PARKS AND RECREATION COMMISSION MINUTES
FEBRUARY 13, 2001
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, February 13, 2001, in the Large Conference Room at City Hall, 1101
Victoria Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Commissioners Stan Lmnell, Jay Liberacki,
Lawrence Craighead, Dave Libra and Paul Portz. Chair Richard Spicer and
Commissioner Raymond Morris were excused from the meeting. City Staff present were
Parks Project Manager Guy Kullander, Recreation Programmer Mary Hapka and
Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes.
WELCOME AND CONGRATULATIONS
TO COMMISSIONERS PAUL PORTZ AND DAVID LIBRA
Mr. Hollister announced that the Council had appointed Commissioner Paul Portz and
reappointed Commissioner Dave Libra. The Commission welcomed Commissioner Portz
and congratulated Commissioner Libra. Commissioner Portz said that he had lived in
Mendota Heights for 14 years and that he appreciated the fact that the City was
conservatively run. Commissioner Portz said that he serves as an accountant for various
state colleges and universities.

Commissioner Linnet moved to approve the minutes from the January 9, 2000 meeting.
Commissioner Libra seconded the motion.

CELEBRATE NIENDOTA HEIGHTS PARKS
Ms. Hapka provided an update on this year's Celebrate Mendota Heights Parks. Ms.
Hapka said that the Celebration would take place on June 2 and would feature a Moon
Walk, a Sibley Sting Soccer Shoot -Out, a Tae-Kwon Do Demonstration, an in -line
skating show, a MHAA Tournament, and other activities. Ms. Hapka said that
entertainment would include the Alpha -Bits Band and the Teddy Bear Band. Ms Hapka
said that once again this year she has received a lot of support from local businesses and
organizations. Ms. Hapka explained that the Council customarily authorizes $1500 each
year as "seed money" for the event, although she anticipated that once again donations
from community sources would ultimately refund that amount. Ms. Hapka added that she
was still looking for volunteers to help with the various activities at the event.
Commissioner Linnell volunteered to help with the event.
Commissioner Liberacki moved to recommend that the Council allocate $1500 seed
money for the parks celebration.
Commissioner Libra seconded the motion.

ROGERS LAKE PLAY EQUIPMENT
Mr. Kullander reminded the Commission that replacement of the old play structures in
Rogers Lake Park was scheduled for replacement in the year 2001 in the Parks Capital
Improvement Plan. Mr. Kullander reviewed display boards showing various design
possibilities from three companies for the Rogers Lake Play Equipment. The
Commission advised Mr. Kullander on which designs were the most appealing. Mr.
Kullander said that he would return to the March Commission meeting to present the bids
of three suppliers.
DNR ENRIVONMENTAL PARTNERSHIP GRANT
Mr. Kullander provided an update on the progress of the DNR Environmental Study
Grant. Mr. Kullander said that applicants receiving grants will be notified in March or
April and projects are required to commence in June.
The Commission discussed applying for a second grant that would fund development of
educational materials for residents. The Commission directed Mr. Kullander to develop a
database and contact list of local public and private groups that could support a 2002
application to the DNR.
IVY PARK WARMING HOUSE
Mr. Kullander presented the background on the Ivy Park Warming House. Mr. Kullander
said that the warming house was originally constructed in the park around 1970, and is
14' x 26' in size. Mr. Kullander said that the warming house is no longer needed because
the hockey rink was removed in 1995 and the pleasure rink was last flooded in 1997, due
to very low usage. Mr. Kullander added that $2000 for demolition of the warming house
is already allocated in the Parks Capital Improvement Plan.
Commissioner Libra moved to recommend that the Council authorize the demolition of
the Ivy Park Warming House.
Commissioner Liberacki seconded the motion.

OTHER COMMENTS
Commissioner Craighead asked that the planning consultant for the Town Center
development, Carolyn Krall, be invited to a future meeting of the Parks and Recreation
Commission to discuss Parks/Open Space, Recreational, and Civic amenities planned for
the Town Center development. Commissioner Craighead said that he was concerned that
too much progress was being made on development of these plans without the Parks and
Recreation Commission's input. Commissioner Craighead said that he was not able to
attend the March Parks and Recreation Commission meeting, and therefore a special
Commission meeting should be scheduled for his convenience.
Mr. Hollister said that Carolyn had already intended to meet with the Parks and
Recreation Commission on these issues and that he would ask her to come to the
Commission's meeting in April. Mr. Hollister assured the Commission that there was
still plenty of opportunity for their input on the recreational, open space, and civic
amenities aspects of the plan.

Discussion
Over the last year, Mr. Robert F. Larson of Minneapolis has been regularly attending
public meetings for the Town Center redevelopment project. Although Mr. Larson is not
a Mendota Heights resident himself, his parents live in Mendota Heights. Mr. Larson
spoke with Commissioner Craighead about his ideas regarding the Town Center project,
who suggested that he present his ideas to the Parks and Recreation Commission. Please
see the attached materials submitted by Mr. Larson. Please also see the attached Concept
Plan for the Town Center project.
The Council, at their regular meeting on February 20`h, approved the attached Concept
Plan for redevelopment of the Freeway Road site as a mixed -use development to be
known as Mendota Heights Town Center. The Concept Plan had been revised in a public
planning process that included a two-day public Open House, five public focus meeting -
workshops, and several City Council workshops. The Concept Plan will be subject to
adjustment for technical and design reasons related but not limited to open green space,
architectural and engineering requirements, and any impact related to the retention of the
existing animal hospital. Implementation of the Concept Plan is subject to all City
Ordinances related to zoning, wetlands, green space, platting, and PUD developments.
The Council also authorized the appropriate City departments, in conjunction with the
City's project consultants, to proceed with formulating a process for the continued
implementation of the project. The next steps include acquisition of the land and further
refinement of the design guidelines for the development. A reproduction of the Concept
Plan and information about the Town Center redevelopment process will be featured on
the front page of the City's newsletter and distributed next week to all residents.
The City's consultant for the Town Center project, Carolyn Krall, will be at the April 10,
2001 meeting of the Parks and Recreation Commission to present the Town Center
Concept Plan and to discuss the open space, recreation, and civic amenity components of
Town Center.
Action Required
Allow Mr. Larson to present his ideas on the Town Center development to the
Commission.

Some of these initial ideas were sparked from a Town Center focus group when it was

Softball 2001
The softball 2001 Managers Meeting was held on Wednesday, March 7. The City of
Mendota Heights will be running a Men's Over 30 on Thursday nights consisting of nine
teams, a Men's D League containing eights teams and a Women's D League consisting
of five teams both will be played on Tuesday nights. The 2001 softball season will begir
the week of April 17`h weather and field conditions permitting.
Mendakota Concession Stand Seasonal Operational Permit
The City of Mendota Heights received its Seasonal Operation Health Permit from the
Minnesota Department of Health. The public works crew will be cleaning the Mendakota
Concession stand and will post the permit along with several food safety and employee
health and hygiene regulations.
Spring Recreation Programs Newsletter Information

Celebrate Mendota Heights Parks Contingency Planning
A memo was sent to City Council on February 5, 2001 requesting that City Council
authorize expenditures of up to $1,500.00. This seed money will cover costs associated
with reserving musical acts and deposits on entertainers and equipment. Donations
received from community businesses, groups and individuals will be used to reimburse
any portion of the $1,500,00 that will be used.

Summer Newsletter Information
In anticipation of my absence I have been spending the majority of my time preparine for
and planning for all parks and recreation spring & summer programs and activities. A
few dates, times and fees are yet to be determined (highlighted on rough copy/see
attached). A copy of the summer parks and recreation newsletter information will be
turned into Kathy Swanson, City Clerk before I begin my maternity leave. All softball,
baseball and soccer field reservation have been scheduled. Tournament information
including permits, damage deposits, fees and proof of liability insurance has been
received. Monthly field reservation schedules for all parks will be sent to Terry Blum
the Public Works Department Parks Leadsperson.
Roger's Lake Fishing Derby
The Roger's Lake First Annual Fishing Derby has been tentatively scheduled for
Saturday, June 30 from 8:30 am to 12:00 noon. I am looking for volunteers to help on
the day of the event and request that any commissioners interested contact me at 452-
1850.
Hopefully the warm weather will be here soon, think spring!!!!!

Grand Slam (Eagan) &Roller Skating — Skateville (Burnsville)

together and sign up now for a fun filled day of games and skating. Price
includes mini -golf, a bumper car ride, batting cages, 4 game tokens and
lunch (piece of pizza or hot dog and pop) and two hours of skating.

GOLF LEAGUES/LESSONS/CAMPS

The city will be offering golf leagues, lessons and camps this spring &
summer at the Mendota Heights Par 3 Golf Course.
REGISTRATIONS FOR ALL GOLF PROGRAMS ONLY

VICTORIA CURVE) UNLESS OTHERWISE NOTED.
GOLF LESSONS
You will receive three one -hour lessons covering golf course etiquette, golf
club grip, stance and swing and correct putting techniques. There will be
one teaching professional to every eight golfers, giving personalized on -
course instruction. You will receive two free rounds of golf. Cost: $55.00
These classes are especially beneficial to the beginning golfer.
Thursday night classes offer the following:

YOUTH GOLF CAMP
Spend a week at golf camp. Children will be instructed in the fundamentals
of grip, stance, swing, ball contact, putting, chipping and driving. We will
also cover golf rules and etiquette. The emphasis is on learning to play golf
in a creative fun environment.

The junior golf league is for boys and girls ages 8 — 16 years of age.
Junior golfers are expected to acknowledge golf course rules and
etiquette at all times. This league is looking for volunteers to share
chaperon duties (2 per each day of play). Volunteers will play for free
on their volunteer day, compliments of the golf course.
PARENT/CHILD FRIDAY NIGHT GOLF LEAGUE (New
Program)
Friday Nights - June 15-August 24
League Fee: $10.00. Green Fee: $165.00 ($15.00/parent/child pair
(2 green fees) for 11 weeks.) Feel free to add a parent or friend to
make a foursome. Each additional golfer will be charged $7.50 per
week.
The Parent/Child Friday Night Golf League is a great way for families
to spend time together and an even better way to improve your golf
game. Tee times will begin at 4:00 and approximately every seven
minutes thereafter.
Registration dates for all leagues begin Monday, April 9. All
registration will be accepted at city hall, 1101 Victoria Curve. The
women, junior and parent/child league fees & green fees, cover
weekly prizes and the end of the season banquet, payment of fees is
required at the time of registration. League and green fees are non-
refundable after the start of league play. Rain checks will be given for
missed days of play. More information on all of the leagues will be

allow everyone the most enjoyable experience without conflicting

owners are permitted to have the leashed pets in city parks and on city
trails and are required to clean up any droppings left by their animals.

Special Olympics Team of Area 12
The Area 12 Special Olympics "Stars" are "In training" and
participating in a wide variety of Spring -Summer -Fall -Winter Sports
and activities (bowling, floor hockey, tennis, basketball, swimming,
table tennis, softball, track & field). New athletes can be registered at

DISCUSSION
Celebrate Mendota Heights Parks will be held on Saturday, June 2, from 10:00 a.m. to
1:00 p.m. Many events have been scheduled including the Alpha Bits Band, Teddy Bear
Band and Walton's Petting Zoo. Plans for events including a Moon Walk, an In -line
skating show, the Sibley Area Sting Soccer Shoot-out, clowns, a caricature, face painting
and fire truck rides provided by the Mendota Heights Fire Department have been
finalized. Several community businesses will provide a variety of demonstrations
including Boltz's Tae Kwon Do, Turner's Gymnastics and Mendakota Animal Hospital.
The Mendota Heights Athletic Association will be hosting a ball tournament and Ziggy's
Deli and Ice Cream will be providing concessions on the day of the event. Involving
community groups and businesses plays a major role in making this event the success it
is.
Donations are currently being accepted from city businesses and volunteers from the
community are being recruited. Fund raising efforts are well underway and advertising
for the celebration has begun.
Historically, City Council has awarded the Celebrate Mendota Heights Parks committee
seed money. This seed money covers costs associated with reserving musical acts and
deposits on entertainers and equipment. We are proposing that the City Council
authorize expenditures of up to $1,500 from the City Council budget for contingency
purposes with the intent that donations will reimburse all expenditures.
As in past years Nye are recruiting individuals to volunteer on the day of the event.
Anyone interested should contact me at 452-1350. Any volunteer assistance will be
greatly appreciated.

The Imagination Station traveling variety show will be making appearances at
both Wentworth and Mendakota parks this summer. This new program will

entertain families with young children. Performances will not be held if it is

ROGER'S LAKE FISHING DERBY
Come enjoy a morning of fishing fun at the new Roger's Lake Fishing Dock.
Dig out your fishin' pole and come on down to the Roger's Lake Fishing
Dock to try to catch the "BIG ONE"! Prizes will be awarded in such
categories as: biggest fish, shortest fish, most unusual catch, prettiest
sunfish, ugliest bullhead and more! Bring your own pole and bait or lures
and pay $3.00 fee due.
The DNR recently completed installation of a fishing dock at Roger's
Lake. The dock extends 108 feet into the lake with a thirty foot "T" at
the end. If you like to fish, Roger's Lake is definitely worth a cast.

The City of Mendota Heights Parks &Recreation Department will be
offering a fall co-rec softball league. The league will be offered on
Wednesday evenings at Mendakoto Park starting in late August.

SAFETY CAMP
Children entering the 3" and 4th grades in the fall of 2001 can sign up
now for Safety Camp 2001. Children will learn how to reduce the risk of
accidents and increase safety of their everyday lives, while at the same
time will have fun and meet new and interesting people. Instructors of
the camp are volunteers from local police & fire departments, utility
companies, paramedics as well as other professional whose jobs deal with
personal and public safety.
7 opics such as stranger safety, weather safety, drug awareness,
animal safety, home safety and first aid ore just some of the areas that
will be addressed. At the conclusion of the camp there will be a family
picnic with hot-dogs, ice cream and beverages. The camp is sponsored by
the VFW Gallagher Hanson Post 295.
