FEBRUARY 9, 1999
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, February 9, 1999, in the Large Conference Room at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Spicer, Liberacki7 Linnell, Craighead,
Damberg. Commissioners Norton and Libra were excused from the meeting. Also
present were Parks Project Manager Guy Kullander and Administrative Assistant Patrick
C. Hollister.
MINUTES
Commissioner Damberg moved to approve the February 9, 1999 minutes with no
corrections.
Commissioner Linnell seconded the motion.

RECREATIONAL PROGRAivIiVIER
Commissioner Damberg moved to recommend to the City Council that the new
Recreation Programmer be recruited to work full-time, or at a minimum work .)M time
until a full-time position could be budgeted.

CONGRATULATIONS TO COM;VIISSIONERS
Commissioner Liberacki moved to commend all members of the Parks and Recreation
Commission, the Planning Commission, and the Airport Relations Commission on ajob
well done for 1993, and to state that the Parks Commission looked forward to working
with everyone in 1999

WENTWORTIV ARIE BOARD REPLACENIENT
Commissioner Liberacki moved to postpone the improvements to Marie ice rink for one
year, and to pave Wentworth rink and replace the Wentworth park shelter with a higher
quality shelter for summer programs this year. Commissioner Liberacki further moved
that the funding for this should come half from the Special Parks Fund and half from the
General Fund, for a total cost not to exceed $80,000.
Commissioner Damberg seconded the motion.

SCOTT MILLER, MHAA: BASEBALL AND OTHER ISSUES
Mr. Scott Miller, Baseball Commissioner for MHAA, presented his requests to the
Commission. Mr. Miller said that he would like the Friendly Hills Warming House to be
open in the summer to provide equipment for pick-up games. that he would like the Civic
Center ballfield to be converted to baseball only, and that he would like a batting cage at
Mendakota Park.
The Commission directed Staff to present these items to the Council.

SUBJECT: Football Request
Discussion
Staff has received an inquiry from a resident regarding whether or not the City would be
interested in providing one or more fields for football. This resident indicated that he
would send a letter to the Citv in advance of the March Parks Commission meeting and
appear at the meeting to discuss this issue. To date no such letter has been received, but
Staff has placed this item on the agenda in case the resident does appear at the meeting.
Action Required
If the resident attends the meeting, discuss the matter of the provision of football facilities
with the resident.

Discussion
Hoffman Homes met with the Planning Commission at their regular meeting on February
23, 1999, to discuss their planning application to build 46 townhomes on land owned by
Resurrection Cemetery between Highway 55 and Lake Augusta. The Planning
Commission recommended approval of this application, but referred the application next
to the Parks and Recreation Commission at the request of Commissioner Linnell to
discuss the possibility of public access to Lake Augusta.

The proposed Development Site is located at the sautheast quadrant of Minnesota Trunk
Highways 110 and 55 in northern Mendota Heights (the "Property") west of Lake
Augusta and north of Lemay Lake.
The Site zoning is Single -Family. The Comprehensive Plan designates this property as
Cemetery. Adjoining land uses include single family, commercial and cemetery.
The proposal consists of twenty-three (23) upscale townhome buildings, designed as side -
by -side duplex units, for a total of forty-six (46) units. All buildings will be of rambler
design with full basements. A majority will feature walkouts. The design, character of
the development, and the townhome amenities will attract empty nesters. The sales price
in AuLnusta Shores will begin at S300,000,
Homes constructed in Auwsta Shores will adhere to strict architectural standards
including: all brick front elevation, or combination of brick and stucco front elevation,
stucco side and rear elevations; upgraded roof shingles; 10/12 pitch roof elevations;
transom windows; standard four -season porches; offset garage faces; bay windows;
recessed entry; upgraded building components including: upgrade windows, double steel -
paneled insulated garage doors with windows and full view front storm door. Only
neutral, natural colors will be allowed on exterior components.
Several
floor plans are available. Square footage on the main level will be from
approximately 1,900 square feet to 2.050 square feet. Total f r,ished living square
footage, including lower level, will be appro. imateiv 3.050 square feet to approximately
3,500 square feet All homes will feature the following stancard amenities: vaulted
ceilings, gas fireplace, central air conditioning, upgade appliance package. wood floors_
s's-panel doors, tile floors, whirlpool tub. walk-in closers. and many ocher features.
Similar homes have been constructed in the suburban Tv%, in Cities that haare resulted in an
upscale suburban neighborhood.
The site is located within the Metropolitan Council and the City of Mendota Height's
Airport Noise Zones. The majority of the townhomes are located in Mendota Height's
Noise Zone 4. We are working in cooperation with thetiletropolitan Airports
Commission and the Metropolitan Council to develop construction standards for
townhomes within Noise Zones. Noise attenuation will be achieved by careful use and
selection of building materials designed to meet noise reduction standards. Attached is a
letter provided by the firm of Dovolis, Johnson, Ruggien, Inc, experts in airport noise
attenuation and also currently under long-term contract with the Metropolitan Airports
Commission for it's Airport 150 Program. We have retained the Dovolis firm to assist us
with this project.
The Site enjoys an abundance of natural amenities, including a convenient location to
both downtown's, and easy accessibility to major highways. These attributes combine to
provide a highly desirable opportunity to develop upscale twinhomes in a private,
wooded setting. The character of the Planned Unit Development will take advantage of
the natural resources by providing views of Lake Au=llsta while maintaining the wooded
slopes that characterize the existing topography. A conservation easement will be
recorded on the Plat to protect the natural characteristics of the Site. The layout of the
roadways, utility infrastructure and housing units takes into account the existing water
resources, vegetation and slopes to minimize any impact to the Site.
A divided roadway is planned for the entrance to the development to provide safe ingress
and egress, as well as an aesthetic, landscaped access. The location of the entrance has
been selected to meet setback and safety considerations. The Site Plan provides for most
homes to be single -loaded, with most backing to Lake Augusta. Over one-third of the
homes will have varied garage door placement to enhance the homes exterior elevation.
Traffic patterns within the development will allow for minimal trips by any particular
home. The Site will feature a newly created pond area: trail areas to the north and south,
and a gazebo overlooking Lake Augusta.

As the newly appointed Recreation Programmer for the City of Mendota Heights I would like
to introduce myself to the Mendota Heights Parks and Recreation Commission. Throughout
my career in Parks and Recreation I have gained a great deal of experience from the various
positions I have held. My interest in Parks and Recreation developed while working the for
the City of So. St. Paul. It was here that I worked and supervised a wide spectrum of
recreation programs which included; summer playgrounds (playground supervisor), t-ball
coach and supervisor, Evenings in The Park, Safety Camp, summer trips and community
special events and well as various other seasonal activities. My position as the Assistant
Director at the St. Croix Valley Recreation Center located in Stillwater also provided me with
varied job responsibilities. The St. Croix Valley Recreation Center opened in December,
1999. The facility consists of an ice arena and a field house/dome. As Assistant Director for
this facility I was in charge of creating from scratch all recreation programs, supervision of
concession, zamboni and skating school staff, the marketing, selling and scheduling of field
and ice time, facility maintenance and upkeep and customer service.
Since I have began my employment with the City of Mendota Heights I am in the
process of organizing, accepting and confirming park ball field and shelter reservations.
I have met with the So. St, Paul, West St. Paul and Inver Grove Heights Recreation
Programmers and have completed our planning for the summer 1999 field trips and Safety
Camp program. I am in the process of coordinating the summer softball and golf leagues. I
am also coordinating the Performances in The Park and would like to add the So. St. Paul
Puppet Wagon to the list of summer entertainment for children and families. The puppet
wagon would perform once a week for sic weeks and would include two performances per
day.
I believe recreation plays an important role in the human development process. I
believe recreational opportunities should be provided to all citizens of a community. I am
looking forward to working with the Mendota Heights Parks Commission and using my skills
and experiences to provide quality recreation programs to the Mendota Heights community.
