PARKS AND RECREATION COMMISSION MINUTES
NIAY 147 2002
The regular meeting of the Mendota Heights Parks and Recreation Commission was held
on Tuesday, May 14, 2002 in the Council Chambers at City Hall, 1101 Victoria Curve.
The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Richard Spicer, Commissioners Stan
Linnell, Larry Craighead, Paul Portz, Raymond Morris. Commissioners Dave Libra and
Missie Hickey arrived late. City Staff present were Parks Project Manager Guy
Kullander, Recreation Programmer Teresa Gangelhoff and Administrative Assistant
Patrick C. Hollister, Mr. Hollister took the minutes. This meeting was televised by
NDCTV and replayed the following Friday at 1:00 pm and 7:00 pm.

Commissioner Craighead moved to approve the April 9, 2002 minutes with revisions.
Commissioner Linnel seconded the motion.

WELCOME TO COMNHSSIONER MISSIE HICKEY
Chair Spicer introduced Missie Hickey as the newest Parks and Recreation Conunissioner
for the City of Mendota Heights. The Commission welcomed Ntissie Hickey to the Parks
and Recreation Commission.
SAFETY NETTING AT MENDAKOTA PARK
Mr. Kullander presented the issue of ballfield netting at Mendakota Park Nlr. Kullander
reported that Councilmember Dwyer had requested that the Commission visit the issue
again and make a recommendation before the May 21 Council meeting. Mr. Kullander
presented various types of netting that could be used. The Parks Connuission discussed
the various options.
Commissioner Morris then moved to recommend that the Council choose Option =3 in
Mr. Kullander-s memorandum (horizontal netting attached to the concession building and
backstop) for $40,000, provided that it is not paid for wholly or partially from the Special
Parks Fund. Commissioner Libra seconded the motion.

Chair Spicer also asked Staff to convey to the Council that the Special Parks Fund is
already over -extended as it is, and that if the Council does choose to withdraw from the
Special Parks Fund for the netting, the Commission requests that the Council also extend
the infusion of cash into the Special Parks Fund from the cell/pes antennae revenue for at
least one additional year.

OTI3ER COMMENTS
Chair Spicer asked the Commission what they thought about being televised, and whetl9er
or not they should also televise their June meeting. The Commission dISCUSSed the issue
and agreed to allow its June 11, 2002 meeting to be televised.
Commissioner Craighead said that the City should be more aggressive in making hail
connections and asked Staff to place this issue on the June Packs and Recreation
Commission agenda.
Motion made to adjourn by Spicer and seconded by Libra.
