I am writing this letter to express my interest in serving on a Mendota Heights
commissions. Per the local newspapers, I understand that applications are being accepted
for the Mendota Heights Planning Commission, the Parks and Recreation Commission
and the Airport Relations Commission. I would be willing to serve on any of the
commissions but I have a particular interest in the Parks and Recreation Commission.
I have lived in Mendota Heights for 14 years and have been very pleased with the
conservative approach that the City Council has followed. My wife and I have been
active in the community and are members of Royal Redeemer Lutheran Church. My
volunteer experience in Mendota Heights includes being a coach and manager for
Mendota Heights Athletic Association for baseball, softball, hockey and soccer for a 10-
year period. I am familiar with some of the issues that the commissions face and would
be willing to bring my broad background and positive attitude to the process of planning
the future of Mendota Heights.
I am particularly interested in the Parks and Recreation Commission because I am
familiar with many of the parks from living in the community. Also through my
coaching I have used most of the athletic facilities we have in the community.
I am a Certified Public Accountant with a broad background including industry, teaching
and government. While in industry, I supervised staffs of up to 32 people. Also, I taught
for three years as a full time faculty member for the University of Minnesota. Teaching
helped my communication and presentation skills. Currently, I am working for the
Minnesota State Colleges and Universities as an Audit Coordinator.
My broad business background gives me an in depth understanding of what needs to be
accomplished. I lilr starting new projects and getting the job done. I will be happy to
supply you with any further information you may need.

JANUARY 9, 2001
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, January 9, 2001, in the Large Conference Room at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Spicer and Commissioners Stan
Linnell, Jay Liberacki, Lawrence Craighead, Raymond Morris, Dave Libra and Ann
Connelly. City Staff present were City Administrator Cari Lindberg, Parks Project
Manager Guy Kullander, Recreation Programmer Mary Hapka and Administrative
Assistant Patrick C. Hollister. Mr. Hollister took the minutes.
INTRODUCTION AND WELCOME TO CITY ADMINISTRATOR
Mr. Hollister introduced City Administrator Cari Lindberg to the Commission. The
Commission welcomed Ms. Lindberg to the City of Mendota Heights.

Commissioner Libra moved to approve the minutes from the December 12, 2000 meeting
with revisions.

NATURAL RESOURCE INVENTORY AND MANAGEMENT PLAN
Mr. Kullander introduced Ms. Diane Hellekson of Barr Engineering. Mr. Kullander
reminded the Commission that one of the items for the year 2001 on the recently adopted
Parks Capital Improvement Plan was a Natural Resource Inventory and Management
Plan. Mr. Kullander explained that he and City Engineer Marc Mogan had met with Barr
Engineering since the last Parks Commission meeting and that they were very impressed
with Barr Engineering's experience and expertise in this area.
Nis. Hellekson gave a brief presentation of what a Natural Resource Inventory and
Management Plan would contain. Ms. Hellekson said that the process would begin with
an examination of aerial photos of the entire City to identify plant communities and
preliminarily assess the quality of natural areas. Ms. Hellekson said that the second phase
would be to create a management plan to resist the invasion of exotic or unwanted species
OTHER COMMENTS OR CONCERNS
Commissioner Craighead said that he would like Carolyn Krall of A Studio to come to a
future Parks and Recreation Commission meeting to discuss the open space and
recreational amenities proposed for the Town Center Development,
Mr. Hollister said that Staff would discuss this request with the Council.

Contingency Planning
DISCUSSION
Celebrate Mendota Heights Parks will be held on Saturday, June 2, from 10:00 a.m. to
1:00 p.m. Many events have been scheduled including the Alpha Bits Band, Teddy Bear
Band and Walton's Petting Zoo. Plans for events including a Moon Walk, an In -line
skating show, the Sibley Area Sting Soccer Shoot-out, clowns, a caricature, face painting
and fire truck rides provided by the Mendota Heights Fire Department have been
finalized. Several community businesses will provide a variety of demonstrations
including Boltz's Tae Kwon Do, Turner's Gymnastics and Mendakota Animal Hospital.
The Mendota Heights Athletic Association will be hosting a ball tournament and Ziggy's
Deli and Ice Cream will be providing concessions on the day of the event. Involving
community groups and businesses plays a major role in making this event the success it

Donations are currently being accepted from city businesses and volunteers from the
community are being recruited. Fund raising efforts are well underway and advertising
for the celebration has begun.
Historically, City Council has awarded the Celebrate Mendota Heights Parks committee
seed money. This seed money covers costs associated with reserving musical acts and
deposits on entertainers and equipment. We are proposing that the City Council
authorize expenditures of up to $1,500 from the City Council budget for contingency
purposes with the intent that donations will reimburse all expenditures.
As in past }'ears we are recruiting individuals to volunteer on the day of the event.
Anyone interested should contact me at 452-1350. Any volunteer assistance will be
greatly appreciated.
ACTION REQUIRED
Consider authorizing $1,500 for contingency purposes for the Tenth Annual Celebrate
Mendota Heights Parks event to be held on Sahrrday, June 2, 2001.

Subject: Roger's Lake Park —Remove and Replace Play Equipment
Background:
The Commission decided that removal of the thirty year old Wood Timber
Play Equipment components from five parks would be given the highest priority in
the recently adopted Parks Five Year (2001-2005) Capital Improvement Plan.
Marie Park received new equipment in 2000 and will receive a resilient
access path and transfer point to the replacement components in 2001. Roger's
Lake Park is also scheduled for improvements in 2001, with Valley and Friendly
Hills Parks in 2002 and Wentworth Park in 2003. (Five Year Plan attached)
Discussion:
I have received four proposals from three firms. I also received, from all three
companies, proposals for Valley, Friendly Hills, and Wentworth Parks. I told each
supplier that if the City was successful in obtaining a DNR matching grant that all
four could be done in 2001, if unsuccessful, the City would follow the replacement
schedule of the Five Year Plan. To date, ! have not submitted a matching grant
application.
The plans submitted are interesting, but some of the concepts are not
acceptable in their current design. This is due to the snow cover, which hides the
location of the existing timber edging and terrain constraints. The Roger's Lake site
is the most "troubling" because no old site drawings existed showing current
conditions. The proposals submitted are interesting, but two of them show the new
components incorporated into the westerly site and not at the current location of
the timber units to be removed.
For this reason, I have prepared a scaled drawing of the existing timber
components and the location of the timber edging which I will send, following the
Parks and Recreation Commission meeting, to the three companies. I intend to
request they submit a new proposal with components that will "fit" into the

Subject: DNR Environmental Partnership Grant (Educational)
The DNR Environmental Partnerships Grant Program provides matching funds
for environmental educational efforts. (See attached description)
Barr Engineering is suggesting the City consider applying for an additional
DNR matching grant (application due March 315`) which would include production
of informational materials, cooperative efforts with local schools, etc. (See
attached memorandum from Barr Engineering) The matching costs required from
the City would be in the $8 to $11.000.00 range.
Discussion
This type of effort is the logical first step in implementing a Natural Resource
Management an. or on the inventory and management plans will occur during
this summer and if an educational effort is launched it would be most intensive in
the fall to winter.
Recommendation
If the Commission desires to pursue a second DNR grant this year they
should make a recommendation to the City Council to authorize Barr Engineering to
prepare the necessary grant application.
Environmental Partnerships Grant Program
Information Sheet - 2001 Application Cvcle
Program Purpose: To encourage environmental service projects and
related education activities through public and private partnerships.
Eligible Projects: Eligible projects include but are not limited to: community
environmental service projects to clean up natural areas such as streams, lakes and
wetlands; prepare and produce environmental education products such as handbooks,
manuals, videos and newsletters; and develop educational sites and exhibits that
demonsttate environmental conservation principles. Creative project ideas that meet the
program purpose above are encouraged. Grant funds cannot be used to fund curricula,
existing staff and program activities or capital development such as buildings and trails.
tiVho May Apply: Private organizations, counties, cities, townships, school districts, and
native American bands.
Priorities: Cooperative efforts among local governments, school districts, and private
organizations and creative projects that meet the program purpose. Projects are selected
based on regional priorities.
Level of Assistance: A maximum of 50% of the total eligible project costs not to exceed
a maximum grant of S20,000. The minimum grant amount is S 1,000. Costs must be
incurred and paid before reimbursement can be made.
General Information: Applications are due by March 31, 2001. Grant awards will be
announced in the summer. Projects must ordinarily be completed within 18 months.

Also wanted to jot down my thoughts on preparing for the next gran[ while all is still fresh in my
mind. I enclose a very rough outline of some possible activities for your consideration. Please let me
know of any other ideas you have. (One or more schools may be good to add to list of programs.) As
you start investigating collaborators. other programs or activities may well pop up.

some numbers for your consideration. FYI, it doesn't look like we'll be too far over budget for this
first grant despite the rejiggerine.
As for the Rogers Lake wetland restoration, I think that may be an excellent candidate for a
Conservation Partners Grant. (Sze DNR web page for other grants for which a wetland resrocuion

Subject: Demolition of Ivy Park Warming House
History:
The warming house was constructed in this park around 1970. It is fourteen
feet by 26 feet, wood construction resting on three six by six inch timbers (no
foundation), two metal doors and heated by a gas space heater.
The hockey rink was removed from this park in 1995 and the pleasure rink
was last flooded in 1997. In 1997 the daily average number of skaters, reported by
the rink attendant, was zero to two. Usage in prior years was also very low.
The soil conditions in this area can best be described as very poor, consisting
mostly of wet heavy clay fill deposits with high ground water conditions.
Maintaining safe skate able ice conditions at this park was always difficult.
The old hockey rink area was re -graded to improve drainage in 2000 and the
telephone poles used for lighting were removed in 1999.
The only response from a resident (to my knowledge) regarding the loss of
skating in this park was a letter received in 2000 criticizing the wild flower and
natural plantings around the pond and lamenting the loss of the original pond
(enlarged in 1 994) and the loss of the skating rink.
To correct the soils in an area large enough for both a free skating and a
hockey rink would require removal and replacement of approximately 3000 cubic
yards of material. Installation of a drainage system, new hockey boards, lighting,
and site work would bring the rink development cost beyond $40 or $50,000.00.
Discussion:
During the past several years the idea of moving this warming house to
another park was considered. The structure is the same age as those in Marie and
Friendly Hills Parks, which are still in use, although average yearly maintenance
costs for these two structures requires significant expenditures of both time and
money.
In discussions with contractors that "move" buildings it was recommended
that the costs outweighed the risks. There are no guarantees on the soundness of
the structure after relocation due to its age and the deterioration of the wood sub
structure of the building that has been in contact with the soil for many years.
Recommendation
The Commission included $2,000.00 in the Parks Capital Five Year (2001 to
2005) Improvement Plan for removal of this structure and restoration of the site.
All work will be done by the Public Works Department during winter when the
ground is frozen. The only expenditures anticipated would be for dumping fees and
utility disconnects.
If the Commission desires to remove this structure they should make a
recommendation to the City Council.

Rink/Warmin� House Update
Weather conditions and ice conditions have been good this season with the exception of
the last week of January. Due to the large amount of freezing rain received on January 30
rinks were closed for repairs on January 31.
Softball 2001
Packets were mailed to all of last year's softball teams. Softballs fees did increase this
year. The Men's Over 30 rate increased to $460.00 per team plus non-resident fees.
Men's D increased to $445.00 plus non-resident fees. Women's D is $415.00 plus non-
resident fees (same fee as 2000) as the Minnesota Sports Federation will not be offering a
Women's D District Tournament in 2001.
Learn To Skate
Four classes began on Sunday, January 7. Classes are being held at the Friendly Hills
Park pleasure rink. All four classes were full.
Youth Ski Trips
Due to low enrollment we have not yet been able to nm a youth ski trip program. Flyers
were sent to both elementary schools and the trips were displayed on the video monitors
at Friendly Hills Middle School. The Parks and Recreation Department with the approval
of Friendly Hills Middle School will be using the video display monitors at the school to
market youth/teen programs.
Mendakota Concession Stand —See attached memo
I met with Pam Steinbach of the Minnesota Department of Health on January 10. NIs.
Steinbach inspected the Mendakota Concession stand for approval of a seasonal health
permit. In past years the Mendota Heights Athletic Association has been applying for the
health permit for the concession stand. As there are several groups other than the athletic
association using the facility the city will be the applicant for future health permits.
Spring/Summer Programs
Spring/Summer Youth Trips — I met with the recreation programmers of West St. Paul,
South St. Paul and Inver Grove Heights. Youth Trips were planned for spring break and
the summer months.
Spring/Summer Golf — The Parks and Recreation Department will be offering a number
of golf programs including;
• Youth and child golf lessons beginning in April.
• Junior golf leagues to begin in June.

Celebrate Mendota Heights Parks —Saturday, June 22 10:00 am to 1:00 pm
Planning for the tenth park celebration is well under way. All performances have been
scheduled. This year's performances will include the Alpha Bits Band, The Teddy Bear
Band, Walton's Petting Zoo and Team Ramp. Several local businesses will provide
demo's including Turner's Gymnastics, Boltz's Tae Kwon Do and the Mendakota
Animal Hospital. Events will include a Mendota Heights Athletic Association ball
tournament, Sibley Area Sting Soccer Shoot -Out, Mendota Heights Fire Department will
provide fire truck rides, and other events will include a moonwalk, a caricature, and face
painting. Ziggy's Deli and Ice Cream will be providing concessions. Involving
community groups and businesses plays a major role in making this event the success it
is.

The Parks & Recreation Department facility permit and policy will remain the same as last
year with exception of the following:
The Parks &Recreation Department will be applying for a Minnesota Department of Health
License for seasonal operation of the Mendakota Concession Stand. The City of Mendota
Heights will maintain this license for a seasonal fee of $130.00. The Parks and Recreation
Department will be charging a fee of $25.00 to all user groups completing a permit for use of
the Mendakota Concession Stand. The $25.00 fee will assist the City in recouping a portion of
the cities expenses as they relate to the licensing fee, use of city water, electric and other
miscellaneous products. A certificate of insurance evidencing liability coverage is also
required of all tournament sponsors. This memo will also advise council that The Parks &
Recreation Department will be enforcing the $200.00 softball tournament damage deposit for
use of the softball fields and concession stand. Any fees and damage deposits will be due
when making a written reservation. The facility will be inspected after the event and provided
there are no damages, or clean-up costs, the deposit will be returned promptly.
The Mendota Heights Athletic Association will, as established in the existing park policy, be
exempt from the concession stand rental and damage deposit fees.

Natural Resource Inventory and Management Plan
At the January 16"', 2001 regular meeting, the City Council accepted the
Commission's recommendation to authorize Barr Engineering to prepare an
application for a DNR Metro Greenways Planning Grant, which had a submittal
deadline of January 261', 2001. (See attached memo dated January 1 1 , 2001)
On Monday January 22nd, Barr Engineering had completed a final draft of
the grant application and project budget, which I planned to distribute to
Commissioners Linnell and Morriss for review and comments, when we (Barr
Engineering and myself) were informed that the Dakota County Soil and Water
Conservation Department also were submitting a grant application for Natural
Resources Inventory mapping that included substantial areas of Mendota Heights.
In fact, the SWCD had completed mapping portions of Mendota Heights, had partial
funding to continue the work, and were asking Mendota Heights to "support" their
grant application.
The inventory mapping task was a major component of the City / Barr
Engineering grant objectives and if our application was not altered to "incorporate"
the mapping and analysis done by the Dakota County SWCD the success of our
funding request was doubtful. Barr rewrote the application changing the objectives,
budget, etc. and sent me a draft on Thursday afternoon to review. I met with Barr
on Friday morning to complete a final draft. The application was completed by Barr
and submitted to the DNR. (Copy of application attached)

Engineering to prepare a DNR Metro Greenway Grant Application
History:
The "Mendota Heights Plan for Recreation and Open Space" developed by
Beckman, Swenson, Yoder and Seay, Inc. in 1971 recommended the acquisition of
nine sites, totaling 111 acres, for recreation purposes. This plan also explored the
potential of each site and how they could be unified with other existing City owned
areas into an overall park system. Improvements at Roger's Lake, Friendly Hills,
Marie, Valley, and Wentworth Parks were constructed in 1973.
In 1985, Barton-Aschman Associates prepared "The Park and Recreation
Facility Needs Study". The purpose of this study was to develop a coordinated
program for park and recreation facility improvements based on existing facilities
and projected needs. The successful 2.7 million dollar Parks Bond Referendum,
approved in 1989, enabled the City to upgrade existing neighborhood parks,
enlarge the trail system, develop two new neighborhood parks, build four ball fields
at Sibley, and construct the Kensington and Mendakota complexes.
Currently the Public Works Department provides maintenance for 13 parks
covering 242 acres of developed and undeveloped areas. Few opportunities exist in
the City for acquisition of new park or open space areas.
Discussion:
For several years the Commission has discussed the challenges of preserving
natural areas to meet the recreational and aesthetic needs of current and future
residents. The outdoors connection rewards us with social, economic and
environmental benefits that make Mendota Heights a desirable place to do business
and raise families. The City's good fortune in having many fine natural amenities to
enjoy is largely the result of foresight and stewardship on the part of our
predecessors. The Commission desires to build on their efforts through a renewed
vision that draws upon the understanding of the links between natural systems and
healthy communities.
Last summer the commission received information of recently completed
natural resource plans prepared by consultants for several metro area communities.
Recommendation:
The Parks and Recreation Commission recommends the City Council engage
the services of Barr Engineering Company, at a cost not to exceed $2,200,00, to
prepare a Minnesota Department of Natural Resources Metro Greenway Grant
Application for preparation of a Natural Resource Inventory and Management Plan
for Mendota Heights,
Action Required:
If the Council desires to implement the Parks and Recreation Commission's
recommendation they should authorize staff to execute the attached agreement
with Barr Engineering Company.
In addition, the City Council should adopt Resolution No. 01-_, (attached)
which must accompany the grant application, which must be submitted on January

In terms of both habitat and hydrology, Mendota Heights is an important connection to existing
Mississippi River greenways, such as Fort Snelling State Park and Big Rivers Regional Trail. The
management of Valley Park, in particular, will affect both watershed and county greenway efforts
• The project will begin to implement the Suburban Dakota County Greenway under study by Dakota
County Soil and Water Conservation District. The management of Friendly Marsh Park has
implications for the ecological function of the Dodge Nature Center area, as well as potential value as
a habitat corridor to the Mississippi River and associated natural areas.

about the area's natural resources and how they fit into the Mendota Heights plan.
The city has had contact with the following organizations in regard to natural resources in the area. A
copy of the fmal Natural Resources Management Plan will be distributed to each of these groups.

Lower Mississippi River Water Management Organization, whose 2000 Management Plan
encourages member cities to "identify and map existing and future greenway areas."

• St. Thomas Academy, where an ecology class monitors water quality in Rogers Lake and surrounding
ponds and makes annual reports.to the City Council.
The City Parks and Recreation Commission, which became informed about the process and goals of
an NRI and then expressed their support of the project to the City Council.
D. Implementation
In order to make implementation as easy as possible, the Natural Resources Management Plan will be
mapped and communicated in a manner accessible to community groups as well as city staff or
consultants.
City staff will use the plan in general city planning efforts and to create and manage natural areas and
buffer zones surrounding existing parks and right-of-ways.
The city will organize youth groups and interested citizens to help eradicate invasive species in specific
high -priority areas, while city staff would implement other management plan.

BE IT RESOLVED that the City of Mendota Heights act as legal sponsor for the
project contained in the Metro Greenways Planning Grant application to be
submitted on January 26, 2001 and that Barr Engineering Company is hereby
authorized to apply to Metro DNR for a planning grant.
BE IT FURTHER RESOLVED that the City of Mendota Heights has the legal
authority to apply for financial assistance, and the institutional, management, and
financial capability to ensure that all aspects of the proposed project are completed
as detailed in the final grant agreement.
BE IT FURHTER RESOLVED that the City of Mendota Heights will share in the costs
of the proposed project with the DNR by providing an equal match in dollars or in -

Town Center Workshop Date
January 30, 2001
The City Council tentatively set the date for the next Town Center workshop for Tuesday,
February 13`h at 7:00 PM, pending determination of full Council attendance. Mary Bujold of
Maxfield Research will present the market study analyzing Town Center and Carolyn Krall of
Studioworks will present her recommended amended site plan at this meeting.
Residents who wish to provide input at the meeting have been asked to submit their comments in
writing.
RECOMMENDATION:
If Tuesday, February li is available for all of the City Council, staff recommends that this date
be confirmed.
ACTION REQUIRED:
Confirm February 13`h, 7:00 PM as the date for the next Town Center Workshop.
