CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES MAY 13, 2003 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, May 13, 2003 in the Council Chambers at City Hall, l 101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Richard Spicer and Commissioners Stan Linnell, Larry Craighead, Paul Portz, and Missie Hickey. Commissioners Dave Libra and Raymond Morris were excused from the meeting. City Staff present were Parks Project Manager Guy Kullander, Recreation Programmer Teresa Gangelhoff, and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes. This meeting was televised by NDCTV and replayed the following Friday at 1:00 pm and 7:00 pm. MINUTES Commissioner Portz moved to approve the April 8, 2003 as written. Commissioner Craighead seconded the motion. AYES: NAYS: BUROW FARM DEVELOPMENT Mr. Hollister told the Commission that the Council had approved the application by Daniel Tilsen for seven lots on the Burow Farm on Victoria Road. Mr. Hollister said that the approval was contingent on the execution of a developer's agreement and that the question of what form the park dedication should take was still unresolved. Mr. Hollister added that it appeared that Mr. Tilsen would be applying for a Planned Unit Development for a 24-unit condominium building on the same property. Commissioner Portz recalled that the Parks Commission had recommended that the park dedication go toward a structure in Marie Park. Commissioner Portz said that he visited Marie Park over the weekend and wondered where an additional structure could fit, since the park is not very large and it appears that there is not much available vacant land left within the park. Commissioner Portz said that the park dedication money might be better used elsewhere. Chair Spicer asked Mr. Kullander to put this item on the agenda for next month's meeting so that Commissioner Libra could be present for the discussion. Chair Spicer asked Mr. Kullander to send Commissioner Libra a copy of this agenda item. Chair Spicer said that the resident should then be invited to the July Parks Commission meeting to discuss this item. LEXINGTON AVENUE TRAIL Commissioner Craighead asked about the status of the Lexington Avenue Trail. Mr. Hollister said that the trail would not be built this year, since Engineering occupied with Town Center. Mr. Hollister said that he would ask City Engineer Marc Mogan to provide a memo to the Commission at their June meeting on the trail. SAINT THOMAS ICE ARENA Commissioner Linnell asked about the park dedication required for the Saint Thomas Hockey Arena, Mr. Hollister said that the Council had agreed to waive the Park Dedication requirement if Saint Thomas Academy could negotiate an agreement with MHAA for ice time. The Commission asked Ms. Gangelhoff to report on the arrangement reached between MHAA and Saint Thomas Arena at the next Council meeting. AYES: NAYS: The meeting adjourned at 7:15 p.m. City of Mendota Heights June 4, 2003 Memo to: Parks &Recreation Commission From: Guy Kullander, Parks Project Manager ,le Subject: Enhance Fishing Opportunities at Roger's Lake Park Background: Mr, Clifford Timm approached the City Council requesting various improvements at Roger's Lake and Lake LeMay that would enhance or provide expanded opportunities for fishing. See attached Council memo dated June 2, 2003. Mr. Timm's energy, enthusiasm, and persistence greatly contributed to improvements made at Roger's Lake Park by the DNR (lake aerator, dock, and shoreline restoration). Discussion: Mr. Timm attended the June 3`d City Council meeting and presented his concerns and proposals to the Council. Issues discussed were environmental impacts, costs, coordination with other regulatory government agencies (DNR, Corp of Engineers, Soil & Water Conservation), park and recreation concerns. The Council informed Mr. Timm that they would like to first look at and resolve the issues at Roger's Lake and then move on to Lake LeMay, The City Council requested Mr. Timm to discuss his ideas and proposals with the Park and Recreation Commission, Recommendation: After hearing Mr. Timm's proposal the Commission may wish to present one or more alternatives to Council for further action. Lake LeMav: Mr. Timm desires to provide fishing opportunities on this lake. He would like the DNR to stock this lake with various sport fish and further proposes that the City acquire land on the lake and provide a public access (parking, access road, etc). Mr. Timm has contacted residents in the Furlong neighborhood and tells us that he has received positive support for his idea to improve fishing opportunities in the lake. Currently most of the shoreline is privately owned, except for the southwesterly tip of the lake that lies within the Highway 55 right-of-way. (See attached map) Resurrection Cemetery is the largest landowner (approximately 50% of the lake area and shoreline areas). A condition of the Resurrection land sale for the Augusta Shores town home development required that a conservation easement prohibit any development along the shoreline. I understand that the cemetery is concerned that recreational activities on the lake would distract from graveside services. I believe Resurrection may take a similar stance in regards to Lake LeMay. To proceed with Mr. Timm's proposal the City would need to: 1. Obtain documentation that placing game fish in this lake is viable. (DNR or a consulting lake ecologist) 2. Hold public hearings 3. Acquire frontage on the lake and suitable park area 4. Construct access road and parking area 5. Consider other park amenities 6. Consider future need for lake aerator to prevent winter fish kill Recommendation: Engage the services of a consulting ecologist to evaluate this lake and to make a recommendation(s) on what parcel(s) of land to acquire for lake shore access. Action Required: The purpose of this memo is to provide some background on these two items in the event Mr. Timm does attend tonight's meeting. If the Council desires to investigate the above two items further, direct staff accordingly. Removal and replacement of backstop at the Civic Center ball field. Existing unit consists of a 20 ft. back section with a 20 ft. wing on either side. Efforts were made seven years ago to attach some sort of hood onto the existing 12 ft high poles. Due to the "undersized" poles only a modified hood, extending 6 ft. to a height of 18 ft., could be installed. The proposed replacement backstop will be 20 ft, high, with a 20 ft. back section and two 30 ft. wings. Extending the wings to 30 ft, was a request by MHAA 2. Installation of 48 inch high fencing, approximately 150 in length, behind the south goal of the youth soccer field at Mendakota Park. This fence is intended to stop errant balls from going into the wooded area under the power lines. Public Works requested that the fence be installed along the edge of the area they mow on the south side of the trail. 3. Repair of backstops in Mendakota Park and one side of batting cage. The backstop fencing has become damaged (bent & curled) since baseball was allowed at this park. One backstop was repaired last year. This improvement will replace the damaged fence fabric at the remaining three backstops and at one section of the batting cage and add three additional horizontal support rails to each backstop. Discussion: Bids are to be received on June 9th and available for Commission review and approval on Tuesday evening. Action Required: If the Commission approves the bids received a recommendation to Council to award the contract would be appropriate. u 0 City of Mendota Heights June 4, 2003 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager Subject: 2003 Improvement Projects Background: The Commission directed staff to place notices in the Sun Current and Southwest Review inviting residents interested in various park improvement projects scheduled for completion in 2003 to attend the June 10th Commission meeting or to contact City Offices. Discussion: Both newspapers were given copies of the attached Notice and asked to include it in their "Community Events" sections. This same Notice and a brief description of the projects along with a request that this be mentioned at the June 3rd Council meeting, was inserted in last Friday News packets delivered to Council members. This play area was developed in 1990 at a cost of $125,000.00 and is the largest play area maintained by the City. Working budget for this project was $20,000.00. Discussion: Earl Anderson originally installed the play components at this park and has, on two occasions, made repairs or modifications requested by the City. As illustrated on the attached plans, new components will be added to the northerly part of the structure and additional rubberized surfacing material will be added on the south side of the play area linking the two existing rubberized area. New accessible play components will be added in the new rubberized area. One benefit of this additional rubberized area will be the elimination of the pea rock that migrates onto the adjacent walking path. The attached proposal does not include approximately $1,900,00 for the paint and repairs. Final cost estimate will be about $18,300,00 Action Required: If the Commission desires to proceed with this project they must make a recommendation to Council for award of contract. a 0 N 0 m } Q City of Mendota Heights I�UITIU7 Z1�li7ilT June 4, 2003 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager A Subject: Hagstrom-King Playground Background: The purpose of this project was to remove the existing equipment and install new equipment that would include swings, a separate area for 2-5 yr. olds and an area for 5- 10 yr. olds. The existing timber border was to be expanded for the additional play elements and the sand base replaced with pea rock and accessible rubberized surfacing. Working budget was $38,000 for equipment and $4,500 for bituminous access trail/path. Discussion: 1 received proposals from three companies last fall for removal and replacement of the play equipment at its existing location. Earl Anderson was the only proposal that met our budget. The other proposals exceeded our budget by fifteen to twenty-five thousand dollars (see attached plan/proposal). After re-evaluating the existing site conditions I became aware that most of the existing timbers are severely deteriorated and that the surrounding slopes only allow the play area to expand towards, and very close to, the existing concrete half -court basketball area. The developer who donated the parkland along with the bituminous trail and playground equipment selected the original location for this play area. Recommendation: I recommend that the new playground equipment be installed closer to and overlooking the softball field. I propose the play area be located mid -way between the roadway and the top -of -slope to the pond. (See attached map) I further recommend that in place of the rubberized and pea rock surfacing materials that a twelve -inch deep wood -fiber (fully accessible) surfacing material be installed. This type of surfacing allows for greater flexibility in the design process when selecting components and is less expensive, which leaves more budget for more components. This improvement was not well received by Council and the direction given to the Commission was any future ski trail plans, when developed, were not to include the existing bituminous pathway within the park. Following the 1989 Parks Referendum the existing dirt pathway through the park was surfaced with asphalt. The existing paved trail includes three bridges across the creek as well as a tunnel under Marie Avenue. The park is predominately tree covered with the only "open" areas being within the power line easement that runs from Hwy 110 to Hwy 13 and several wetland areas. The working budget for the first phase of a cross- country ski trail development plan is $5,000 (this amount anticipated the use of the paved trails and did not include culverts/bridges). Discussion: Commissioners Craighead and Linnell volunteered at the May Commission meeting to tour the park to identify potential trail locations, in the park area north of Marie Avenue, that would require the least amount of clear -cutting. Development of a trail requires a 16 to 20 foot wide area cleared of all trees and brush. Once cleared the trail area must be mowed on a routine basis (by Public Works) to prevent regeneration of any trees or brush. All culverts or bridges along the trail alignment must be designed to accommodate the weight of our riding mowers and maintenance vehicles and be of sufficient size to handle heavy runoff during storm events. Grooming of the trails would be accomplished by engaging the services of an outside source. In 1996 an estimate of $1,500 to $2,000 per season was anticipated. This amount would need to be budgeted yearly under Park Maintenance. Recommendation: Before proceeding with this project the Commission may want to consider involving interested residents. An article in the upcoming Heights Highlites about this proposed project would be one way to reach local ski enthusiasts. �vN TRAIL. This fence was installed to prevent errant soccer balls from going into the yard(s) of homes that were soon to be built north of the soccer field. A ten -foot fence was constructed immediately behind the soccer field end -zone and goal, but due to a drop off of the land this fence only covered two-thirds of the end -zone area thus requiring the previously mentioned fence to stop errant balls. A home was constructed on the adjacent lot in 1992, occupied, and re -sold in 1998. The current owner is David & Rose Vierling (2550 Whitfield Dr. - (651) 470-3459). Discussion: Mr. Vierling states that the existing fence is unattractive and distracts from the value of his home. He would like the City to remove the fence, construct a higher fence behind the goal area and allow him to install trees between the location of the old fence and the City's eight -foot wide bituminous trail (on City property). I have looked at the existing conditions and present the following options for consideration: 1. Do nothing. 2. Remove the fence along Mr. Vierling's property line and allow him to install trees and/or shrubs as he has requested 3. Lower the existing fence from ten -feet high to four or five feet high. This would make the fence less noticeable but still define the boundary (I estimate this would cost in the $1,500 to $2,000 range) 4. If option 3 is approved, it may be necessary to extend the existing fence, immediately behind the goal, to stop errant balls. A ten -foot high end -zone City of Mendota Heights MEMORANDUM June 5, 2003 Memo to: Parks and Recreation Commission From; Guy Kullander, Parks Project Manager A Subject: Resident's Requests for Park Improvements The followin re uests were received b staff durin the ast 4 week Off -road BMX Bike trail. I received a phone call inquiring if the City would consider construction of a BMX Bike course in one of our City Parks. I informed the caller that this would be a "difficult" improvement to construct due to opposition from adjacent residents, environmental impacts, and lack of available funds. I informed the caller that off -road trails existed in Fort Snelling State Park and Lebanon Hills Regional Park and that if he wished to further pursue this issue he should send a letter to the Commission. (The May 29th issue of the Sun -Current contained an informative article about off -road trail improvements in Lebanon Hills) 2. Valley Park -Request for swings A letter (attached) from Frank at Joan Klein was received requesting installation of swings and a bench at Valley Park. I have also received three verbal requests from people in the park when I was visiting the park. The old timber play structure contained two swings (child -bucket type). Due to the dense tree growth and proximity of the creek/drainage-ways the existing play area could not easily (inexpensively) be enlarged when the upgrades were installed. Current safety guidelines require a safe zone of 1-1/2 times the height of a swing structure. A six-foot high, double swing unit requires an area of 18 ft. by 28 ft. This area was not available within the existing border wood. To add a "free-standing" double swing at this park would cost around $10,000 to $12,000 (excavation, border edging, surfacing material, access path and swing set). Action Required: If the Commission desires to pursue either of the above items, direct staff accordingly. It was reported that an ATV was being driven on the bike path at the park. Upon arrival in the area I did not see or hear an ATV. I continued to patrol the area and observed a 4-wheeler in the garage/driveway of 898 Barbara CT. There were three juvenile boys in the driveway. tasked them if they had been riding the 4-wheeler over at the park and on the bike path and they stated they had been. At this time their father arrived home. GOA, CN: 03001488 OFFENSE/INCIDENT: Theft from Vehicle DATE: 05/17/2003 19:55:0 OFFICER: Rosse, T 2237 LOCATION: Rogers Lake Park SYNOPSIS: Responded to MHPD to meet with a party regarding a theft from vehicle. On scene, I spoke with the owner of MN he. GMX072, who advised he had parked his vehicle at Roger's Lake Park near the tennis courts around 1845 hrs and went for a walls. Upon his return at around 1900 hrs, he observed his passenger side rear door wing window broken out with an unknown tool and his dash forcibly pulled back. The stereo faceplate was missing, along with a CD and jumper cables from the trunk. The rest of the stereo was still in the dash. Approximate value of stolen items $150.00. The owner advised he had observed a vehicle leaving the lot as he approached his car but wasn't sure if related or not. Description of vehicle is a newer model gold metallic sedan (larger). No occupant description. Owner given a business card and case number for insurance. City of Mendota Heights MEMORANDUM ADD -ON ITEM FOR MAY 13rH, 2003 AGENDA May 9, 2003 Memo to: Parks &Recreation Commission From: Guy Kullander, Parks Project Manager Subject: Kensington Soccer Fields -Request from resident at 2550 Whitfield Drive to remove fence Background: During the construction of the soccer fields in North Kensington Park (1991) a ten -foot high fence (180 feet in length) was installed, one foot off the property line, along the park boundary/property line north of the easterly soccer field. This fence was installed to prevent errant soccer balls from going into the yard(s) of homes that were soon to be built north of the soccer field. A ten -foot fence was constructed immediately behind the soccer field end -zone and goal, but due to a drop off of the land this fence only covered two-thirds of the end -zone area thus requiring the previously mentioned fence to stop errant balls. A home was constructed on the adjacent lot in 1992, occupied, and re -sold in 1998. The current owner is David & Rose Vierling (2550 Whitfield Dr. - (651) 470-3459). Discussion: Mr. Vierling states that the existing fence is unattractive and distracts from the value of his home. He would like the City to remove the fence, construct a higher fence behind the goal area and allow him to install trees between the location of the old fence and the City's eight -foot wide bituminous trail (on City property). I have looked at the existing conditions and present the following options for consideration: 1. Do nothing. 2. Remove the fence along Mr. Vierling's property line and allow him to install trees and/or shrubs as he has requested 3. Lower the existing fence from ten -feet high to four or five feet high. This would make the fence less noticeable but still define the boundary (l estimate this would cost in the $1, 500 to $2, 000 range) 4. If option 3 is approved, it may be necessary to extend the existing fence, immediately behind the goal, to stop errant balls. Aten-foot high end -zone fence ninety feet in length, curving southeast (to stay on the top of the slope) to the northeast corner of the soccer field would be required. This extended fence would require the removal of four amur-maple trees. (I estimate this 90400t section of fence would cost $3,000) Note: Trees planted on City property by residents, if approved by the City, become the responsibility of the City for future maintenance. Recommendation: If the Commission desires to accommodate this request from Mr. Vierling they must determine an appropriate funding source to cover all costs or expenses and require Mr. Vierling to submit a landscape plan and enter into some sort of "developers agreement" with the City. Available funding sources: a. Special Park Fund (Capital Improvement) b. Parks Maintenance Budget (Overspend 2003 Budget or include in 2004 Budget) c.
