PARKS AND RECREATION COMMISSION MINUTES
NOYEMBER 13, 2001
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, November 13, 2001, in the Council Chambers at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Richard Spicer and Commissioners
Stan Linnell, Larry Craighead, Paul Portz, Raymond Morris, and Dave Libra.
Commissioner Liberacki was excused from the meeting. City Staff present were Parks
Project Manager Guy Kullander, Recreation Programmer Mary Hapka and
Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes.
Councilmember Mary Jeanne Schneeman was also present until 7:00 pm.

Commissioner Linnell moved to approve the September 20, 2001 minutes.

SKATEBOARD PARK REQUEST
The following residents were present in the audience for this discussion:

Matt Englehart presented a petition with 189 signatures [attached] that read as follows:
Petition in Support of a Free Community Skatepark in Mendota Heights
We the undersigned as citizens of Mendota Heights, N1N support the development of a
free Skatepark in our city. We recognize the need for and the benefits of a free public
Ms. Hapka said that in regards to neighborhood responsezduring the first year of
operation of the South St. Paul skateboard park there were many neighbors who objected
to the skateboard park. Ms. Hapka added that the Parks and Recreation Department had a
uniformed officer at the skateboard park for approximately one week due to problems
reported by the public and that a skateboard park supervisor was also added. Ms. Hapka
added, however, that during the 2"d year of operation the neighborhood seems to be much
more supportive and problems have significantly decreased with the addition of the
supervisor.
Ms. Hapka concluded that Mr. Dippel reported that he feels the Tier 1 skateboard park
provides an excellent place for skateboards to congregate and pursue the activity of
skateboarding. Ms. Hapka said that Mr. Dippel is currently in the process of contacting
Steve Sullivan, Director of Dakota County Parks, in hopes of having a Tier II skateboard
park developed at one of the county parks in northern Dakota County,
Commissioner Moms noted that the City is currently discussing whether to resurface or
remove the Ivy Tennis Courts, and that this may be an interesting way to resolve that
issue by replacing the Tennis Courts with a skate park.
Mr. Hollister noted that several years ago the City had paved the Friendly Hills hockey
rink to accommodate skateboarders and in -line skaters. Mr. Hollister said that this may
be a more appropriate location for a skate park and that the City could start incrementally
by purchasing or leasing a single portable ramp or jump on a trial basis next summer.
Mr. Hollister said that it might also be possible to stage a "demonstration event" at next
year's "Celebrate Mendota Heights Parks". Mr. Hollister added, however, that the City
would have to consult with the League of Minnesota Cities regarding insurance
implications and the need for staff supervision of this activity, the cost of both of which
would have to be accounted for.
Chair Spicer pointed out that the Council Budget Workshop was about to begin in the
nest room, and that Councilmember Schneeman would be joining that workshop in a few
minutes. Chair Spicer asked Councilmember Schneeman to bring this issue up at the
Budget Workshop.
Councilmember Schneeman said that she would inform the rest of the Council of the Park
Commission's discussion on this issue this evening, and then lift for the Budget
Workshop at 7:00 pm.
Chair Spicer told Mr. Englehart that this item would be scheduled for a future Park and
Recreation Commission agenda after soliciting Council feedback at the Budget
Workshop and that the City would be contacting him when the item is placed on a firture
agenda. Chair Spicer thanked Mr. Englehart for his presentation and asked him to wait
for the City to call him.

Commissioners Linnell, Morris and Portz indicated their support for Commissioner
Craighead's position. The Commission also discussed whether or not to recommend an
interior bike trail within the development to connect Dodd to Marie, but this was
ultimately dropped from Commissioner Craighead's motion.
Commissioner Portz seconded the motion.

Chair Spicer explained his negative vote by saying that this land had always been private
land, and that he did not view this land as a public resource or the pond as a public
amenity. Chair Spicer said that who ever buys lots nine and ten should not have to lose a
portion of their land and also suffer the intrusion of the public into this development.
Chair Spicer added that the existing neighbors were likely to protest at the public hearing
on this subdivision if they discover that a portion of this development would become a
public park.
Commissioner Morris noted that Loucks' plans called fora 6-foot black aluminum picket
fence around portions of the property, and two artificial "gate houses" at the Dodd and
Marie entrances to the property. Commissioner Morris said that the developer is trying to
create the impression of a gated community even though it will not be a gated
community. Commissioner Morris noted that the City would be building public streets
through the development that the public had the right of access and said that he thought
that "gating off' this subdivision sent the wrong message. Commissioner Morris said
that Mendota Heights is not a gated community. Commissioner Morris said that he found
the portions of the fence at the entrances to this development from Dodd and Marie that
were parallel to the street to be the most offensive and moved to recommend that the City
require those portions of the fence to be removed from the final approval of the
subdivision.
Commissioner Portz seconded the motion.

Mr. Hollister said that this application would not appear on the Planning Commission's
agenda for November 27 and invited the Pazks Commissioners to attend that meeting if
they wished.

SUBJECT: Third Town Center Discussion with Consultant Carolyn Krall
Discussion
Town Center consultants Carolyn Krall and Janis LaDouceur met with the Parks and
Recreation Commission at their regular meeting on April 10 to discuss the open space,
recreational, and civic amenities aspects of the Town Center concept plan.
Councilmembers Jack Vitelli and Mary -Jeanne Schneeman were also present.
The Commission discussed the plan with Ms. Krall and Ms. LaDouceur for about an
hour. Commissioner Craighead then made a motion to make the following nine
recommendations to the Council regarding the Town Center Concept Plan:
Remove or relocate the center building labeled "retail and office" and replace it
with a formal park area. (The Commission felt that the Town Center needed
more green space and that the current "village green" and "town square" spaces
were too small.)
2. Remove roads from the project where they are not necessary to provide access
to the buildings. (The Commission felt that several of the buildings do not need
road access on all four sides as currently planned. Removing roads would
provide more green space.)
3. The Town Center should provide good linkages to the City's bike and pedestrian
trail system and good trail access within the development itself.
4. There should be a tunnel underneath Dodd Road linking the trails in Town
Center to the Valley Park trail system.
5. There should be a pedestrian bridge over Highway 110 linking the Town Center
to Mendota Plaza.
6. Grants should be sought from Federal, State, County, and/or Metropolitan
sources to pay for amenities such as the tunnel and bridge, such as "T-
21 "/"ISTEA" money.
7. All four comers of the Dodd Road/Highway 110 intersection should have
appropriate "landing pads", or pedestrian/bike waiting areas for people waiting
for the light to change.
Keep the Gazebo shown in the plan with appropriate seating for concerts or
other events. Ideally the gazebo should be moved from its current planned
location near Highway 110 to the new center green area created by enacting
recommendation #1 above.
9. All par signage, historical interpretive signage, etc. should be made of a
material more durable than wood, such as stone.
Commissioner Portz seconded the motion. The motion passed on a 7-0 vote with all
Commissioners present.
Ms. Krall told the Pazks Commission that she appreciated their input and that she would
consider incorporating their suggestions into the final design. Ms. Krall advised the
Commission, however, that the Town Center project is quite complex and that all of its
components are interrelated. Ms. Krall said that any significant change to the Concept
Plan could only occur after careful consideration of its impacts to the project as a whole,
particularly in regards to the project' s overall economic feasibility. Ms. Krall met again
with the Parks and Recreation Commission at their June 12, 2001 meeting to discuss
these ideas in more detail. In the meantime, Staff also presented the Commission's
recommendations in writing to the City Council.
Ms. Krall will be present again on December 11 to discuss the Commission's
recommendations for Town Center and to provide an update on the Town Center
Planning Process.
Action Required
Discuss the Parks and Recreation Commission's recommendations for the Town Center
development with Ms. Krall.

Subject: Park Bench Donation Program
Background:
At the October meeting the Commission recommended several "minimum"
requirements for this program. The bench should be six or eight feet long, mounted
on a concrete slab, with side arms, back, and with a total cost not to exceed
$1,000. The merits of several bench construction materials were discussed but a
final determination was to be made once a final bench design(s) were chosen.
Discussion:
Although a final bench designs) has not been selected at this time
discussion of the Park Bench Donation Program parameters should proceed. I have
received two inquirers from potential donors requesting more specific information
regarding the program; specifically what amount of donation is required.
Recommendation:
I recommend that the Commission establish program criteria for a Park
Bench Donation Program and submit it to City Council for consideration at their
December 18t' meeting.
I further recommend that a "standard" donation amount of $500.00 be
established for each bench and that any additional costs for purchase and
installation come from the Special Park Fund,

through the donation of a Park Bench to the Parks and Recreation Park
or Trail System.
The process for memorialization will be as follows:
1) Minimum donation required, per bench, shall be 5500.00
2) Recognition or memorial plaque will be attached to an approved
standard bench design(s), selected by the donor
3) Cost of the recognition or memorial plaque will be included
within the donated amount
4) The Mendota Heights City Council must accept all donations

Subject: Replacement of play equipment in Friendly Hills and Valley Parks
Background:
At the November meeting the Commission reviewed proposals from three
equipment suppliers. Cost proposals from two of the suppliers were incomplete and
the Commission desired minor changes from the third before a final selection would
be considered.
Discussion:
Attached is a fax transmission to St. Croix Recreation requesting new
proposals that fit our budget and detail all anticipated costs of the project. The
sales representative for Flanagan sales was verbally given the same information.
St. Croix Recreation final costs are $56,632.60 and Flanagan's is $51,917.47.
The Commission asked that Earl Anderson rework their proposal and suggested
that the rubberized resilient surfacing be enlarged, roofs be added, and that more
play events "end" on the rubberized surfacing. They made the requested changes
and their final cost proposal totals $42,813.90.
When reviewing the attached proposals and equipment layouts please
remember that "fitting" new equipment into an existing area (timber edging,
topography, remaining equipment) can be difficult. Each layout has the necessary
"safe -fall zone" areas marked by a dashed or solid line.
Budget:
In the Parks Five Year (2001-2005) Capital Improvement Plan $37,000.00
was designated for replacement of play equipment in 2002. Also included in 2002
was $4,000.00 for bridge repair/replacement in Friendly Hills Park. This project is
no longer needed at this time and should be revisited in two or three years. Also
included is $2,000.00 to enlarge the entrance gate to a tennis court to
accommodate wheelchairs. To date no request for wheelchair access to a tennis
court has been received by City staff. Also, if wheelchairs were on the court,
during warm weather, damage will occur to the surface similar to what occurs
when roller blades or bikes are on the courts.
Recommendation:
Review the attached proposals. If the Commission selects a vendors) they
should make a recommendation to the City Council for consideration at the
December 18`" meeting.

The City is evaluating play equipment proposal for improvements
at two parks in 2002, The attached proposals submitted last January
by Randy Nelson must be modified. The combined total budget for the
two parks is in the $37,000 to $40,000 range.
The intent of our project is to remove a thirty -year -old timber
structure from each park and replace with new components. Each play
area has existing timber edging and additional play components
installed in 1990 that are to remain in place. The new components are
intended to go in the former location of the removed (by City crew)
timber elements.
Your revised proposal should break down the cost of equipment,
installation costs, cost of pea rock and/or resilient surfacing inside the
timber border, sales tax and freight. Any work outside the timber
border (pathways, landscaping, etc.) will be done by others and the
cost of these improvements will be in addition to the above reference
budget and will not reduce that amount.

Subject: Ivy Park Tennis Courts
Discussion:
The 2002 Budget adopted by the City Council last Tuesday includes
$10,000.00, from the General Fund, to be used only for removal of the tennis
courts and site restoration.
The City Council directs the Park Commission to revisit this issue and make a
recommendation on the future of the tennis courts. If the Commission desires to
reconstruct the courts they must designate the use of Special Park Funds or
request funds from the General Fund in 2003.
If the Commission desires to remove the courts the Council has directed that
neighborhood or community input be sought before the Commission makes a final
recommendation.
Recommendation:
If the Commission desires to remove the tennis courts I suggest that
residents be invited to a public hearing held at the Commission's regular March
meeting. Residents could be notified of the meeting thru an article placed in the
next issue of the Heights Highlights newsletter (published in late January or early
February) plus a press release in the Sun Current.

Subject: Use of Consultant to prepare DNR &Federal Grant Applications
Background:
The Commission expressed an interest in pursuing Federal or DNR grants for
park improvements. The majority of these grants require local participation, usually
in the form or matching funds and/or staff effort. If successful the City could
significantly expand or enhance proposed park improvement projects planned for
next or future years.
Discussion:
The majority of my work assignments come from the Engineering
Department and, I am in effect, "loaned out" for park projects or assignments.
Work loads in Engineering are increasing due to the Town Center, Ridder property,
and other anticipated 2002 construction projects and I do not feel capable of
"blocking out" sufficient time blocks to adequately research and prepare grant
applications in a timely fashion.
If the Commission desires to pursue Federal or DNR grants at this time they
should make a recommendation to City Council to authorize the use of an outside
source to research and prepare one or more grant applications.
Fees could be based on an hourly basis and for the type of grants that could
benefit proposed park improvements I project a per grant cost of $500 to $1,500.
A total, not to exceed, budget of $3,000 should be adequate to pursue two or
three grants.
The Parks Five Year (2001-2005) Capita/ Improvement Plan includes
$10,000.00 in Fiscal Year 2002 for Matching Grant Funds.

SUBJECT: Thank You for Commissioner Liberacki
Discussion
I am sad to report that Commissioner Liberacki has informed me of his intent to not seek
an additional term as Parks and Recreation Commissioner for 2002. Commissioner
Liberacki said that given his new position with a new company, he now has "Tuesday
night meetings as far as the eye can see", and would not be able to attend enough Parks
Commission meetings.
Commissioner Liberacki's term expires as of January 31, 2002. The Parks Commission
has mentioned that resident Kathy Ehlers, who appeared at a Commission meeting earlier
this year, would be an appropriate replacement.
Action Required
Thank Commissioner Liberacki for his service on the Parks and Recreation Commission.
The Parks Commission could expedite the replacement process by recommending Kathy
Elhers to the Council for a replacement.
