CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES DECEMBER 11, 2001 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, December 11, 2001, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Commissioners Stan Linnell, Larry Craighead, Paul Portz, Raymond Morris, Dave Libra, and Jay Liberacki. Chair Richard Spicer was excused from the meeting. City Staff present were Parks Project Manager Guy Kullander and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the minutes. MINUTES Commissioner Craighead moved to approve the November 13, 2001 minutes. Commissioner Linnell seconded the motion. AYES: NAYS: TOWN CENTER Ms. Carolyn Krall and Mr. Don Colberg of Landfomi presented the Town Center Concept Plan to the Commission. Ms. mall said that the road previously intended between the west neighborhood and the pond had been eliminated. Ms. Krall also said that MnDOT had agreed to a right -in access to the Town Center from Highway 110. Ms. Krall said that the number of housing units on the site had been reduced from 145 to 1 32. Ms. Krall said that further refinement had been made to the senior housing footprint and that the bus stop had become larger. Ms. Krall added that the "village green" had disappeared but the "town square" had become larger with the elimination of the second row of parking. Ms. Krall said that the City standards are for 25% green space and that Town Center currently stood at about 28% green space, excluding the MnDOT right-of- way. Ms. Krall said that she had a goal of 100% retention of storm water on the Town Center site. Ms. Krall also reviewed briefly the current thinking on signage, lighting standards, and park bench design. Mr. Colberg displayed the design details of the Town Square site and the northeast tot- lot/playground area. Mr. Colberg said that currently four historical markers and four ecological/geographical markers are planned for the development. AYES: 6 NAYS: 0 REPLACEMENT PLAY EQUIPMENT Mr. Kullander presented the proposals he had received for the replacement playground equipment for Friendly Hills Park and Valley Park. Mr. Kullander said that he wished to present the Commission's recommendation on the equipment to the Council at their December 18 meeting in order to "lock in" 2001 prices. Commissioner Liberacki moved to recommend to the Council the designs provided by Earl F. Anderson. Commissioner Libra seconded the motion. AYES: NAYS: IVY PARK TENNIS COURTS Mr. Kullander informed the Commission that the Council wished the Commission to hold a public meeting on the removal of Ivy Park Tennis Courts early in 2002. Mr. Kullander suggested the March meeting because the timing of the meeting would work well with the issuance of the City Newsletter, The Commission asked Staff to place preparation for this public meeting on their January agenda. DNR AND FEDERAL GRANT APPLICATIONS Mr. Kullander suggested that the Commission recommend that the Council authorize the expenditure of up to $3000 for a consultant to prepare one or more grant applications to the DNR. Commissioner Morris moved to recommend that the Council authorize the expenditure of up to $3000 for a consultant to prepare DNR grant applications. Commissioner Libra seconded the motion. AYES: NAYS: CITY OF MENDOTA HEIGHTS MEMO TO: Parks and Recreation Commission FROM: Patrick Hollister, Administrative Assistant RE: Welcome to Teresa Gangelhoff, our new Recreation Programmer! Discussion It is my pleasure to introduce Teresa Gangelhoff as the new Recreation Programmer for the City of Mendota Heights. Teresa's appointment was made official by the City Council on December 18, 2001. Teresa has extensive experience in the Parks and Recreation field both with the Saint Paul public school system and the Minneapolis Parks and Recreation Board. She has experience with a wide range of program administration and recreational activities. Teresa is currently self-employed as a travel agent. Teresa impressed the interview panel with her professional demeanor, her initiative, and her desire to work for the City of Mendota Heights. Her references all speak highly of her capabilities and talents. Teresa began work on December 26. Teresa has already been busy with hiring rink attendants and scheduling the use of the City's fields for 2002. Action Required Join me in welcoming Teresa Gangelhoff to the City of Mendota Heights! CITY OF MENDOTA HEIGHTS MEMO TO: Parks and Recreation Commission FROM: Patrick Hollister, Administrative Assistant RE: Ivy Park Tennis Courts Discussion At the December 115 2001 meeting of the Parks and Recreation Commission, Mr. Kullander informed the Commission that the Council wished the Commission to hold a public meeting on the removal of Ivy Park Tennis Courts early in 2002. Mr. Kullander no the March meeting because the timing of the meeting would work well with the issuance of the City Newsletter. The Commission asked Staff to place preparation for this public meeting on their January agenda. City Staff intend to publish the next Heights Hilites newsletter by the end of this month. Staff has provided a draft article for the Hilites inviting people to come to the public meeting. (See attached.) Action Required Review the attached draft Hilites article. The Commission should make any suggestions it may have on Tuesday evening so that Staff can incorporate them by the end of January. IVY PARK TENNIS COURTS — REPAIR OR REMOVE? The Mendota Heights Parks and Recreation Commission will hold a public meeting on Tuesday, March 12, 2002 at 6:30 pm to discuss the future of the Ivy Park Tennis Courts. The tennis courts are currently in bad condition. The City is currently undecided as to whether they should be resurfaced or removed due to the decline in the popularity of tennis as a participatory sport. If you have an opinion on this subject, please come to the Parks Commission meeting on March 12, 2002. We hope to see you there! Hollister, Administrative Assistant SUBJECT: Approved 2002 Parks Department Budget Discussion At the December 11, 2001 meeting of the Parks and Recreation Commission, Commissioner Craighead requested a copy of the Parks Department budget for 2002 that was adopted by the City Council on December 4, 2001. Staff provided a copy of this budget to each Parks Commissioner in their Friday packet on December 14, 2001. Staff also suggested that any questions on the budget should be directed to Jim Danielson, Director of Public Works at City Hall (452-1850). As of January 4, 2002, Mr. Danielson had not received any inquiries about the budget. Action Required This is an information item only. MENDOTA HEIGHTS POLICE DEPARTMENT INCIDENT SUMMARIES - PARKS 01-02-2002 CN: 01004212 OFFENSE/INCIDENT: Recovered Stolen Vehicle DATE: 12/01/2001 23:15:0 OFFICER: Petersen, E 2235 LOCATION: Rogers Lake at SYNOPSIS: Recovered St. Paul stolen vehicle at above location. MN lie/DKD100. Vehicle released to owner at scene. SPPD CN# 01257477. Supplemental report by St. Donn Anderson: This recovered stolen out of St. Paul was found with most of the owners property still in the vehicle. The ignition key was removed from the key ring and a cordless drill was taken. The owners address in St. Paul is near the area of Fremont St. where a van stolen from Ivy Falls Court was recovered. CN: 01004315 OFFENSEIINCIDENT: Possesion of N(arijuana and Drug Paraphernalia DATE: 12/10/2001 16:50:0 OFFICER: Larrive, J 2233 LOCATION: Wentworth Park SYNOPSIS: Dispatched to Wentworth Park on a report of five males smoking marijuana. Three were issued citations, all five taken home to their parents. "4RRATIVE IS ON TAPE. CN: 01004337 OFFENSE/INCIDENT: Dog Bite DATE: I2/L/2001 16:45:0 OFFICER: Anderson,D 2204 LOCATION: Valley Park SYNOPSIS: The listed victim (Jacob Schuster) and his Sibley cross country skiing coach responded to the MI-IPD to file a dog bite report. Per Schuster, the team was roller blading from Valley Park toward Bluff Circle on the path at 1615 hrs. when he passed a W/M subject that was walking his dog. The dog snapped at Schuster, and it was a short time later that he realized that he had suffered a wound as a result. On the team doubling back to locate the dog & owner, they were unsuccessful. The dog handler was seen disciplining the dog immediately after the bite. The dog handler was described as having a large build and tall. The dog was described as smaller and black in color. The dog is possibly older as it had some gray hair on its head. The handler had a red leash extender. The puncture wound to Schuster was to his left upper leg. 1 later checked at the residence on Bluff Circle next to the path and had conversation with the residents. The homeowner remembers observing the Sibley team, but not the described dog and handler. Schuster and his mother (Rita) responded for emergency treatment, and for now Jacob is on antibiototics. Status: Pending future leads as to the ownership of the involved dog. Mendota Heigh& Parrs Recreation ComMission January 72", 2002 Memo to: Parks and Recreation Commission From: Guy Kullander, Parks Project Manager *�& Subject: MNAA Projects for Consideration Background: On Monday, January 7t', I met with Scott Miller. We discussed various projects or improvements that the Athletic Association desires and are willing to commit partial or matching funds toward. They are prepared to contribute up to $4,000.00 per year towards the following improvements. 1 . Warm up/on deck baseball pitching mound at the Civic Center ball field. Estimated cost: $4,000,00, Practice mound would be located along the east (first base line) side outside the existing field fencing. Safety fencing would be installed behind the pitcher and catcher as well as a pitching mound and catcher's area. Estimated cost: $4,000.00. 2. A larger metal equipment/storage box is needed at the Civic Center field that should be large enough for rakes and shovels in addition the trap that covers the ball field -pitching mound. Estimated cost: $1,000.00 3. Add ten -foot high by ten- foot wide fence "wing" extensions on both sides of existing backstop. Adjust and stabilize exiting overhang. Estimated cost: $3,000.00. 4. Safety netting at Mendakota Fields. Propose installing netting over each of the existing twenty -foot high backstops. This would be cheaper then covering the 'Hub" area. Most foul tipped balls would be stopped. Would "take away" the pop- up or foul tip play from the catcher (ball would hit netting). Estimated cost for one backstop: $3,000.00. For all four: $10,000.00. 5. Inside storage rack/shelf for concession booth at Mendakota Park. Must be stainless steel. Estimated cost: $1,000.00. 6. Player benches and safety fencing for two youth softball fields at Mendota Elementary School. Would require request from School District 197 plus cost sharing. If MHAA contributes the costs could be split three ways. Estimated cost for both fields (four benches and four twenty foot long fences): $6,000.00. 7. Concrete dugouts at Sibley High School baseball field. Request from School District 197 required. Costs could be shared three or four ways. Estimated cost: $35,000.00 to $40,000.00, 8. Aluminum or plastic fence insert strips for baseball field at Sibley High School. Privacy strips would provide protection from wind and blowing dust. Five strips required per lineal foot of fencing. Amount of fencing to be treated would be 1400 feet. Estimated cost for materials: $9,000.00. Installed by volunteers. Recommendation: Discuss the above requests and if the Commission desires to recommend any of the projects they should designate in which year of the Parks Capital Five Year (2001-2005) Plan they should be funded in. Mr. Miller is willing to attend the February Commission meeting if you have any questions regarding these projects.
