Updates Parks Project Manager Updates See attached memo City of mlendota Heights Parks A- Recreation Commission June 12, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Subject: Reconstruction of Ivy Park Tennis Court in 2002 Background: Included in the 2001 Parks Department Maintenance Projects, funded from the General Fund, was $12,000.00 for the repair of the double tennis court in Ivy Park. This estimate was developed for a project requiring a simple milling operation to remove the existing asphalt surface that would be replaced with a new four- nch thick asphalt surface. The Engineering staff took a new, more thorough look at the settlement problems and recommend that the entire surface and rock base be removed and that the unstable soils either be replaced or corrected before a new asphalt surface is applied. Also recommended is the resurfacing of a portion of the parking lot that is breaking up. Estimated cost for this operation is $30,000.00 including engineering and overhead. Historically, all resurfacing operations of the six existing tennis courts have been funded from the General Fund and not the Special Park Fund. In the past this has been an annual expenditure of approximately $5,000.00 per year with one of six tennis courts resurfaced each year in rotation. Discussion: The City has double tennis courts located in six neighborhood parks with the Ivy Park courts receiving the least amount of use. They serve the north end of the City but are located in a hard to access area of the park. Other courts available to residents are the eight at Sibley High School and the courts at St. Thomas Academy. I assume the Commission would wish the City Council fund the repair of this tennis court with funding from the General Fund, but I would like the Commission's comments and support before I make that recommendation to the Council in the 2002 Budget considerations, which are soon to begin. This is a significant expenditure the Council may be hesitant to include in the budget unless there is a strong need or support for it. Recommendation: Discuss the value or need of this tennis court. Removal of the court is also an option that if considered, should be discussed with the residents near the park. City ij &Mendota Heig is Parks S' Recreation Commission June 12, 2001 Memo to: Parks and Recreation Commission i From: Guy Kullander, Parks Project Manager Subject: Request for funding of Park Crime Watch Mounting Poles Background: At last months meeting the Police Department presented their idea of installing Park Crime Watch Signs in local parks where automobile break ins have been occurring. The cost of printing the signs was funded from a Police Department budget item for crime presentation but the cost for mounting poles had not been considered. Public Works also have tight budgets and are requesting that the Park and Recreation Commission considers using Special Park Funds to cover the cost of the mounting poles and hardware which comes to approximately $150.00. Action Required: If the Commission wishes to fund the cost of mounting poles for Park Crime Watch signs they should make a recommendation to the City Council. Valley Park Pedestrian Bridge Installation to Replace Damaged Culverts The City Council directed staff to proceed with plans, specifications, and bidding of this project. The City Council accepted the recommendation from the Commission to fund this $37,000.00 repair project, 50% from the Special Park Fund and 50% from the Storm Water Utility Fund. Work should be completed in early October. In the interim gravel has been placed in the washed out area. 2. Lexington Avenue Bike Trail (Mendota Heights Rd. to Wagon Wheel then east on Wagon Wheel Tr. To park) City Engineer Marc Mogan is currently working on the plans and specifications for this project that he has assured me will be built this construction season. This project requires approvals from both Dakota County and MnDOT. 3. Replacement of Roger's Lake Play Equipment City Council has accepted the Commission's recommendation to award this project to Earl F. Anderson. Work on this $27,000.00 project should be completed n July. Roger's Lake - $23,500 (including the nautical theme & $3,500 for surfaced pathways in Marie Park.) 4, Marie Park —Replacement of Hockey Boards The old boards have been removed and bids are currently begging accepted for replacement posts and boards. Funding for this improvement ($12,000) comes from the General Fund. 5. Friendly Hills and Marie Park Warming Houses Both of these warming houses recently required the replacement of metal doors and frames. This became a difficult operation due to the deterioration of the wood around the door areas. Both warming houses are around thirty years old. Funding from this work also came from the General Fund (approximately $3,000) 6. Resurfacing of Roger's Lake and Friendly Hills Tennis Courts The 2001 Budget contained $12,000.00 for the resurfacing of the Ivy Park tennis courts that had severe cracking and settling resulting in an uneven playing surface. The original estimate was a "guesstimate" with the intention of doing a detailed reconstruction plan following acceptance by the Council for the 2001 Budget. A detailed reconstruction plan was developed that includes removal of the asphalt surface, correction of unstable sub -soils, drainage improvements, new asphalt surfacing, applied topcoat surface, playing lines, fence replacement/repair for a total cost of $30,000.00 which is over 250% of the funds budgeted. Staff had received several inquiries as to when repairs to the courts at Friendly Hills and Roger's Lake Park would be considered. Both of these courts were scheduled for resurfacing in 2002. Staff decided to resurface these two courts in 2001 and seek funding for the Ivy Park courts in the 2002 Budget. Bids have been received and will be submitted to Council for award on June 19"' with work to be completed by July 15". Low apparent bid is $8,400.00 for both parks. Several thousand of the remainder of this budget will/has been used to lower the turf surrounding the tennis courts that has been "trapping" runoff water on the court surfacing. The turf and soil has been lowered and the disturbed areas reseeded. This type of operation needs to be repeated every ten years or so and will be done at the remaining courts when funds become available. 7. City Entrance/Monument Sign at Dodd &Mendota Heights Rd. The Council has requested that additional maintenance occur at this site so that it has a "park like" appearance. Originally the sign was to be sited in a "natural area" with only low maintenance grasses and volunteer vegetation. Two new Council members have been elected since the plan was approved in 1999. To make this site easy to maintain by our park crew the site must be regarded to accommodate use of riding mowers. Bids for this improvement will be before the Council on June 1 9". Funding will come from the Tax Increment Finance District site maintenance account.
