the reasons why he does not recommend trying to put a ballfield in the Mendakota park. His schematic for the park will include other uses. OF THE PARKS SURVEY You may recall that some time ago a subcommittee of Councilmembers Jann Blesener, Liz Witt, as well as Parks Commissioners Bev Lachenmayer and John Huber was appointed for the purpose of drafting a survey of community park interests. The project was delayed for some time due to lack of staff attention, but the subcommittee did meet late last week. After reviewing a draft survey instrument and some other survey issues, the subcommittee members decided that it was no longer in favor of doing a survey. They felt that the survey was simply asking people their opinion on facilities that we already know are needed, or which the community can not likely afford anyway. As an alternative, the committee has recommended that the parks commission and the City Council each appoint one more representative to the subcommittee, and that the subcommittee then be given the charge of coming up with the components for a new referendum that would be acceptable to both the parks commission and the City Council, The City Council will be discussing the subcommittee's recommendation at its meeting of October 18. Assuming that the Council endorses the recommendation, Chairman Stein plans to exercise his prerogative to appoint an additional Parks Commissioner to the subcommittee, subject to final approval by the full commission at its November meeting. DATE FOR NOVEMBER MEETING The second Tuesday in November, which would be the Commission's normal meeting date, is general election day. Therefore, the meeting will be postponed until Wednesday, November 16, at 7:00 P.M. If all goes according to plan, you will be meeting in the large conference room of the beautiful, new city hall!
