We had a large turnout of public and there were only two of us present, so we could not officially hold a meeting. If you cannot attend, please let me know or call Kathy at the City Hall. If necessary, we will postpone the meeting. We have accepted the responsibility to be on the Park Commission and I would assume we would all make every effort to be in attendance regularly. 17�4 So.'Lexington St. Paul, Mn. 55118 October 17. 1974 Mr. Kevin Howe Park and Recreation Commission Mendota Heights, Minnesota Dear Chairman Howe: Following your comments at the mission meeting, Sept. 25, some riding have discussed at length met, i.e., that we inform your areas are desirable for riding last Park and Recreation Com- of us interested in horse -back how your directive might be group as to which specific re' Ordinance # 40, section 9. Since there are no established horse trails at present we find it difficult to impossible to designate specific corridors or distances. In the absence of funds to provide trails it seems the beat alternative might be to allow riding in the undeveloped areas of the parks. As time passes and use of the parka increase a, if circumstances indicate that more specific areas need to be designated the ordinance can be changed accordingly. In the future when funds become available for trail construction certain trails would undoubtedly need to be restricted for certain uses. For the present, however, we feel the areas allowing horses can be more flexible until the situation warrants modification. we would also request that horse riding be allowed in the hockey rinks during the summer. They are ideal for training the animals for shows. The above sentiments are shared by the many horse owners in Mendota Heights that I have contacted. I would like to add that horse -riders have carried out more trash from isolated areas of the parka than any other group I know of except the U. S. Army Reserve. As a rule horse - riders are very sensitive to the condition of the parks. Sporadic patches of completely biodegradable fertilizer would seem a small price to pay for this concern and assistance.
