Frazell City Administrator SUBJECT: Update on Bike Trail Grant Application As most of you are aware, earlier this year we applied with the Minnesota Department of Transportation and Dakota County for funding for development of a "backbone" bike trail system across Marie Avenue and north through Valley Park. Our request was for $37,500 from the Mn/DOT program, and $12,500 from the County bike trail program, with the City of Mendota Heights to provide necessary engineering design and inspection services. Staff members from both Mn/DOT and the County Parks Department have received our application enthusiastically. Unfortunately, Governor Perpich and the legislature have not included any money for the bike trail program in this year's state budget. Likewise, there currently are no funds available from Dakota County. Attached is a letter from the Parks Department, indicat- ing that a project in Apple Valley and one in Burnsville be funded for completion this year, with all additional requests put off until next year. We do not know whether either the State or Dakota County will appropriate funds for bike trail development next year. We will continue to pursue these funding sources as the programs are available. In the meantime, the Commission and Council will probably want to keep the cost of bike trail development in mind as we have further discussions about the possibility of a parks bond issue within the next year. Plaza Drive Mendota Heights, MN 55120 Dear Kevin: On April 10, 1984 the Dakota County Park Board met and considered suggestions from cities and from County staff on potential County Bikeway projects. The Park Board resolved to recommend to the County Board that two projects be included in the 1984 County Bikeway construction program. They are as follows: - an off road pathway on CSAH 23 (Cedar Ave.) in Apple Valley to fill in a missing segment on a trail constructed in 1983• - an off road pathway on CSAH 32 (Cliff Rd) in Burnsville which will extend a bikeway constructed in 1982 to the Sioux Trail Shopping Center. There are no County funds available for any additional projects at this time. The Park Board recommended that County staff submit grant applications to the Minnesota Department of Transportation Bikeway Program for requested projects which are on the County Bikeway System. The request from your city for a County Bikeway project on Marie Ave, and through Valley Park to Lilydale Road was recommended to be considered for future County funding in accordance with the priorities set forth in the Dakota County Trails Policy Plan. The recommendations of the County Park Board will be considered at the April 24, 1984 Dakota County Board meeting. Attached is a copy of the agenda item prepared by County staff on this matter. I am also including, for your information, the list of requested bikeway projects which were reviewed at the Park Hoard meeting.
