I am pleased to let you know that the National Park Service will be awarding S 100,000 in
Resource Protection and Enhancement Grant funds for 3 — 5 projects in the Mississippi National
River and Recreation Area (MNRRA). We are providing this funding opportunity, as well as
National Park Service staff assistance, to help Mississippi River communities realize their goals
for land use and resource protection along the river.
The funding is to be used for projects that protect or enhance natural, cultural, scenic, recreational
or economic resources of the Mississippi National River and Recreation Area (MNRRA). The
grants are for local governments with approved Mississippi River Critical Area plans that
incorporate voluntary MNRRA policies. However, because many communities have not yet
completed their Critical Area plans, this year the National Park Service will also accept grant
applications from communities that are actively working to address MNRRA policies (see
attached Grant Guidelines). Funding next year will be available only to communities whose
approved Critical Area Plans also address 1v[NRRA policies.
Nlay 17, 1999, is the grant application deadline. The enclosed General Guidelines provide
more detailed information on eligibility, how to apply, the amount and timing of funding awards,
the types of projects that will be funded, and the types of assistance National Park Service staff
can provide. I am also enclosing a grant application.
Congratulations to those of you who have completed your Critical Area Plans. We know that this
has been a challenging process and appreciate your efforts to help guide the future of land use in
the Mississippi River corridor. If, at any time, you want more information on the Mississippi
National River and Recreation Area or the Resource Protection and Enhancement Grants, contact

How much funding can be requested?
• $100,000 is available from the Fiscal Year 1999 budget of the Mississippi National
River and Recreation Area. This is expected to fund 3-5 projects. Requests should be
for at least $15,000 but no more than $50,000.
• The funding will be awarded
through
a cooperative
agreement. With a cooperative
agreement, the National Park
Service
is required to
be an active partner in the project.
How will National Park Service staff assist with projects?
• Staff from the Mississippi National River and Recreation Area will work with local
leaders and organizations for the duration of the project to support your efforts. We
will work with you to help determine the appropriate roles for all parties.
Some examples of the types of project activities the National Park Service can assist
with are: community involvement or volunteer projects; identify additional funding
sources; provide expertise on habitat restoration, resource protection, landscape
design, signs, trails, and other aspects of projects. Applicants will identify the type of
assistance needed for a project. If our staff does not have a particular expertise you
need, we will help link you with another source of assistance.
What is the timeframe for projects?
• Project applications must be received at the Mississippi National River and
Recreation Area by 4:30 p.m. on May 17, 1999.
• The National Park Service will select projects by June 1, 1999.
• In June, staff from the Mississippi National River and Recreation Area will meet with
local project leaders to develop a cooperative agreement that defines the project,
budget, and partner roles.
• Projects must be completed by September 1, 2000.
How will projects be selected?
Projects to receive funding will be selected based on:
• Information provided in the application.
• The project's consistency with �fNRRA policies (as outlined in the MNRRA
Comprehensive Management Plan).
• Substantial conformance of the local Critical Area Plan with the MNRRA
Comprehensive Management Plan. Preference will be given to proposals from
communities with approved Critical Area Plans that substantially conform with the
MNRRA
CMP.

the MNRRA CMP, and when will your Critical Area Plan be completed? Please submit
materials to document your intent.

by the Minnesota Department of Natural Resource, please also submit documentation of intent to
complete a local Critical Area Plan that meets state requirements and conforms with the
MNRRA Comprehensive Management Plan. (Contact our office about the type of documentation
to provide.)

Parks Report for the Month of March, 1999

1. Daily trash pick-up -- Cleaned up parks around rinks and warming houses
2. Cleaned out Wood Duck houses and put up Martin houses
3. Plowed snow and cleaned pedways after big snow fall on March 8th and 9th
4. Picked up new trash barrels from Coke and labeled all barrels
5. Equipment maintenance -- worked on summer equipment, prepared for upcoming
season
6. swept pedways throughout the City
