SUBJECT: Proposed Transfer of Park Property
The City Council conducted a hearing on the proposed Bream's Lakeridgc
Planned Unit Development on Tuesday, February 17th. The hearing l,sted for
approximately 1� hours and resulted in a number of questions needing answers.
The City Council is aware of the Park Commission's interest in money rather
than land contribution. Reference is made to your minutes of January 27th,
item #2.
The attached exhibit A shows the proposed park contribution of 6.6 acres.
This would be in the southeasterly corner of the Bream site, being immediately
north of the NSP access road and just westerly of Dodd Road. As you note, a
divided boulevard road is proposed on the northerly site of the park area.
The 6.6 acres, of course, represents 100 of the gross land area under consider-
ation. It seemed that the City Council is not particularly interested in the
need or development of a recreational facility at this location.
As you may or may not know, the City Council has been besieged with ideas
of where to locate a new fire station. There are some reasons why a new
station should be located in the proximity of the existing antiquated station.
For this reason the City Council is interested in exploring the feasibility
of locating the new station somewhere on the proposed 6.6 acre site.
Since any dedicated land
would have
to be retained
for open space, a fire
station would not be considered a legal
use of the 10o
contribution. In order
to alleviate this dilemma the
Council is
considering an
exchange of land.
The attached exhibit B shows the general outline of the available land at
the site commonly known as the Civic Center site. As you are aware the Lexing-
ton/110 parcel is not a "park" site, rather it was purchased years ago as a
future City Hall site. The Council is considering the transfer of open space
rights from the 6.6 acre site to the Civic Center site. Your input and response
to this consideration is hereby requested.
The POD hearing was continued to March 3rd at 7:30 P.M. Your official
'�: response to such an exchange of uses would aid the Council in coming to some
conclusion. If you have any questions on this proposal, please contact either
