CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, NIINNESOTA PARKS AND RECREATION COMMISSION MINUTES JUNE 8,1999 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, June 8, 1999, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Spicer and Commissioners Liberacki, Libra, Craighead, and Connelly. Excused from the meeting were Commissioners Damberg and Linnell. City Staff present were Recreation Programmer Mary Hapka and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes. MINUTES Commissioner Libra moved to approve the May i 1, 1999 minutes with revisions. Commissioner Conelly seconded the motion. AYES: 5 NAYS: 0 SIBLEY HIGH SCHOOL PLAYGROUND EQUIPMENT REQUEST Ms. Mary Waldvogel, Ms. Jen Burke, and Ms. Jan Vucicevic presented their request for playground equipment installed at the northwest corner of Sibley High School property. . Chair Spicer said that the Parks Commission tries to help everyone who has park needs, but that the neighborhood would probably have to help pay for the equipment with some sort of fund-raiser, as happened with the Friendly Hills Middle School equipment request. Ms. Waldvogel said that she did not know how much the equipment would cost, and asked the Commission if she and her neighbors should go back and do more research before coming back to the Parks Commission, Chair Spicer said that when Friendly Hills Middle School approached the City for funding, they had all of the costs itemized. Chair Spicer said that Mr. Kullander may be able to help with cost estimates. Chair Spicer asked what age children this playground equipment would serve. Ms. Waldvogel said that she envisioned the equipment to be used by children aged from six months old to seven years old. Mr. Hollister said that it would be useful for the neighborhood to get consensus on the design of the equipment before approaching the City to ask for assistance. Commissioner Connelly said that it would also be good to get prior written consent of the school district to allow use of their property for this purpose. Commissioner Craighead said that since this playground equipment would be accessible to many West Saint Paul residents, either the City of West Saint Paul or nearby neighborhoods in West Saint Paul should be asked to help contribute toward the. purchase of this equipment. Chair Spicer suggested that this item be tabled to a future meeting of the Parks Commission in order to give the neighborhood time to reach consensus on exactly what type of playground equipment they would need and how much it would cost before coming back to the Parks Commission to discuss funding. Hollister, Administrative Assistant SUBJECT: Lexington Avenue Pedestrian Trail Open House Request for Attendance by the Parks and Recreation Commission Discussion The City will host a Lexington Avenue Pedestrian Trail Open House at 6:30 p.m. on Tuesday, July 20, 1999 in the Council chambers at City Hall. The purpose of the Open House is to allow interested residents to view maps of the proposed trail location and alignment and ask questions of our Engineering staff. The trail is proposed to run along the east side of Lexington Avenue from Tom Thumb Boulevard to Mendota Heights Road, and will be financed primarily by Dakota County and Municipal State Aid. This is a rare opportunity for the City to get a pedestrianibike safety improvement at almost no cost to the City, and would complete a major missing link in the City's trail system. The Parks and Recreation Commission has advocated the installation of this trail. Please see the attached diagrams depicting the portion of the trail from Tom Thumb Boulevard to Wagon Wheel Trail. Some residents have already written letters to City Hall expressing concerns about the trail or objecting to the trail. The Council would like the Parks and Recreation Commission to come to the Open House to show support for the trail. Some Councilmembers will also be in attendance at the Open House. Refreshments will be served, and it will be an opportunity to learn about the proposed trail and meet some residents. Action Required Please attend the 0pen House on the Lexington Avenue trail on July 20, 1999. CITY OF MENDOTA HEIGHTS MEMORANDUM TO: Parks and Recreation Commission FROM: Mary L. Hapka, Recreation Programmer RE: June Park & Recreation Report DATE: July 7, 1999 The following recreational programs were offered during the month of June. Youth Day Trips Thursday, June 17 - Crystal Caves - Crystal Caves is located in Spring Valley Wisconsin. Children enjoyed a morning of exploring caves and shopping in the gift shop. The tour was followed by a stop at the Baldwin Dairy Queen. Monday, June 21 -Twins Game -Canceled due to low enrollment. Monday, June 2S -Treasure Island (The Old Log Theater) &Shady Oak Beach - It was a morning of adventure at The Old Log Theater. The participants enjoyed the magic and fun of live theater. The trip to Shady Oak Beach was canceled due to rain. However, children did enjoy a stop a McDonald's followed by various gym games and play time on the new playground at Lincoln Center located in So. St. Paul. Performances In The Park Wednesday, June 16 - The Paul Heffron Music - Young and old enjoyed this performance at the Rogers Lake Park Pavilion. Old time hits, and a "Big Band" sound accompanied by a cool summer night by the lake made this performance a favorite. Wednesday, June 30-Kit and Kaboodle -Families packed in for this crowd pleasing duo. The performance was held at the Mendakota Park Pavilion which is a wonderful location. The playground at Mendakota appeared to be a natural draw of Mendota Heights families on a cool summer night. Golf Leagues &Lessons Currently, we have 115 participants playing in our 4 golf leagues. Adult and junior golf lesson were offered both had high attendance. Adult Softball The weather during the -month of June was relatively cooperative. All rainouts from the month of May were made up. Park Reservations All Mendota Heights Parks had a high level of usage. Users during the month of June consisted mainly of athletic programs and picnickers. Parks Report for June 1999 Submitted by Terry Blum 1. Daily trash pickup. Striping of ball and soccer fields. Drag and chalk fields. Cut grass and pedways. 2. Remove dead limbs and some dead trees from storms from parks. 3. Work regional tournaments plus fast pitch and in-house tournament. Build mounds for regional tournament and remove on following Monday. Grade and level rec rock that was hauled in for mounds. 4. Install footings/anchors for 60' base at Mendakota. 5. Fertilize and put down second application of crab grass preventative. 6. Form up and pour cement for pads for bills and lock down three bill satellites at Marie, Valley and Wentworth. 7. Work on sprinkler system at Mendakota and City Hall. Set new sprinkler heads and put new line around batting cage at Mendakota. Also haul out dirt and seed around new pedway and batting cage at Mendakota. 8. Stain picnic tables in parks. 9. Put beetles on purple loosestrife. 10. Trim shrubs at Mendakota. 11. Install new grills at Kensington and Wentworth (7 total). 12. Major vandalism at Kensington and Mendakota - in bathrooms.
