OCTOBER 11, 2005
The October 2005 meeting of the Mendota Heights Parks and Recreation Commission
was held on Tuesday, October 11, 2005 in the Council Chambers at City Hall, 1101
Victoria Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Richard Spicer and Commissioners
Stan Linnell, Dave Libra, Missie Hickey, Raymond Morris, and Paul Portz,
Commissioner Larry Craighead was excused from the meeting. City Staff present were
Operations and Projects Coordinator Guy Kullander, Recreation Programmer Teresa
Gangelhoff, and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the
minutes.

Commissioner Libra moved approval of the August 9, 2005 Parks and Recreation
Commission Minutes,

CHAIR SPICER'S REPORT ON COMMITTEE MEETING TO PLAN
2006 PARK CELEBRATION/50TH ANNIVERSARY RECOGNITION
Chair Spicer said that he and Councilmember Duggan co-chaired the Committee meeting
at 6:00 this evening to talk about next year's SOth Anniversary Celebration. Chair Spicer
said that discussions focused on items such as comemorative shirts, colors, stickers, and
logos. Chair Spicer said that the Committee also discussed scheduling of the 5K
walk/run, the car show and parade with guest dignitaries, and bingo at the senior center.
Chair Spicer reminded anyone watching on television that the 501h Anniversary
Celebration will be on June 3, 2006.
RECREATION PROGRAMMER'S REPORT
As.
Gangelhoff provided an overview of recent recreation activities, including the Park
Celebration, Youth Trips, and the Fishing Derby. Ms. Gangelhoff said that Town Square
PILOT KNOB SITE
Mr. Kullander handed out the second draft of the Pilot Knob Restoration Plan, Mr.
Kullander said that the Council would hold a public hearing on the possibility of
acquiring the property on October 18, 2005 and that the public, including the Parks
Commissioners, was encouraged to attend. Mr. Kullander said that if individual Parks
Commissioners had any comments on this issue they should come to the public hearing,
but they could also state them this evening for the minutes.
Commissioner Linnell said that in general, he is supportive of the acquisition.
Commissioner Linnell said that the Restoration Plan seems well though -out from an
ecological point of view, but that the sketch for the public overlook is pretty rudimentary.
Commissioner Linnell said that he was hoping for a larger overlook, such as the overlook
at Frontenac State Park overlooking the river. Commissioner Linnell added that the trail
to the overlook would have to be handicapped accessible.
Chair Spicer said that the main question the Council faced right now was whether or not
to acquire the land, and that he assumed that the Council would refer to the Parks
Commission on issues such as trail design.
Commissioner Libra said that he thought that the vegetation plan to restore native plants
to the site was very good. Commissioner Libra agreed with Commission Linnell that the
overlook could be larger. Commissioner Libra said that the primary emphasis of the
Restoration Plan seems to be vegetation.
Mr. Kullander encouraged the Commissioners to attend next Tuesday's public hearing.
REQUETS FROM RESIDENTS FOR CONSTRUCTION OF TWO TRAIL
SEGMENTS
Mr. Kullander presented two requests from residents for construction of addirional trail
segments. Mr. Kullander said that one request was in the Laurel/Sylvandale/Sunset Lane
area and the other was in Bunker Hills connecting Ridge Place to Valley Park Trail.
Commissioner Moms said that the proposed connection to Sylvandale would be a nice
link, but that the new trail through the Somerset Elementary School playground could
provide the same linkage between the neighborhoods.
Chair Spicer asked Mr. Kullander to determine who owns the property in the vicinity of
the proposed Bunker Hills linkage along Dodd Road and report back at the next Parks
Commission meeting.
Commissioner Hickey asked how many requests Staff has received for each proposed
trail segment.
Parks Commission may wish to consider a different location and design to make it less
susceptible to vandalism.

Subject: Inquiry requesting clarification of City's relationship with MHAA
Background:
The City Administrator received the attached e-mail from Mr. Mark Miller inquiring
into the relationship the City has with the Mendota Heights Athletic Association,
Jim Danielson contacted Mr. Miller who indicated that members of the group he
mentioned in his e-mail plan to attend the November Commission meeting.
Discussion:
Attached is a copy of the City "Priorities for Field / Rink Reservations" adopted by
the City Council in 2004.
Staff has not contacted MHAA.
Recommendations:
Provide guidance to staff on how the Commission wishes to address this issue.

PRIORITIES FOR FIELD / RINK RESERVATIONS
1. First priority for use of athletic fields and
park
facilities is
given to programs
sponsored by the
Mendota Heights Parks
and
Recreation
Department,
2. Second Priority for using athletic fields will be given to athletic associations
serving the youth of Mendota Heights residents, including, but not limited to,
Mendota Heights Athletic Association, Sibley Area Girls Fast -pitch, and Sibley
Sting Soccer.
Organized
youth programs are those programs with the following characteristics:
a.
The program is offered on a community wide basis for open participation
by the general youth public
b.
The program is offered on an on -going, annual basis
c.
The program is targeted to similar age brackets on an annual basis
d.
The intent of the program is to serve a broad range of youths in the
community and not be exclusive in nature
e.
Community is defined as pertaining to Mendota Heights residents
f.
Fields will be allocated to these groups in proportion to the amount of
Mendota Heights residents they serve on a program by program (team by
team) basis. The larger the number of Mendota Heights residents in the
organized youth program, the higher the priority for field reservations. The
Parks and Recreation Department reserves the right to request team
rosters with submittal of field request permits. Rosters must be complete
with participant's names, phone numbers and addresses. Game schedules
must also be submitted with permit request to verify the type and amount
of use a particular field receives.
3. Third Priority for use of athletic fields is given to requests by youth programs
serving the Mendota Heights area that are not considered, or not yet considered,
organized youth programs (Priority 2). When a request is received, our first
response will be to encourage the group to work together with the established
youth athletic associations that offer similar programs to avoid duplication of
services.
Group must meet the following basic criteria to be considered for field usage.
a. The group serves Mendota Heights area residents (25% of the participants
live in Mendota Heights and 51 % live within School District 197)
b. The group is registered non-profit with the State of Minnesota
c. The group primarily consists of students that attend public or private
schools located in Mendota Heights.

Park Celebration "50 Years" June 3 2006
I met with the committee working on the 50th Anniversary event prior to the last park commission meeting
in October. We are working on details of the event, I will be putting together most of the youth events at
Mendakota Park and planning the entertainment for the day.
Youth Trips
Over MEA Break I took a group of kid's horseback riding and on a hayride (a very popular trip!) Friday a
group went to Camp Snoopy. Plans for the holiday break include a water park and bowling/roller skating.
I am presently working on that flyer and it will go out to the schools early December. All the information
for trips will also be in the next Heights Highlights.
Fishing Derby
Our derby is set for Wednesday, July 12, 2006
Cable TV Show "Community Park Connections"
I will be taping the winter segment in December and will promote the Cities 50th Anniversary Celebration
along with our winter programs and rink schedules.
Gymnastics, Self Defense Class and Crochet Class
These classes are being offered with WSP Park and Rec. We have a lot of interest in the gymnastics
classes and they are filling quickly.
Skating Lessons
Our skating instructor -Rebecca Rehn will be offering lessons on Saturdays starting in January at Friendly
Hills Rink. Information on lessons will be sent to schools early December with the youth trip flyer and will
also be promoted in the next Heights Highlights.
Ice Rink
I interviewed several applicants the last week of October for rink attendant positions and plan to finish
with hiring in early November.

Subject: DNR Permit for Roadway Improvements of Wagon Wheel Trail
Background:
In November 2003 the Minnesota Department of Natural Resources issued a permit
to the City for proposed improvements of Wagon Wheel Trail that affected Roger's Lake.
The City proposed work to be completed in three Phases. Phase 1 involved replacement
of the lake cross -culvert which was completed in the summer of 2004. The second phase
dealt with placement of fill along the north side of Wagon Wheel Trail and the third deals
with construction of the roadway to MSA standards.
Discussion:
The DNR permit granted to the City was for a two year period. As work has not as
yet begun on the roadway improvements, staff has requested an extension of this permit
with a new completion date of 2010. By securing an extension of the existing permit the
City not have spend considerable time and expense on another permit when road
improvements are order in by the City Council.
Action Required:
None. This memo is for information only.
Phase III
The Phase III portion of the project will include construction of a roadway section to State Aid
standards. We anticipate that this work will occur within the next five years. All impacts to the
wetlands and Protected Waters will occur in the first two phases of the project.
We have enclosed the following documents for your review and consideration:
1. A completed Public Road Mai�atenarice Short Form Notice,
2. An exhibit which shows the proposed project location,
3. A layout which depicts the proposed project and project impacts,
4. An exhibit which shows a section view of the proposed culvert,
5. A plan set which.shows.the proposed culvert replacement,
6. Cross section sheets which depict the Phase II widening project, and
7. The required application fee.
It is anticipated that the culvert project will begin in November 2003, with an anticipated construction
completion in the summer of 2004.

The City Council has selected Tuesday, December 6th, 2005 for a joint workshop
with the Park and Recreation Commission. Meeting will begin at 6:00 pm in the Large
Conference room at City Hall and end at 7:15 pm, prior to the start of the regularly
scheduled City Council meeting.
The Commission was asked to select and rank park and trail issues from a list

SYNOPSIS:
Victim was riding his bike near the above location when the suspect's dog charged at him. Victim asked the suspect to leash his
dog since it was attempting to bite him. Dog owner became very irate with victim and began running after him in the park
threatening to do harm to him. Suspect chased him for a short distance then left in a full size maroon car with a large bike rack
on the trunk of the vehicle.

SYNOPSIS:
Responded to above location concerning an occupied truck that has been sitting parked in the park for a long period of time. On
scene, I awoke the driver who was extremely disoriented. Medics were contacted due to male being diabetic. Medics advised the
•sale his blood sugar was ok but would like to transport him for further evaluation. The male refused any further medical
attention. The male was driven to his nearby address and left with two adult neighbors after I made contact with his wife who
was lhr and 15minutes away. The neighbors agreed to monitor the male until the wife returned home. They were advised to call
us if needed, 10-8 DICTATED.
