CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES SEPTEMBER 93 2003 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, September 9, 2003 in the Council Chambers at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Chair Richard Spicer and Commissioners Larry Craighead, Paul Portz, Dave Libra, Stan Linnell, and Raymond Morris. Commissioner Missie Hickey was excused from the meeting. City Staff present were Recreation Programmer Teresa Gangelhoff, Parks Project Manager Guy Kullander and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes. This meeting was televised by NDCTV and replayed the following Friday at 1:00 pm and 7:00 pm. MINUTES Commissioner Libra moved to approve the August 12, 2003 minutes with revisions. Commissioner Portz seconded the motion. AYES: NAYS: RECREATION PROGRAMMER'S UPDATE Ms. Gangelhoff presented the Recreation Programmer's Update. Chair Spicer commended Ms. Gangelhoff on her excellent work this summer. PARK RESERVATION FEES The Commission discussed the idea of raising the parks reservation fees for residents/and or non-residents. The Commission decided to leave the fee structure alone for now and asked Staff to bring the fee structure back to a future Commission meeting for an across- the-board inflationary adjustment. AYES: NAYS: ROGERS LAKE SKATE PARK Mr. Kullander said that despite numerous attempts to contact the contractor for the Rogers Lake Skatepark, there has been no response. Mr. Kullander added that fortunately no payment had yet been made to the contractor, and that the City could still decide to use a different contractor. Mr. Kullander said that although the Parks Commission already recommended using True -ride last month, he wanted to check one last time. Commissioner Morris moved to again recommend that the Council authorize Mr. Kullander to switch to an alternate bid proposal from TrueRide, Inc. in Duluth to build the skate park. Commissioner Portz seconded the motion. AYES: NAYS: PARK DEDICATION FEES Mr. Hollister said that at the August 2003 Commission meeting, the Commission had requested that this item be continued to the September 2003 meeting. Mr. Hollister said that at a recent City Council meeting, Councilmember Krebsbach had suggested that the Park and Recreation Commission discuss raising the per -lot Park Dedication Fee. Mr. Hollister said that the City currently charges $1500 per new lot for a residential subdivision. Mr. Hollister said that Councilmember Krebsbach commented that this figure no longer reflects the value of a vacant lot in Mendota Heights. Mr. Hollister said that Councilmember Krebsbach suggested that the appropriate fee, given the value of land in the City, could be considerably higher. Commissioner Linnell moved to recommend that the Council raise the current Park Dedication Fee from $1500 per residential lot to $2700 per residential lot. Commissioner Morris seconded the motion. AYES: 5 NAYS: 1 (Craighead) Commissioner Craighead explained his negative vote by saying that he felt that the fee should be raised even higher. CITY OF MENDOTA HEIGHTS • 0D0 Date: OCTOBER 30, 2003 To: PARKS AND RECREATION COMMISSION From: TERESA GANGELHOFF RE: SEPTEMBER & OCTOBER PARKS AND RECREATION REPORT Softball CO-REC FALL SEASON ENDED on September 17. M and L Sports are the Champions and were awarded a trophy. Golf Fall lessons ended in September. Plans are to hold leagues and lessons as we have done in the past at Mendota Par 3 for next summer 2004, Tennis I met with our instructor Tim Garvey, we will be putting plans together to add a pre-school program on Thursdays next summer. I filed a narrative report on our successful season to the USTA Northern Section to apply for the 2004 Organization of the year award. Rogers Lake Fishing Derby The derby will be moved to July next year. The past dates have been to close to park celebration so I am looking to move it to a later date. Celebrate Mendota Heiphts Look for the Park Celebration to be held next June 5�'. If you would like to sponsor an event or donate time please contact Teresa. Senior Trips We have fall trips planned for 55+. All our trips are co -sponsored with West. St. Paul Seniors and Thompson Park Senior Center. The City Council has not scheduled additional Budget Workshops. This item will be presented to Council for consideration in December prior to adoption of the 2004 City Budget. City of Mendota Heights MEMORANDUM September 10, 2003 C D Memo to: Mayor, Council Members and City Administrator From: Guy Kullander, Parks Project Manager Subject: 2004 Parks Budget -Funding Request for Park Planning Background: The Parks and Recreation Commission has previously requested that $7,000.00 be added to the draft 2004 Parks Maintenance Budget to be used for eradication of invasive plant species (buckthorn, garlic mustard, etc) in City parks. Discussion: At their regular meeting held on Tuesday, September 9'", the Commission discussed a need for "long range park planning" that would address current issues (Pilot Knob, Par 3 Golf, ball fields, etc) and define general long-range goals for the park system. The need to update the "Park and Recreation Facility Needs Study", prepared in 1985, was discussed. The Commission would like city staff to update and bring current the "Existing Facilities" and "Community Trails" chapters of the original report. Following this effort the commission would address "long-range" goals. Recommendation: The Parks and Recreation Commission request that $5,000.00 be added to the 2004 Park Maintenance Budget, line item "Professional Services", for billings from Engineering staff, to update and document improvements made to the park and trail system since 1985. Note: The Commission would like the City Council be made aware that the Commission views this request a higher priority then their previous request for eradication of invasive plant species ($7,000.00). CITY OF MENDOTA HEIGHTS MEMO November V. 2003 TO: Parks and Recreation Commission FROM: Marc S. Mogan, P.E., Civil Engineer MS►✓j SUBJECT: Lexington Trail Project Update DISCUSSION: The design and construction of the Town Center Redevelopment and the adjacent Freeway Road Neighborhood Street Reconstruction Projects have been the Engineering Departments' top priority for the last couple of years. These projects and the day-to-day engineering work at City Hall that is a part of life during the construction season in Minnesota made it difficult to complete the Lexington Trail Project design work until just recently. The Engineering Department has completed a review set of construcfion plans for the Lexington Trail project (see attached). Municipal State Aid and the Dakota County Highway Department will provide most of the funding for this trail construction, and therefore must review and approve the plans and specifications. We are in the early stages of famishing these agencies all the information they require for their reviews. After these agencies have completed their reviews, we will be in a position to fmalize the construction plans and specifications. Current MSA rules prohibit projects from being bid until after final approvals have been officially granted. I can't speculate when these approvals might be granted or when we might open bids for the project, but I would hope that they would be in place by the time that construction on the project could start when the weather permits next spring. Hollister, Administrative Assistant SUBJECT: Commission Appointments Discussion Appointments to the City's three Commissions are in the form of three-year terms. These terms always expire on January 31 of the given year. In the case of the Parks Commission there are two incumbent Commissioners, Commissioner Portz and Commissioner Libra, whose current three-year terms expire on January 31, 2004. All incumbents are welcome to apply for a renewal of their terms. The deadline for incumbents to apply for a renewal of their terms is November 15, 2003. Incumbents wishing to serve an additional term should send a letter to Linda Shipton at City Hall by November 15, 2003. Action Required This is an information item only. On arrival with Healtheast Ambulance, it was determined to be more a case of hyperventilation. The involved mother arrived, and no transport was required. Stated he was walking on the path and saw a medium sized sedan pull up near his vehicle and then leave. As the complainant returned, he saw a swing moving on the playground, yet did not see anyone. The complainant then noticed that both passenger side tires were "stabbed" . The front tire had 2 stabs into the sidewall of the tire. The rear tire had 3 stabs into the sidewall. The complainant stated that he suspects this was retaliation as he has had several confrontations with a male DOB that lives in his neighborhood. He did not give aname or names of suspects, nor information on the prior incident(s). Southeast Towing responded at the request of the complainant. Victim was bitten at Ivy Hills Park on Monday 09-15-03 at approximately 1845 hours. Victim is unsure who or what address the dog belongs to, but described the dog as small and white with very curly hair, possibly a Bischon. Victim had a large bruise on the back of her right leg and the dog did break the skin when it bit her. She is unsure as to whether or not the dog is vaccinated. BLOODS and pictures of Parks Dept advised. CN: 03003623 OFFENSE/INCIDENT: DOB's DATE: 10/25/2003 09:27:04 OFFICER: Garlock, N 2205 LOCATION: Pueblo Lane & Navajo Lane SYNOPSIS: I responded to Friendly Hills Park reference a possible fire at the warming house. After talking to a witness, it turned out that two juvenile male threw a bag of white powder in a portable toilet. There was no damage to the toilet. I checked the area for the two suspects.
