MEMO
June 5, 1985
T0: Park and Recreation Commission
FROM: Kevin D. Frazel
City Administ for
SUBJECT: Information Update
The purpose of this memo is to bring you upto date on a couple of
recent issues.
Transplant of Trees -
As part of United Properties Southridge Business Center, which is
being developed just north of Mendota Heights Road, across from Transport
Drive, the City had to remove 12 ash and spruce trees. The trees had to
be moved by Friday, June 7th, so we did not have a chance to get the opinion
of the full Commission as to what should be done with these trees.
At the June 4th Council meeting, Council gave it's "blessing" to moving
the trees to the grassy field just behind the lot we are selling at the corner
of Marie and Summit. This will provide a good deal of the landscaping that
the neighborhood has been asking for in connection with the sale of this lot.
Although we did not have time to run it past the full Commission, I did talk
to Chairman Stein, and he agreed that it would be a reasonable use of the trees.
I-494 Study -
As some of you may have heard, Condor Corporation has proposed the develop-
ment of a rather substantial apartment complex (500 units) between 494 and Mendota
Heights Road, directly south of where Huber Drive would be extended. For some
time, the City Council has felt that we need to do some proactive planning for
the entire 494 corridor, since much of the land remains zoned for low density,
single family residential, yet many rightfully question whether this is a
reasonable land use designation for properties abutting a freeway. The Riley
proposal has served as an instigation for us to get on with looking at this
issue. The Council has authorized City Planner Howard Dahlgren to do a rather
major study of the 494 corridor from 35E to Delaware Avenue and east of Huber
Drive as far north as the Dodge Nature Center. I am bringing this to your
attention, because the City will look at, among other things, the proposed
community park on the School District property, and other neighborhood parks
in the area. A preliminary report, identifying options and alternatives,
should be ready in about six weeks, and at that time it is expected that a
workshop will need to be held. I will let you know when that workshop is
scheduled, so that you can participate.
Good News from Dakota County
The Dakota County Board of Commissioners has voted to give the City a grant
of $15,000 toward the cost of constructing the Lexington Avenue bike trail,
2 -
Although the County is generally winding down on its committment to bike trail
construction, their 1985 budget had a remaining $15,000 uncommitted, and the
park staff and Jim Danielson pursuaded the Commissioners that our project is
worthy of receiving those funds.
