4. Recommendation of the Parks Bond Review Committee
You caill recall that Council appointed a special committee to
review the proposed development program for the upcoming bond
referendum, and to make recommendations back to the Council
on an amount. Members include Parks Commissioners Carol
Damberg and Bill Owens, as well as Councilmember Buzz
Cummins, Bernie Friel, Jim Losleben, and Stan Gustafson.
After two meetings, the Committee has come up with a list of
tentative recommendations that reduces the amount of the
referendum to approximately $2.5 million. A revised
schematic and cost estimate for the Recreation Area ("Riley"
athletic complex), per the Committee's recommendations, is
attached. The cost of the bicycle/pedestrian trail system
has been reduced somewhat through the identification of
sections that will paid for by other sources, and by
the suggestion of delaying construction along Pilot Knob Rd*
until the County has upgraded that street. Also attached is
an updated tax implications analysis.
Councilmember Cummins has chaired the group, and will be
present Tuesday evening to discuss the tentative
recommendations with you, and seek your input. The Review
Committee will then be meeting again on Thursday, February
llth to finalize its recommendations, so that they can be
acted upon by Council at its February 16th meeting.
5. Rw i.ew of Bridgeview Shores residential development.
Most of you are aware that School District 197 has sold
a ppr.oximately 46 acres of its Friendly Hills property to
Marvin Anderson Homes. Anderson has submitted application
materials for the subdivision, and will be on the February
Planning Commission agenda.
A copy of their proposed preliminary plat is attached. As
yott can see, and to no one's surprise, they are not proposing
any parl: dedication. Rather, they would be making a cash
contrii)ution. I am placing this on your agenda, however, so
that .if you do have comments or recommendations, they can be
forwarded to the Planning Commission in a timely fashion.
Because I do not see any significant park issues here, I have
not asked the developers to attend the meeting.
