As you know from our letter of May 18, no bikeway construction monies were appropriated
to the Minnesota Department of Transportation during the last legislative session.
Because funding is unavailable at this time, it is not appropriate to comparatively
evaluate the 125 projects in detail. However, the Bicycle Transportation Unit staff has
reviewed the projects and placed them in major categories for your information in
determining whether or not to seek another source of funding for your project.
There are four categories: 1) significant project, 2) contingency project, 3) on trunk
highway system and 4) ineligible. The "significant project" category indicates that a
project substantially meets the program's criteria. The "contingency project" category
indicates that a project appears to be lacking in one or more areas such as service area,
system continuity or current unsuitability for bicycling. In some instances insufficient
data was provided with the application materials. The "on trunk highway system" category
is used to identify projects submitted which are along the state trunk highway system.
An evaluation of each of these projects is being sent to the appropriate Transportation
District office, so that the project needs can be incorporated into highway programs
where possible. "Ineligible" indicates that a project does not fit within the scope of
the program. We have categorized the project(s) you submitted as follows:

As mentioned in the letter of May 18, all project applications will remain on file unless
we receive written request to withdraw projects from consideration for possible future
funding. Local support will be a major factor in positive funding decisions at the next
legislative session. Contacting your legislators regarding bikeway construction needs
will provide them with the information they need to make effective decisions.

SUBJECT: Lexington Highland Plats - Open Space Concern
INTRODUCTION
At the September 18th City Council meeting, Councilmember Blesener brought
to the Council's attention a problem concerning a park open space in her neighbor-
hood. (See attached memo).
DTRCNSSTON
Councilmember Blesener stated at the meeting that the "open space" needed
more maintenance than is presently being performed. Her main objection was
that the area at Summit Lane, which is a main entrance to her subdivision, was
basically without trees or shrubs and appears like an undeveloped lot or weed
patch. She noted that there is enough area to divide out a lot and develop it
as a homesite, and she felt it would present a much better appearance for anyone
entering her subdivision on Summit Lane if that were done. Council concurred
with her suggestion, stating that money from the sale could be used to upgrade
the remaining area with the appearance of the pond being their main concern.
Councilmember Blesener was appointed to contact other residents of her neighbor-
hood for their input on this plan, and staff was directed to present the matter
to the Park Commission for their thoughts and recommendation.
ACTION REQUIRED
Park and Recreation Commission members should review the matter and report
back to the Council as soon as possible with a recommendation.

Councilmember Blesener has raised a question with staff concerning the
appearance of the o tlota in; the Lexington Highland Plats. She has requested
that the subject be discussed at the September 18, 1984 Council meeting.
DISCUSSION
I have done several things to help aid in the discussion:
1. Attached are the August 21, 1973, Council minutes pertaining to this
subject's preliminary plat approval.
2. Also attached is a small scale map of the area..
3. Checked the park dedication records and found that the outlots were
dedicated as the park contribution, in lieu of cash.
4. Staff is presently maintaining the land .as wild, open space and mows
! the lots only once a year.
ACTION REQUESTED
None at the present time. This memo is for your information and discussion.
