DUNE 14, 2005
The June 2005 meeting of the Mendota Heights Pazks and Recreation Commission was
held on Tuesday, June 14, 2005 in the Council Chambers at City Hall, 1101 Victoria
Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Richard Spicer and Commissioners
Dave Libra, Larry Craighead, Stan Linnell, and Missie Hickey. Commissioner Paul Portz
was excused from the meeting. Commissioner Raymond Morris arrived late. City Staff
present were Operations and Projects Coordinator Guy Kullander, Recreation
Programmer Teresa Gangelhoff, and Administrative Assistant Patrick C. Hollister. Mr.
Hollister took the minutes. Councilmember Ultan Duggan was also present for the
discussion of the 50th Anniversary Celebration,
MINUTES
Commissioner Libra moved approval of the May 10, 2005 Parks and Recreation
Commission Minutes.
Commissioner Craighead seconded the motion.

CHAIR SPICER'S REPORT ON COMMITTEE MEETING TO PLAN
2006 PARK CELEBRATION/SOTH ANNIVERSARY RECOGNITION
Chair Spicer provided a report on the planning committee meeting which took place the
same evening from 6:00 to 6:30 pm. Chair Spicer said that Councilmember Mary -Jeanne
Schneeman and Commissioners Craighead and Libra were also at the meeting. Chair
Spicer said that he and Ultan Duggan are co-chairing the committee. Chair Spicer said
that the following preliminary decisions had been made at the first committee meeting:
1. The date of the event will be Saturday, June 3, 2006, and it will coincide with
Celebrate Mendota Heights Parks.
2. Featured entertainment/activities will include the Teddy Bear Band, the Vulcans, a
Petting Zoo, Face Painting, a Putting Contest, a Free Throw Contest, a Bike
Rodeo, and Duggan's Dashes.
RECREATION PROGRAMMER'S REPORT
Ms. Gangelhoff provided an overview of this summer's recreation activities and the June
4, 2005 Celebrate Mendota Heights Parks event. Ms. Gangelhoff said that despite the
rain, she estimated the attendance to be about 500 people. Ms. Gangelhoff thanked the
Commissioners and City Staff who volunteered for the event.

Chair Spicer and Commissioner Craighead volunteered for the Fishing Derby this year.
Ms. Gangelhoff reminded the Commissioners that the Paul Heffron Band would be
playing again on August 24.
The Commission thanked Ms. Gangelhoff for a successful 2005 Pazks Celebration and
for all of the activities that she has planned for 2005. The Commission gave Ms.
Gangelhoff a round of applause.
ACCESSIBILITY IMPROVEMENTS IN CITY PARKS —FUNDED BY CDA
Mr. Kullander explained that the CDA provides CDBG funding to cities and that the
CDA had recently suggested that Mendota Heights should use their share of the money or
risk having it allocated to another City. Mr. Kullander said that he was therefore
proposing that some of the money be used to remove access barriers for handicapped
individuals in the City's parks. Mr. Kullander said that he had prepared a list of eligible
projects for Council review and that the City Council now wanted the input of the Parks
Commission. Mr. Kullander said that his proposed improvements included making the
picnic shelters accessible by having a hard surface to walk on. Mr. Kullander said that
the money could also be used for the removal of barriers in public buildings. Mr.
Kullander said that the Parks Commission had previously considered putting in concrete
bleacher pads but had removed that item from the CIP to make room for other projects.
Mr. Kullander said that he is now proposing to put the bleacher pads back in the CIP.
Mr. Kullander estimated the cost at $15,000. Mr. Kullander said that one improvement
would be the replacement of the wooden footbridge with a culvert and a paved pathway
in Friendly Hills Pazk. Mr. Kullander said that concrete pads aze not currently in the five-
yearplan.
Chair Spicer asked about the status of the anticipated Special Parks Fund contribution
from the OPUS redevelopment of the )�coLab site.

Mr. Hollister explained that it was still.anticipated that if the Council approved the
development, OPUS would be contributing slightly over $300,000 to the Special Parks
Fund. Mr. Hollister added that there is currently a discussion about the possibility of
MENDAKOTA PARK- NEW PLAY AREA STRUCTURE
Mr. Kullander displayed a 3-dimensional model of the "Space Net", his proposed new
play structure for Mendakota Park. Mr. Kullander said that the equipment is
manufactured in Germany and involves steel cables. Mr. Kullander said that he thought
that it would be a good idea to install this equipment in time for the 50`h Anniversary.
Responding to a question as to when trails would be constructed, Mr. Kullander said that
OPUS intends to finish their proposed development in 2007 and that that would be a good
time to pave the trail. Mr. Kullander added that the amenities at Town Center should be
installed by 2007, and the Commission's requested trail north on Dodd Road would be
built at the same time.
Chair Spicer asked Mr. Kullander how much would be left in the Special Parks Fund at
the end of 2005.
Mr. Kullander said that about $200,000 would be left at the end of 2005, not including
the dedication from OPUS. Mr. Kullander said that if the Space Net is approved another
$20,000 would have to be deducted.
Chair Spicer asked what Mr. Kullander would propose to take out to make room for the
Space Net,
Mr. Kullander said that the Victoria Highlands and Ivy Falls play equipment could be
postponed. Mr. Kullander said that the City is currently paying the vendor an additional
$500 - $1000 to store old components removed from Marie Park which can be
reconditioned and re -installed in another park.
Chair Spicer remarked that the Special Parks Fund could save about $70,000 by
postponing the Victoria Highlands and Ivy Falls projects. Chair Spicer asked if any
similar Space Nets existed in the Twin Cities.
Mr. Kullander said that Maple Grove has had one for about twenty years.
Chair Spicer asked what the surface would be underneath the equipment.
Mr. Kullander said that
the
surface would be
shredded wood and that this met the fall
safety issues and would
be
totally accessible
to the handicapped.
Chair Spicer asked if this equipment would affect the City's insurance.
Mr. Kullander said that it would not.
Commissioner Morris moved to recommend that the Councilapprove the purchase and
installation of the Space Net at Mendakota Park in time for the 2006 Celebration.
Mr. Kullander said that that matter was still in court, but that it appeared that any future
development proposals for that land would require an Environmental Impact Statement.
Commissioner Morris said that the Trust for Public Land was talking with the landowners
about purchasing the property and that in his experiance the Trust serves as a conduit to a
final landowner. Commissioner Morris said that state and federal agencies may be
interested in the land.
Commissioner Libra asked if a federal agency may wish to place a structure on the land.
Commissioner Morris said that a federal agency may be interested in preserving the
historic landscape.
UPDATES
Staff provided the following. updates:
• Police Report
NURT TRAIL
Mr. Kullander said that he had placed an additional item at the Commission's dais this
evening, the proposed alternate alignment of the NURT trail. Mr. Kullander said that the
original plan shows the trail along the north end of the pond along Market Street, but that
Mr. Fefercorn had now expressed a preference for the trail to be along the south side of
the pond. Mr. Kullander explained that Mr. Fefercom did not like the look of the safety
rail that would be required for the original alignment. Mr. Kullander said that he was
looking for an opinion from the Parks and Recreation Commission about which
alignment they would prefer.
Chair Spicer asked if MnDOT would even approve a re -alignment.
Mr. Kullander said that City engineering staff was currently scheduling a meeting
between MnDOT, the County, and the City on that very question.
Commissioner Libra said that he thought the south alignment was as good as the north
alignment.
Commissioner Morris said that he would prefer to go with the original design, and let the
County install the railingssrather than the new design, which requires the City to build the
railings if the original trail`=were to be built by the City.
Commissioner Craighead said that he sees the northern alignment as primazily serving
walkers and the southern alignment as primazily serving cyclists.

Park Celebration 2006-50years
We met June 14, 2005 prior to the park commission meeting to discuss plans for next years
50"' Birthday for the City of Mendota Heights. I will continue to work on the children's events
and entertainment, moving it to later in the day. We will meet again prior to the next
commission meeting to continue with plans.
Youth Trips
The summer trips are taking place each Thursday during the summer and will end August
25'hwith our annual trip to Valley Fair,
Tennis
At last count we have over 160 kids in our tennis program this summer. Tim Garvey and his
assistants and volunteers are doing a great job bringing the game of tennis to Mendota
Heights kids. We also have a travel team competing with other cities in the afternoon. We
are planning a big picnic for all the kids to end the program on July 29. Staff: Judy W. and
Kathy S. volunteered to come and grill hot dogs and serve lunch to all the kids. We will plan
games and have lots of prizes to give away.
Fishing Derby
Our fishing derby is now full and we will not have a waiting list. The derby will be held at 6
p.m. on Wednesday, July 13�' at Rogers Lake Park. Let Teresa know if you would like to
volunteer! Kevin Hall magic will perform at the end of the derby as one of our Performances
in the Park series and everyone is welcome to attend the show even if your not entered in
the derby.
NDC4 Cable has plans to cover the derby this year and highlight it on its cable station and
run it over the summer in a half hour show. My three daughters and my niece and nephew
will host the show, give demo's and interviews -Cliff Timm of course and our fishing pro Scott
Seaton)and plan to catch kids in action at the derby. Should be a fun night! I will let you know
when the show will be aired.
Imagination Station
The traveling variety show will make appearances again at both Marie Park at 1:30 and
Friendly Hills Park at 3:00 every Monday for 6 weeks starting June 20. Monday July 4 show
will be performed on Wed. evening July 6 because of the Monday falling on a holiday.

Safety Camp
Another camp has been planned for August 16, 17 and 18. Flyers went out to all MH 3 and
4" graders. Ken W (along with another MH firefighter yet to be named), Brian C. and Mario
(Police) have all committed to volunteering at this years camp. At this time we only have 6
spots left!
Cable TV Show "Community Park Connections"
I taped the summer episode. The show will air all summer M-F at 6 pm and Fridays at 10
am and Sat. at 1 pm.
Softball
Leagues are underway. We have 6 women's D teams, and 15 men's D teams (21 teams
total) playing at Mendakota Park on Tuesday and Thursday evenings. Our end of the season
playoff tournament will be Saturday, July 30 for all leagues.
Golf
We are running the same program as last year at the Par 3 this summer. No Saturday
lessons or leagues.

Subject: North Urban Regional Trail (NURT)
Background:
Dakota County has been working with the City and MnDOT to design a
segment of the North Urban Regional Trail located north of Hwy 110 from Dodd
Road easterly to Delaware Avenue.
MnDOT has reviewed the final plans, locating the trail between the
frontage road and Hwy 110 west bound lanes, and have informed the City and
County that they will not issue a "Limited Use Permit" for trail construction
within the Hwy 110 right-of-way due to concerns regarding safety and storage
of storm water. They have indicated that if the trail were to be relocated north
of the frontage road they would issue a permit. Without this permit the project
can not proceed and the Federal Funding (80% of project costs) will be lost.
Discussion:
The City Council discussed this issue last Tuesday and directed the
Parks and Recreation Commission re -visit this project and to consider the
option of locating the trail north of the frontage road. Dakota County has
mailed notices to the fifteen residents that front along the frontage road (notice
attached) inviting them to attend the July 12th Commission meeting. Dakota
County staff will attend the Commission meeting.
Staff has installed a four foot high wood lath along the frontage road that
indicates a distance of fourteen feet behind the curb or edge of asphalt. If
constructed on the north side there would be a four foot wide
boulevard/shoulder, ten foot wide asphalt or concrete trail/sidewalk, and a two
foot shoulder (clear zone -no obstructions such as posts, trees, etc.)
Recommendation:
Visit the site prior to tonight's meeting. Allow the County to present this
alignment option and receive comments from residents.
Action Required:
Make a recommendation to City Council regarding proposed trail location
north of frontage road.

Re: Dakota County North Urban Regional Trail, Phase 2
Dear «FULLNAME»:
As you know, Dakota County has been working over the past year with the Cities of
Mendota Heights and West St. Paul and with the MN Department of Transportation (MN
DOT) on designing a segment of the North Urban Regional Trail (NURT) in your area.
The trail segment had been planned to run on the north side of Highway 110, between
the highway and the frontage road, from Dodd Road in Mendota Heights to Charlton
Street in West St. Paul. The trail would be in MN DOT's highway right of way for most of
its route. In their project review for trail construction later this summer, MN DOT recently
denied the trail permit to place the trail in their right of way, between the highway and the
frontage road, because of safety considerations.
To preserve and use the federal funding that was secured through a competitive grant
process in 19993 the trail would have to be re-routed within the same general corridor
along the highway and frontage road rather than along another street. MN DOT staff
have indicated that the public right of way on the north side of the frontage road is an
acceptable routing option. Although we recognize that the city and neighbors strongly
supported the trail on the south side of the frontage road, we feel that we are obligated
to re -explore a modified northern route to maintain the federal grant funds.
The Mendota Heights Parks and Recreation Committee will be holding their regular
meeting on Tuesday, July 12, 2005, beginning at 6:30 pm, and will discuss the
alignment of the North Urban Regional Trail. We invite you to attend this meeting to find
out more about the project and to share your opinions on the trail route and design. The
meeting will be held at the Mendota Heights City Hall, located at 1101 Victoria Curve
(Near Lexington Ave. and Highway 110). Drawings and maps of the route will be
available for review.
When this segment and other remaining segments are in place, the North Urban Trail
will be an east/west trail connection to link neighborhoods, parks, and schools in
northern Dakota County and will link to the Big Rivers Regional Trail in Lilydale and to
the Mississippi Riverfront Trail in South St, Paul. Local taxes or assessment are not
required for this project. Federal Transportation dollars will fund 80 percent of the
construction costs and Dakota County will fund the remaining 20 percent.

Subject: Dakota County North Urban Regional Trail
Background:
Planning for this trail began in 1989 and a proposed trail alignment for
the segment north of Hwy 110 was completed in 1994/95 (see "Location
Alternatives" attached). Alignment ("C"), located north of Hwy 110 from Dodd
Road westerly to Delaware Avenue, was selected because it was "...the least
negative route of the three". Route "A - Wentworth" ranked lowest due to steep
grades up from Valley Park to Wachtler, narrow right-of-way on Wentworth
that would necessitate land condemnations, and buildings located close to the
existing roadway. Route `B — Marie" would have affected twenty-six residences
because the new trail would be constructed six feet closer to their homes (a
total of 14 feet from back of curb) to meet safety standards. Most of the homes
along Marie were constructed a distance of from 55 to 75 feet behind the
curb/gutter.
"Route C", if located north of the frontage road would affect fifteen homes
located (from west to east) 43', 50', 68', 87', 101', 114', 1203, 1102, 767, 82% 73',
85% 102', 150', and 142' feet behind the curb or edge of roadway. Existing
landscape features (trees, shrubs, etc) would be impacted by trail construction,
as they also would on Routes "A 8s B". The existing MnDOT / Hwy 110 right-of-
way is sufficient in width that no additional land (condemnation) would be
required if the trail were to be located north of the frontage road.
Discussion:
MnDOT has informed Dakota County and City staff that they will not
approve a "Limited Use Permit" for construction of a trail within Hwy 110 right-
of-way if the trail is located between the westbound lanes of Hwy 110 and the
north frontage road. MnDOT did inform us that if the trail were to be located
north of the frontage road the permit would be approved (see attached Phase 2
alternate route graphic and NURT phase 2 typical sections drawing).
Without an approved "Limited Use Permit" the County can not proceed
with this project and the funding grant for this project will be lost unless a
construction contract is awarded by September 1st,
To bring this project "back to life" the County would need to find a trail
route acceptable to the City, County, and affected property owners, design the
trail, submit the design to Metropolitan Council and various agencies for review
and approvals (including MnDOT if within Hwy ROW), and once the design is
approved apply for a trail funding grant. County staff indicated that there best
guess at a time frame would be five to ten years (presently the County is
seeking funding grants for approved projects to be constructed in 2009).
Action Required:
If the City Council does not wish the NURT trail to be constructed north
of the frontage road they should direct staff to so notify County staff and to
remove this issue as a discussion item from the July 12th Parks and Recreation
Commission meeting agenda.
Or, if the City Council desires input from residents in the Freeway Road
neighborhood before making a decision they should request the Parks and
Recreation Commission discuss the implications of a trail located north of the
frontage road on July 12th and make a recommendation to the City Council for
consideration at their July 19th meeting.

Subject: Council Action: Park items at June 21st meeting
Background:
Several park improvement projects, recommended by the Commission at
their June 14th meeting, were placed on the June 21st, 2005 Council meeting
agenda for consideration.
1. Item 6.f - North Urban Regional Trail alignment around pond at Dodd 8s
Hwy 110. Commission indicated they preferred the trail to be located north
of the pond rather then on the south side.
Council took declined to take action at this time.
2. Item 6.h - Use of CDBG funds to remove barriers in parks. Commission
recommended use of this funding source to remove barriers to handicap
and the elderly in City parks. Council directed staff to prepare plans
and to work with Dakota County Community Development Agency
to use this funding source for specific qualified improvements.
3. Item 6.k- Use of Special Park Funds for construction of bleacher pads at
City ballfields. Commission requested that bleacher pads be installed in
conjunction with project described in item 2 above. Council approved use
of Special Park Funds for proposed improvements.
4. Item 10.d - Mendakota Park - new play structure. The Commission
recommended installation of a "spacenet" climber play component is
installed prior to the 2006 Park Celebration. Council declined to
approve this project (at this time) and wished to observe usage of a
similar unit planned for Somerset Elementary School this summer.
5. Item 10.e - Valley View Heights Park - replace playground. The
Commission proposed improvements at this playground in 2006 rather
than 2007. Council approved Special Park Funds for this project to
be constructed in 2006.
Discussion:
After declining to approve the installation of the "Spacenet Climber" play
component in Mendakota Park the Council members were asked to recommend
which of the remaining parks scheduled for rehabilitation they would like to be
included as the second playground project in 2006. Council indicated that
they would like improvements be made at Ivy Hills Park in 2006.
Recommendation:
Review 2006 project options identified in memo titled "2006 Capital
Improvement Projects"

Subject: 2006 Capital Improvement Projects
Background:
The City Council has approved use of Special Park Funds in 2006 for the
replacement of the Valley View Heights Park playground at an estimated cost of
$25,000. The Council has also suggested the Commission consider playground
upgrades at Ivy Hills Park that are estimated at $35,000.
A third project, identified by the Commission for completion in 2006, is
replacement of three backstops at youth fields in neighborhood parks. This
project has as yet not been presented to Council for approval. Estimated cost
for this project is $21,000.
Assuming all three projects are completed in 2006 the total expenditures
for the Special Park Fund should be approximately $97,000.00 ($81,000 plus
20% overhead-$16,000).
Discussion:
Expenditures from the Special Park Fund in 2005 will be greater than
originally projected due to the addition of two projects. First was a request from
Somerset Elementary for $10,000 to assist with their playground upgrades,
and second was the recent approval of $15,000 for installation of concrete
bleacher pads at City ballfields.
Projects completed or underway in 2005 include: 1. Skate Park
improvements @ $28,000; 2. Marie Park playground upgrades @ $38,000; and
3. Wentworth Park playground upgrades @ $50,000 for a total of $116,000 not
including overhead (est. 12% to 18% - $14K to $21K).
Recommendation:
The total projected construction costs for 2006 projects ($81,000) may
seem lower than previous years but due to the two additional expenditures this
year ($10K and $15K = $25,000) I recommend that only the three projects
identified above be considered for completion in 2006.
Action Required:
Accept the recommendation or re -consider two former 2006 projects that
have been re -scheduled for a future year (Friendly Hills Park skating rink
lighting @ $20,000 and/or Victoria -Highlands playground rehab @ $35,000),

The City Council has scheduled a workshop meeting for July 19�, 2005
in the City Hall large conference room, beginning at 7:00 p.m., to discuss this
issue with representatives from the Trust for Public Lands.

SYNOPSIS:
On Tuesday, 06/14/05 at about 2330 Ins, I, Officer Steve Meyer #2213, arrived at Kensington Park to lock the bathrooms. On
the north wall of the bathroom building, next to the men's room door I observed the words, "Fuck you nigger blacks" spray
painted on the wall. At about 2230 hours on 06/13/205 this damage was not visible.
No witness or suspect information was available at the time of this report. Please forward this information to the Parks
department, or public works department for clean up.
Cleared at 2343 hours.

SYNOPSIS:
MHPD were advised that the pile of wood chips in Marie Park were "smoking". On arrival and on conversation with PWG
supervisor, Tom Oland, it was determined that no fire hazard exists. The appearance of smoke was, in fact, steam rising as a
result of the weather conditions. The large pile of wood chips are there as the playground area is being redone by a private
contractor.
