CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES JULY 10, 2001 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, July 10, 2001, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Richard Spicer and Commissioners Stan Linnell, Dave Libra, Larry Craighead, and Paul Portz, Raymond Morris, and Jay Liberacki. City Staff present were Recreation Programmer Mary Hapka and Administrative Assistant Patrick C. Hollister. Also present was resident Lenny Axelrod. Mr. Hollister took the minutes. MINUTES Commissioner Linnell moved to approve the June 12, 2001 minutes. Commissioner Moms seconded the motion. AYES: 7 NAYS: 0 MENDOTA ELEMENTARY SCHOOL PLAYGROUND EQUIPMENT Mr. Hollister reminded the Commission that at the Parks and Recreation Commission meeting on May 8, 2001, Mr, Lenny Axelrod, Mendota Elementary parent, Mr. Steve Goldade, Mendota Elementary Principal, and Mr. Richard Gray of TKDA continued their discussion with the Commission regarding the condition of playground equipment at Mendota Elementary School. Mr. Hollister recounted that Mr. Axelrod had told the Commission that Mendota Elementary had very old playground equipment and that he was searching for various sources of funding to upgrade the equipment and create a "learning center". Mr. Hollister added that Mr. Axelrod had also told the Commission that he was also searching for revenue sources among the school district, the state, and the parent PTA school committee, as well as individual teachers and parents. Mr. Hollister said that Chair Spicer had told Mr. Axelrod that the City's own playground needs had to take priority over assisting the school district with school playgrounds but that in concept he was not adverse to providing assistance to Mendota Elementary for this playground equipment. Mr. Hollister said that Chair Spicer had added that in order to receive his support the equipment would need to meet ADA standards, the City would have to be released from any potential liability, and the City would not contribute more City of elVendota Heights Parks As Recreation Commission August 7, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Subject: Resident's Request (petitions) for Improvements at Marie and Victoria Highland Parks Background: On August 7`", I received the attached letter and petitions requesting improvements at Marie and Victoria Highlands Parks. I have sent a letter to Kathy Ehlers inviting her to the August 14T", Commission meeting. She pointed out that in many cases more then one signature came from a given household. Discussion: Ms Ehlers has requested several improvements upon which I will attempt to provide information regarding each request. 1 . The broken picnic table as well as a request for a second table has been reported to Public Works for resolution. Funding for these items is from their maintenance budget. 2. Victoria Highlands Park was constructed in 1990 following approval of the Parks Bond Referendum in 1989. Prior to development of the current Parks Five Year Plan I visited all of the parks to determine the condition of the play equipment. Components in this park were in very good condition. Upgrades or expansion of this play area is not in the current Parks Plan that extends through 2005. 3. Picnic shelters were constructed in Valley and Roger's Lake Parks in 1972. Shelters were installed at Mendakota Park constructed in 1991. In 1992 two twenty -foot square shelters, based on the design of the structures in Mendakota Park were constructed in South Kensington Park. In 1998 four shelters, identical to those in Kensington Park, were installed, two in Wentworth Park and two in Friendly Hills Park. The decision to place the shelters in these two parks was influenced by the high amount of usage (park reservations) these parks received and because they are larger in area, have very mature trees and are configured in such a way as to provide a feeling of privacy. City gfMendota Heights Parks & Recreation Coffimitvsion August 1, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Subject: Lilydale Request for "Cooperative Funding" of Trail Segment On Lexington Avenue Background: The City of Lilydale created a TIF (Tax Increment Finance) District for the Stonebridge Development (old Shiely Gravel Pit Site) and will use funding from this district to construct a trail system linking Stonebridge to all of the existing condominiums along Sibley Memorial Highway/State Trunk Highway 13. The plan, being developed by BARR Engineering for Lilydale, will be submitted for bids in late summer with the majority of the construction tasks to be completed this fall. Neither Dakota County nor the Minnesota Department of Transportation will participate with the funding of this project, but have been asked to permit construction of the trail along their roadway (Lexington Ave. and Hwy. 13) rights - of -way. Estimated cost of the project is $265,000.00. A small portion of the proposed trail, approximately one-half of a 220-foot segment from the Overlook Condominium driveway to Douglas Road, lies within the City of Mendota Heights. Lilydale is asking the City to (1.) allow construction of their trail within the City of Mendota Heights, and (2.) share in the cost of this segment. See attached letter from BARR Engineering. Recommendation: The Commission should discuss the request from BARB Engineering and make a recommendation to the City Council, (1) of support for the project including permission to work within the City street rights -of -way, and (2) the amount of City funding, if any, towards this project. Action Required: Make two recommendations to the City Council: 1 . Support of the project 2. Funding support, if any, to come from Special Park Fund. Cost Est..xls City of✓Ylendota Heights Parks & Recreation Commission August 2, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Woeefe Subject: Request for Trail Signage — "Bicyclists to Alert Pedestrians" Background: During the Public Comments portion of the City Council meeting held on July 24`", a resident requested the City Council install "caution" signage along the trail system. (See Sun Current article below) Discussion: The Council directed that this item go before the Parks and Recreation Commission for discussion. Currently there are approximately twenty-two miles of trails maintained by the City not including widened roadway shoulders nor the Great River Road trail along the river. I estimate that each sign and mounting pole would cost approximately $40.00 not including staff time to install. Assuming four signs per mile approximately eight -eight signs would be required for a total cost of $3,500.00, not including staff time and equipment. Action Required: Make a recommendation to the City Council on the appropriateness of this request and recommend a funding source (Parks Maintenance Budget or Special Park Fund) 112001 Mendota Hiker seeks protection from bicyclists . He said a notice also will go into a city newsletter regularly mailed to residents. — Compiled by, Merrily Helgeson City of✓Ylendota He49 is Parks *Recreation Commission July 19", 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager�� Subject: MAHA Interest in Specific Park Improvements On July 18`" I had a phone conversation with Scott Miller (MAHA) regarding various projects he wished to bring before the Parks Commission for consideration. I provided him with any "history" I was aware of on the various items discussed. I believe he will come before the commission in the near future. Project proposals discussed: 1 . Dugouts for the baseball field at Sibley Park/Sibley High School. I recommended he get input for the Athletic Department at the High School before he approaches the Commission. I also suggested he have a preliminary design in mind and approximate costs involved. 2. Safety netting for the "hub area" at Mendakota Park. The commission has visited this issue numerous times and that it was included in the 2001- 2005 Capital Improvement Plan for consideration in 2005. 3. Installation of a large "lock box" at the Civic Center ballfield. Currently there is a small box which, is not large enough to store all of the equipment they wish to store at the ballfield. 4. Provide a tarp for that would be used to cover the pitching mound at the Civic Center ballfield. 5. Construct practice pitching mound(s) at the Civic Center ballfield along the outfield fence lines. This would require safety fencing as well as the pitching mound and catchers box. Action Required: None required at this time. This memo is for information only. City of Mendota Heights Parks and Recreation Commission August 8, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager /7 Subject: City Budget for 2002 Background: The City Treasurer and City Clerk are currently compiling a Draft 2002 Budget for Council review. The City Clerk has informed me that the 2002 Improvement Projects from the Parks Five Year 2001-2005 Capital Improvement Plan will be included in the Draft Budget. The City Treasurer has informed me that this year's budget will be a difficult due to the lack of state aid and levy limits. Last year the state aid amounted to $500,000. This year it is $13,000. With the existing levy limits making up the "shortfall" is making the budget process difficult. Discussion: The above mentioned "shortfall" effects the Parks Five Year an for improvement projects in 2002. The 2001 budget included $12,000, in the Parks Maintenance Budget (General Fund) for reconstruction of the double tennis courts in Ivy Park. This work was not done due to a lack of adequate funding. A final engineers estimate projected the cost of this project in excess of $30,000, Staff decided to move the Ivy Park project to 2002 and use the existing funding to resurface the Friendly Hills and Roger's Lake courts, which were in poor shape and were scheduled for repair in 2002. This work was completed in July. A funding request for $35,000 to reconstruct the Ivy Park courts was put into the 2002 Parks Maintenance Budget (General Fund). The Treasurer informed me that this item has been moved, in the Draft Budget, to the Special Park Fund 2002 Improvement Projects. He further stated that this was the only way to fund this project in 2002. Action Required: If the Commission does not want the Ivy Park project to be included in the 2002 City Budget they should so inform City Council and City staff working on the 2002 Budget. City of✓Ylendota Hei0lats Parks J� Recreation Commission August 8, 2001 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Subject: Updating the Parks Five Year 2001-2005 Capital Improvement Plan Background: On December 5, 2000 the Commission recommended to the City Council that they .,."acknowledge and accept the Parks Five Year 2001-2005 Capital Improvement Plan as a working guide and budget forecasting tool that would be annually updated to recognize the needs of the park system." (see attachment A-1 ) Attached to that memo was a copy of a memo I prepared for the Commission regarding projected revenues of the Special Park Fund through 2005. In that memo I suggested that total capital improvement expenditures through 2005 should be held to approximately $400,000.00 or an average of $80,000.00 per year. The Commission used these figures when developing the Parks Five Year plan. (see attachment A-2) Discussion: During the past few months the Commission has recommended expenditures from the Special Park Fund, which were subsequently approved by the City Council, which had not been included in the Parks Five Year 2001-2005 Capital Improvement Plan developed by the Commission in November 2000. The washed out culverts in Valley Park led to a $1 5,000 commitment in matching funds to install a bridge at this problem location. A donation of $8,000 towards playground upgrades at Mendota Elementary School was recently approved and the inclusion of the project to reconstruct the Ivy Park tennis courts, n the Draft 2002 City Budget, adds a $35,000 expenditure not in the original plan. These three items, combined with all of the original projects, raises the projected five-year total expenditures from $394,000 to $452,000. Attached for your review (attachment A-3) is an updated version of the Five Year Plan, with summary, that includes the above three mentioned projects. CITY OF MENDOTA HEIGHTS MEMO December 1 , 2000 Memo to: Mayor, City Council, and Interim City Administrator From: Guy Kullander, Parks Project Manager Subject: Parks Five Year (2001-2005) Capital Improvement Plan Introduction: In June, the Parks and Recreation Commission postponed developing a capital improvement plan due to uncertainties in future revenue dedications to the Special Park Fund. On January 1, 2000 the Special Park Fund balance stood at $263,000,00, well below the minimum balance of $300,000.00 the commission had voted to maintain. In late fall the City Council offered to transfer cell tower revenues, in the amount of $60,000.00 per year for three years, to the Special Park Fund for infrastructure improvements in the park system. The Commission renewed their efforts and reviewed the capital improvement, infrastructure and maintenance needs of every park, trail and open space component of the system. A final draft plan was reviewed and approved by the Commission at their November meeting. The Commission has recommended that City Council acknowledge the Mendota Heights Parks Five Year (2001-2005) Capital Improvement Plan as a working guide and budget document that is intended to recognize the needs of the parks system and ensure its preservation. Discussion: The Parks and Recreation Commission's thorough review of the park system involved many details and conflicting priorities. Generally, most items that are considered repair, maintenance or replacement of existing facilities are scheduled from the General Fund and were not included in this plan. The Special Park Fund has been considered the appropriate place for "new" facilities or upgrades in the system. The City has not built nor does it maintain a football facility, nor are any of the soccer fields used for football. 2. At the July 24" City Council meeting the Council awarded the Street Slurry Seal contract which included resurfacing of the existing trail along Mendota Heights Road. Cracks will be sealed prior to the application of a quarter inch thick slurry seal emulsion. The City has used this maintenance technique on other trail segments with great success. '� ��ot" �%I — - ��- z 3 0 O L V 0 N O� MENDOTA HEIGHTS POLICE DEPARTMENT INCIDENT SUMMARIES - PARKS CN: 01002205 OFFENSE/INCIDENT: Underage Consumption/Possession of Alcohol DATE: 07/04/2001 23:23:0 OFFICER: Lambert, B 2234 LOCATION: Rogers Lake Park os-o3-2001 SYNOPSIS: Investigated suspicous occupied vehicle parked in park after hours. Identified driver as Brown and passenger as Rollins. Two 12 packs of beer were in plain view in the cargo area of the SUV. Initially Brown did not claim to know where the alcohol came from, but eventually admitted that it was his beer. The vehicle belonged to his mother, Melinda Brown. Initially both parties stated that they had not been drinking alcohol, but they later admitted to have drank some beer. Digital PBT confirmed their report. Brown's BAC was .025 and Rollins' BAC was .026. Both parents were notified of incident. Melinda Brown agreed to have vehicle secured in park and both juveniles were transported to the Brown's. Rollins was to stay at Brown's parents that evening. A message was left at the Rollins' as to where Brooke was and how to get a hold of her. Officers cleared. The evidence has been placed at the MHPD. Tag #s 2-109015/6 were issued for Underage Consumption and Possession. CN: 01002327 OFFENSE/INCIDENT: Suspicious Male DATE: 07/13/2001 17:45:0 OFFICER: Larrive, J 2233 LOCATION: Scenic Overlook SYNOPSIS: On 07-13-2001 at 1745 hours, I was dispatched to the Scenic Overlook to meet a Park Ranger reference a suspicious male. I arrived and spoke with Park Ranger 92830. This Ranger advised me that a male party, who was siting at a picnic table, had been ported as being suspicious to their office earlier in the week. The Ranger advised me that this particular male would sit in his ,icle or at a table for hours, watching people using the trail. The Ranger advised me that the original complainant was anonymous, but stated the vehicle involved was a red Ford Escort station wagon, MN Lic9778KLN and the male was a middle aged heavier set white male. I ran a vehicle check and it came back current and clear to David George Shepard 12-27-56. Shepard was valid and clear. I remained in the area in order to observe this male to see what he would do. The party in question remained seated at a table smoking a cigar. Shepard did not appear to be suspicious, so I cleared. Later in the night, at approximately 2240 hours, I observed that the suspicious vehicle was still parked at the overlook in the same spot. I went to the vehicle in order to make contact with the driver. The owner, Shepard, returned to his vehicle. I asked Shepard what he was doing in the park and I was advised he was watching planes. I asked Shepard if he always sits at the Overlook for this amount of time and he stated on occasion. I informed Shepard of the park hours and he was advised to leave. No further action. CN: 01002339 OFFENSEIINCIDENT: 10-50/H8R DATE: 07/14/2001 12:35:0 OFFICER: Convery, B 2230 LOCATION: Mendakota Park SYNOPSIS: Walk in report of a hit and run accident. Someone left a note on the comp's windsheild with information on a vehicle that struck his car while it was unattended. Made contact with other driver who was not aware she caused damage to the other vehicle.
