PARKS AND RECREATION MEETING
April 10, 2007
The April 2007 meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, April 11, 2007, in the City Council Chambers at City Hall, 1101 Victoria Curve. The
meeting was called to order at 6:30 P.M.
The following Commissioners were present: Chair Richard Spicer, Commissioners; Paul Portz,
Larry Craighead, Missie Hickey, and Brian Hallman. Absent were Commissioners; Raymond
Morris and Tom Kraus. City Staff present were Teresa Gangelhoff, Recreation Programmer,
Guy Kullander, Operations and Projects Coordinator, Jake Sedlacek Assistant to the City
Administrator, and Recording Secretary Nancy Bauer.
MINUTES
Commissioner Hickey moved approval of the minutes and seconded by Commissioner
Craighead.

PAR 3
Co -Chair of the Save the Par 3 Committee, Sally Loberbaum, encouraged residents to get out
and vote at the referendum to save the Par 3 golf course. There is good information at the City's
web site regarding the facts of the referendum. She read a "Letter to the Editor" signed by
several residents in support of saving the Par 3.
Ms. Loberbaum reported that she was approached by someone who suggested the golf course, if
acquired by the city, could be used for cross country ski trails in the winter and for disk golf.
She added there is frequently asked questions information on the city's website regarding the
referendum.
Commissioner Portz complimented the Save Par 3 committee for the professional and positive
way they have handled the issue. He also reported The South West Review had four letters in it
regarding the Par 3. He then asked when the open house was at the Par 3.
Ms. Loberbaum responded that the open house was for all residents and flyers would be sent out.
It will be Sunday, April 22nd from 1 P.M. to 4:00 P.M at the Par 3. There will be food,
refreshments, and golf lessons. It will be a fun family event. It is also a fundraiser for the Sibley
golf leagues.

Chair Spicer said the Save the Par 3 Committee has done a good job. The original parks
referendum in the late 80's didn't pass the first time. When it did pass, the City spent money on
22 miles of walking trails, developed three new parks and added or upgraded play equipment.
Residents now take these park facilities for granted. The referendum changed the quality of life
for residents of Mendota Heights. People in the city realize the quality of life involves
maintaining green space for the city. The Parks Commission is unanimous in its support of
maintaining the Par 3 as city property and running it as a golf course. Buying the golf course is a
no lose proposition.

Commissioner Craighead nominated Chair Spicer for the Parks and Recreation Chair.
Commissioner Portz seconded the motion.

PARKS AND RECREATION REPORT
Chair Spicer mentioned that safety camp in August already is full this year. The Parks
Celebration is June 2nd this year and will not be as big as last year's 50th celebration. There is
quite a diverse range of activities planned by Ms. Gangelhoff. The fishing derby is July 11th this
year and 340 fish were caught last year.
Ms. Gangelhoff responded that out of 50 spots only 10 openings are left to fill for the fishing
derby on Wednesday, July 11th
Commissioner Hallman complimented Ms. Gangelhoff and said his son had a great time at the
water park trip last week during spring break.
ROGERS LAKE SKATE PARK GRAFFITI
Mr. Kullander reported that there is graffiti on several of the components at the skate board park
in Rogers Lake. A resident has offered to paint a mural over the graffiti. He was waiting to hear
if the resident was still interested and if the Parks Commission was interested in having this
done. The paint and supplies would be paid out of the parks maintenance budget.
Chair Spicer said that it sounded like a great offer.
Mr. Kullander said he would bring back a sample of the artist's artwork for the Parks
Commission to look at.

CIVIC CENTER FIELD IMPROVEMENTS
Chair Spicer reported that the City Council has approved moving in the outfield fence at the
Civic Center ball field.
Mr. Kullander said he is waiting for the spring road weight limits to be lifted before rec-rock and
heavy equipment can be brought in. The bids are coming in close to what he estimated.
Commissioner Hallman asked if he selected a contractor yet to do the work.
Mr. Kullander responded that he has in three fence bids. One contractor is ready to go in three
days. Two excavator bids have been received also.
Commissioner Hallman if a date had been set for lifting weight limits.
Mr. Kullander responded that there are no set dates. It all depends on the weather, when the frost
leaves the ground and MnDOT removes the load restriction.
Chair Spicer asked what was happening at Hagstrom-King Park.
Mr. Kullander responded that no improvements have been approved for this summer.
Chair Spicer asked if the Council allocated $21,000 in Special Park Funds for the Civic Center
improvements and if the rest of the funds were coming from the cell tower fund.
Mr. Kullander responded that the balance was coming out the cell tower fund.
Commissioner Portz said he could see the benefit of having two batting cages at the Civic Center
ball field.
CAPITAL IMPROVEMENT PLAN 2008-2012
Mr. Kullander presented the list of projects to be prioritized by the Parks and Recreation
Commission. The parks employees also ranked the projects as well as myself. To trim the final
list he planned to take the low priority projects off the list and return to the next meeting with the
final group of projects to plan in a new Five Year Capital Plan.
Commissioner Craighead suggested the scores be combined from the Commission, parks
employees and Mr. Kullander's rankings. Then rank the projects based on those scores.
Chair Spicer reported that he was surprised that the Commission seemed to be in agreement with
what were high and low priorities.
Mr. Sedlacek asked the Commission if there were any questions about the projects.
Commissioner Hallman asked about the new bridge at Valley Park.

Mr. Kullander responded that the bridge should be widened because Public Works can't get their
truck through when plowing and some emergency vehicles may not be able to get across.
Commissioner Hallman said he didn't know the conditions of existing tennis courts.
Mr. Kullander said he is looking at a new product to use to resurface the tennis courts which has
been successfully used around the country. The product is a raised plastic title that covers the
entire court and is placed on the existing asphalt surface. Little cracks won't matter and courts
won't have to be resurfaced every three or four years. It would cost about $40,000 to redo one of
our double tennis courts, about what maintenance now costs us over a 20 year span.
Mr. Hallman asked if the tennis courts were in bad shape now or if it's just a matter of
maintenance.
Mr. Kullander responded that all of our courts are 30 plus years old and maintenance costs are
high. It is about $2,000 - $3,000 to fill the cracks each year plus they need to be resurfaced
every three to five years at $8,000 per time.
Commissioner Craighead asked if the $40,000 was for one tennis court or two and if other cities
were using the new material.
Mr. Kullander responded that it was about $40,000 for one of our double tennis courts and other
cities were using this material. He and Mr. Blum plan to look at some local courts in metro cities
that have used this material to see how it wears.
Chair Spicer asked if the new material was easily to vandalize.
Mr. Kullander responded that is an issue to consider.
Commissioner Craighead asked if the new product when locked together were hard to unlock.
Mr. Kullander responded they are hard to unlock.
Commissioner Hickey asked if the surface is used at competition level.
Mr. Kullander responded they are used at competition level and are suppose to be easier on a
person's joints.
Commissioner Portz asked Mr. Kullander to consider when looking at other cities tennis courts -
how it holds up and do players like it?
Commissioner Hallman asked about the conditions of the hockey rinks, warming houses and
lights at the rinks.

Mr. Kullander responded that the Wentworth warming house is in the worst shape. New lights
were put in at Marie Park six or seven years ago. Lights should go in at Wentworth and Friendly
Hills in the future. Mr. Blum likes the paved hockey rinks because they ice up more quickly and
need less work to maintain good ice conditions.
Commissioner Hallman asked if Mr. Kullander could provide information on when things were
last updated.
Mr. Kullander said he would include more background information next month with the items in
groups.
Commissioner Hallman asked if lacrosse was being played in the parks.
Mr. Kullander responded that Kenington Park, Sibley and St. Thomas fields are being used for
lacrosse play. Mr. Blum is concerned how well the turf will hold up with lacrosse play so early
in the season under wet conditions.
Chair Spicer said that next month there will be a nice prioritized list of future park projects for
the next five years.
Mr. Kullander informed Chair Spicer that the Parks and Recreation Commission and City
Council approved the "You are Here" signs. Mr. Boland of Public Works is working on a
prototype for approval by the Parks and Recreation Commission.
Mr. Sedlacek said the Par 3 referendum is on April 24th at the regular city polling places. The
hours are from 7:00 A.M. to 8:00 P.M. The City Council will meet that night at 8:30 P.M. to
canvass the results of the election. The public is welcome to the canvass meeting. There are
absentee ballots available to people who won't be in the city the day of the election to vote. It's
a simple majority election — those who vote will make the decision. It's a single issue ballot.
Commissioner Hallman made a motion to adjourn the meeting. Commissioner Craighead
seconded the motion.

Program Brochure and School Flyers
The summer brochure (shortened version of the March Brochure) was prepared and will go
home with school children in mid May. All of my summer programming will also go to all
homes in the Heights Highlites which should be in homes mid May.
Safety Camp (WE ARE FULL ALREADY AT 52 KIDS! -TAKING A WAITLIST)
Plans are in place for theta' annual Safety Camp to be held August 14, 15, and 16th at
Kaposia Park in South St. Paul. Micki and Ken from MHFD and Mario and Brian from
MHPD are planning to volunteer as camp leaders again. Ken has already been working on
our camp song for this summer!
Tennis
I am continuing the same programming we offered this past summer, trying to increase the
numbers in a few of the classes and still running a small tournament the morning of the park
celebration on June 2"d, 2007. We also have been granted a USTA Tennis Block Party to
be held with our park celebration (as we have had the past 3 years) and also we are
submitting a grant request with LISTA. Tim and I just finished registering our program
under LISTA and NRPA this year. Now that we joined with NRPA they have sent us new
mini nets and will also be sending us more free equipment to help our program grow along
with additional grant opportunities.
We added an additional Little's Tennis Class on Thursday as our first two sessions had
already filled in April. The 10:30 advanced beginners class is also full.
We are offering (from lasts years grant money) 5 scholarships for youth interested in our
tennis team or lessons. We are giving them to anyone that may have a hardship or
financial need from our entire school district area so please contact Teresa if you would like
more information.
Also with our grant money we are going to award one youth in our program a certificate of
$100.00 at the end of our season to continue with winter lessons at Fort Snelling Tennis
Club. They will need to write an essay to be considered for this, they will get information on
it when they start summer lesson.
Park Celebration
The Park Celebration is planned for June 2, 2007. 1 am going to have it run from noon to 3
pm at Mendakota this year. Letters were mailed out to all Mendota Heights Businesses
and past sponsors. Right now we are at almost $8000.00 in donations for this year.
Please let me know if the park commissioners would like to help at any of the events
again this year!

Golf
We are providing golf leagues, lessons and camps again at the Par 3. All programs are
listed again in the next Heights Highlights due in homes mid May. It will also go to the
schools again in Mid May in our condensed summer brochure. This program is very popular
and registrations have been steadily coming in each day.
We have 14 women from City Hall staff entered in our Women's league on Wednesdays! I
will keep you updated on who may be hitting the pro circuit soon!
Cliff Timm Memorial Fishing Derby
Plans for the derby are in place and will be held Wednesday, July 11 at Rogers Lake.
Registrations are already coming in we have over 30 kids registered with 50 total spots in
the derby. Park Commissioners Dick and Larry offered to help again this year with
weighing and measuring the fish, they are such pros at it and do a great job! I invite anyone
else that would like to volunteer to let me know!
We were again accepted by Hooked on Fishing International and chosen as an official
derby site and will receive some free items and prizes for the kids that enter the derby. Ace
hardware will provide the worms and help with the derby. I will also have a few fishing pros
(to be named) on hand to help.
New this year we have partnered with NRPA and Take a Kid Fishing Program. I will be
looking at adding a winter event such as an ice fishing demo and working with them for
possible grants etc... to help get more kids in our community out fishing! I have attached a
copy of the letter they sent me.
Summer Playhouse (formerly called Imagination Station) FEATURING DR. SEUSS
(Formerly The Imagination Station) is a traveling variety show which will be making
appearances at both Marie and Friendly Hills Parks this summer. This group will provide
creative, quality performances free of charge. The shows will include: choreographed
performances, puppet shows, songs and dances. Performances last approximately thirty
minutes and are designed to entertain families with young children.
Mondays: June 18 - July 23 1:30 - 2:00 p.m. Marie Park (Marie Avenue between Victoria
& Lexington) and from 3:00 - 3:30 p.m. Friendly Hills Park (Pueblo Lane & Apache)

performance!

entertain at the National Night Out event. Come and enjoy the comedy, magic and fun for all ages.

MH Park & Rec and free root beer floats provided by Thompson Park Activity Center. Playing old
time hits and Big Band Sound. *If it rains, the concert will be held at The Village Commons of
Mendota Heights in the Community Room (720 Liden St. - Hwy 100 & Dodd Rd).
Softball
Leagues are full and started the first games on April 24. We have 20 teams registered for
Tuesday and Thursday leagues. Men's D and Women's D on Tuesday and Men's over 30
league on Thursdays.
Skateboard Camp in August
am planning to hold another Skateboard camp put on by 3rd Lair. They will come and run
the camp for me. We had a good response last fall so we are going to try a summer camp
that will run July 30, 31 and August 1 and 2 and 3rd at Rogers Lake Skate Park.
They have also agreed to come to the Park Celebration and do a demo and talk to kids
about skateboarding and will also do a cable show taping of "Community Parks Connection"
with me at Rogers Lake in May. They will talk about our camp and do some demo's.

SUBJECT: Par 3 update
As you are aware, the voters of Mendota Heights decided last Tuesday to pass a referendum to
purchase the par 3 property. The City anticipates being able to close on the property in late June,
which provides some time to make preparations for a seamless transition from private to public
ownership.
At their May 1St meeting, the City Council authorized the formation of a task force to look into a
number of business, operational and marketing issues. A summary of the early goals for this
group is attached as a memo to Council. The task force will consist of Paul Portz, Dave Bergen
(current Par 3 Manager), Jerry Murphy and Jake Sedlacek.
Council has expressed interest in having the Parks and Recreation Commission be the body that
oversees policy development, making recommendations to the City Council. Funding for golf
course improvements is anticipated to be generated by net operating revenues. Funding from the
Special Parks Fund is not anticipated to be needed for improvements.
Ideas for the task force to consider should be sent to on of the committee members — there is a lot
of energy and passion for this issue, we would do well to capture as many good ideas as we can.

Only last Tuesday, the Par 3 referendum passed, however we do need to begin quickly
to formulate a plan on how to operate and manage it (see Councilmember Vitelli's email).
Tonight, you will be taking the first step to purchase the course by ordering the sale of the
bonds to gain the funds to purchase the golf course. Councilmember Vitelli has provided the
attached memo suggesting that we establish an ad hoc team to give the City Council
recommendations on how to operate and manage the golf course.

I recommend we establish an ad hoc team to give the council recommendations
on how we manage, operate and market the Par 3. 1 think the team should be
limited to 3-4 members to keep it productive. First names that come to mind are
Paul Portz, Jerry Murphy, Jake Sedlacek and David (current ops mgr). The team
should be formed at the Tuesday council meeting and sunset in about 90 days.
My instincts are left over from my years at Honeywell where I was always given
organizations that needed tune ups and improvements in growth and profit. I
look upon this as an "acquisition" with good potential.
We should immediately establish:
1.
operational plan
2.
financial plan
3.
marketing plan
4.
growth goals for revenue
5:
profit target for 2007
6.
profit target growths in the out years
7.
operational staffing
The ad hoc team would be appointed by the council. It would report to Jim
Danielson who would be YeSponSEble for making recommendat;ons on all of the
above. This should be done in parallel with bonding and purchasing activities.
We should try to get this ad hoc "Par 3 Team" established by Tuesday's council
meeting. We still have time to make 2007 a fantastic year and one with a profit.
You may share this will the rest of the council members in hopes that they might
agree and support moving this ahead on Tuesday.

may be available for Commission review next meeting. Council has authorized Special Park Funds
($6,000) for this project. The single pole concept was selected by John because it would be easier for
turf maintenance and less expensive to fabricate. With the available budget it may be possible to
purchase, assemble and install around twenty signs.
CIVIC CENTER FIELD IMPROVEMENTS
Good weather conditions and availability of good (competitively priced) contractors have
contributed to an early completion of batting cage and new outfield fence installation. Council accepted
the Commission's recommendation to spend $21,000 from the Special Park Fund for this project and
Council identified cell tower rental fees (Water Tower) as the funding source for all additional expenses.
For this project I estimated total costs at approximately $35,000 plus an allowance of 20% for
contingency. At present I am confident final costs will be under the budget allocated for this project.
Following completion of the fencing operations, leveling of rec-rock, and installation of electrical
services, Public Works will install the interior safety netting after they complete repair of the irrigation
system. A lot went right on this project, except for the irrigation system - the fence installers damaged
the control wiring and hit water lines in three locations (we do not have an as -built of the original system
and trusted to luck not to hit any lines). Public works will make repairs to the system starting
Wednesday. Batting cages should be available for use in early May.
PLAYGROUND CONSTRUCTION
Valley Park: All new border edging, play components and surfacing have been installed. Public Works
has some minor turf restoration to complete and minor asphalt repairs will be completed in the next few
weeks. Installation of a "Welcome / Rules" sign here, and another at Valley View Heights have also
been ordered. Project costs came in on budget at around $35,000, funded from the Special Park Fund.
Ivy Hill Park: Reconstruction of this playground was basically completed this week. Still to come is a
"Welcome / Rules" sign and two benches. Public Works will restore the turf and a new asphalt access
path will be installed in the next few weeks. This project will also come in as budgeted at around
$50,000, funded from the Special Park Fund.

Roger's Lake Skate Park: Caller reported that graffiti on skate park components offended this
mother who wanted to protect her child from seeing some rather crude but graphic images. Caller
wanted Skate Park removed and the facility to be returned to tennis courts. I informed her that the Skate
Park provides an activity valued by a specific segment of the population and would in all likelihood will
remain and explained that she is welcome to address the City Council or Parks Commission with her
concerns.
Tim Meyers happened to call that day - I told him of the complaint - next day Tim and a friend spray
painted over the offending images. Public Works suggest that we have all of the components repainted.
Tim Meyers also is promoting the addition of additional equipment - he has a vendor / friend who will
prepare a proposal with photos, sketches, costs, etc. that I will pass on to the Commission once I
receive them. (No cost estimate - at present)
TRAILS
Valley Park trail - north of Marie Avenue: Repaired / replace / redirected a culvert that was causing
erosion along the trails edge.
Wachtler Trail - Cherry Hill to Wentworth: Currently seeking bids to repair and overlay this trail
segment.
Ivy Hill Park - Butler to Maple Park Drive: Currently seeking bids to repair, widen and overlay this
trail. Also a new ramp, from the trail to the reconstructed playground, will be added.
Valley View Heights Park: This play area, reconstructed last fall, requires a trial segment from an
existing trail to the play area - this work will be accomplished when other trail work is ongoing.
Huber Drive trail - Mendota Heights Rd to Delaware: During the street reconstruction in the
Copperfield area this summer this trail will be reconstructed, repaired, and overlaid (one mile segment)

Applications for three DNR grants (One million combined) are being sought so that the City could
acquire this 15 plus acre site - the City will know in June the amount of grant money the City will

Subject: Valley Park Tennis Courts
BACKGROUND:
Last November the City Council, after the Commission and numerous residents protested
closing the Valley Park tennis courts, directed staff to seek bids for resurfacing of the Valley Park
courts to return them to a safe playable condition (these courts were last resun`aced in 2003 at cost of
$9,500.00). My estimate for the work required was $10,000 to $12,000 that would come from the Park
Maintenance Budget (not Special park Funds). I have received one estimate at $15,700.00 and a
second vendor indicated his bid would exceed $20,000 due to the deteriorated condition of these
courts - close proximity of trees, wet conditions and build up of dirt.
When seeking bids, two of the resurfacing contractors suggested the City consider installation
of an outdoor sports the surfacing over the existing courts. The sports surfacing material is a high
impact polypropylene product 3/8" to 1/2" thick which allows drainage through and under the surfacing
tiles. This type of product has been in use since 1974 and has been improved and refined to meet a
variety of needs - traction, bounce response, abrasion characteristics, etc. Seasonal cracks under the
tiles do not affect appearance or play of the courts.
DISCUSSION:
Routine maintenance of our courts consists of the crack filling and surface repair every year at
a cost or from $1,000 to $4,000 plus every three to five years the courts must be resurfaced at a cost
of $8, 000 to $15,000 (crack filling, leveling compound in the `bird -baths" 2 to 3 coats of black surfacing
material, 2coats ofcolor/grit top coat and new court markings). Maintaining each tennis court at this level of
maintenance can cost $50,000 or more over a fifteen year period. In past years routine maintenance
has on occasion not taken place in order to reduce yearly costs, but when maintenance efforts play
"catch-up" the number of cracks or amount of deterioration is such that no real savings had been
achieved, only put off.
Three vendors have submitted quotes for court preparation and product installation:
1. "Versacourt" (shown to the Commission last month) $ 47,000.00
2. "Flexcourt" (installed at one court in Eagan $ 37,000.00
3. "Sportcourt" (installed at four courts in Eagan) $ 37.8 K, $44.7 K & $48.6K
I visited three parks in Eagan where the Felxcourt and Sportcourt products had been installed. Eagan
selected courts with the same type of aging problems we are experiencing with our five 36 to 34 year
old courts. On the "good side", all three vendors, after observing our courts, stated that they had seen
a lot of courts in far worse condition then ours.
RECOMMENDATION:
The City Council approved expenditures of from $10,000 to $12,000 for maintenance of the
Valley Park courts in 2007 and may not be willing to approve the additional costs of this surfacing
option. If the Commission supports the use of this product, I suggest they make a recommendation to
the City Council to "split" the costs, half from the Special Park Fund and half from City Park
Maintenance Funds.

Several months ago the Commission began a comprehensive review of current and future Park
and Trail needs (repairs, replacements, new facilities, enhancement of existing facilities, etc.) to better
meet expectations of our residents and user groups.
DISCUSSION:
Six Commission members ranked various types of projects / improvements / facilities (High -
Medium -Low) and directed that I include additional rankings from myself and our three Public Works
Parks staff (Terry Blum, John Boland and Mike Maczko). If all of the rankers selected either a "High" or
"Medium" score the highest possible combined total would equal 10" for that project. After tabulating
the rankings I determined that of the approximate list of 80 projects 32 plus projects have a combined
total ranking of from "7 through 10". 1 selected the minimum ranking total of seven (7) so as to reduce
the number of projects in the Five Year Plan to six or eight per year. Projects with rankings six or lower
may be elevated higher and be implemented during this Five Year Plan, due to favorable
circumstances, grant opportunities that would lower City costs, or strong support from residents, user
groups or at Council direction.
Working budget "dollars" are estimated in 2008 dollar values - assume yearly increase of from
3% to 5% per -year increase in project costs for future years.

SUMMARY OF CURRENT PARK & TRAIL ISSUES / NEEDS:
The goal of the City Council and Parks Commission is to provide and maintain park and trail
facilities for the use and betterment of the community. Requests from residents and user groups provide
the direction and focus for expenditure of City funds for maintenance, enhancement of existing facilities,
or construction of new facilities.
In the past twelve to eighteen months the followings issues or needs have been recognized as
high priority projects that deserve implementation sooner rather then later.
A. Trails: LeMay Lake Shores housing development: Street and utilities will be installed in 2007.
Use of Park Dedication Fess / Special Park Fund is appropriate for trail construction
linking this development to the Augusta Shores neighborhood ($35,000 +)
Dodd Road trail: Safety is a primary issue for construction of these trail segments from
Hwy 110 north to Marie Avenue - City Council has approved use of MSA Funds for
design and construction in 2008 or 2009 ($200,000 +)
Hwy 13 trail: Safety as well as linkage to three regional trail systems makes this a
significant project. Trail will link the "Summit" Opus trail to the regional trails at Lilydale
Road (Big Rivers Trail, NURT/MH Valley Park Trail, 1-35 Bridge trailway to east side of
river- Fort Snelling and St. Paul trail systems) Build in 2007 or 2008 ($90,000 +)
B. Playgrounds: Priority is to replace or rehabilitate the last three parks with "arsenic treated"
border timbers and play components installed in 1990 (Roger's Lake Park ($45,000)
(westerly play area -most in need), Friendly Hills Park ($60,000) and Victoria -Highlands
Park ($45,000).
Roger's Lake Park - Skate Park: This facility has been positively accepted by the
youth of Mendota Heights and only occasionally, over the past several years, staff has
received complaints (minor). Users of this Tier 1 (ramps, jumps, etc. less then 3 feet)
have suggested that two additional elements, 8" to 16" high be installed, primarily for
use by the smaller younger boarders. Install 2007 or 2008 ($7,000 to $15,000)
C. Athletic Fields: Lacrosse: Rapidly becoming popular - high demand for fields. Early spring
usage can be damaging to existing soccer fields - no time to "rest and recover" before
summer soccer. Construction of a large field suitable for lacrosse, football, and soccer
in Friendly Marsh Park will meet this demand and enable park crew to take out of
service other City fields for "rest and recovery periods". ($45,000 to $80,000)
Upgrade / Enhance youth ball fields: Upgrades at two parks would increase safety
and/or expand types of use/play. Hagstrom-King Park - install outfield fence, replace
backstop adding safety netting ($31,000), and Friendly Hills Park- replace backstop
adding safety netting ($11,000).
D. Tennis Courts: The City's five double tennis courts were constructed in either 1970 or 1972. All
have experienced repeated expansion and structural cracking of the asphalt base which has
been addressed by yearly crack filling, surface repair, and total resurfacing every three to five
years. An average "five year maintenance cycle" (crack fill 4 yrs. + resurfacing the 5th yr) can
cost approximately $20,000 per court.
The City Council has committed to repair efforts at the Valley Park tennis courts in 2007 and
has approved a working budget estimate of from $10,000 to $12,000 for this effort. Installation
of "Sportcourt" type tiles ($38,000 to $49,000 - depending on desired surface characteristics) on
this and other City courts would eliminate yearly maintenance costs and the numerous crack
complaints staff responds to each spring

Below I have prepared a "Draft" Parks Five Year Capita/ improvement Plan (2008 thur20>2) as
an aid for the Commission in developing a final plan, acceptable to the Commission, that they may
submit to the City Council for review and adoption next month. Please review this draft and add, delete,
or reprioritize the projects selected and provide to staff to compile a final plan for adoption by the
Commission at their June meeting.

Subject: Install new Skate Park components in Roger's Lake Park
BACKGROUND:
Several meeting past the Commission directed staff to communicate with users of the Skate
Park in Roger's Lake Park to determine if they were satisfied with the various ramps and jumps at the
skate park (installed in 2003 & 2004) and to determine if additional components were needed.
Our existing Skate Park components are rated for Tier One use with no component higher then
three feet.
DISCUSSION:
I talked to several users of the park, including Tim Meyers (local resident who was very
involved in coordinating early support for our current skate park). I also received "feed back" from
Teresa and opinions/advice from "Third Lair" instructors who conducted our Skate Board camp last
year and who will also be demonstrating at this year's MH Park Celebration on Saturday .lune 2"d at
Mendakota Park.
Elements that would improve our existing park would be ones smaller and lower to the ground
to serve the early beginner skate boarders. Tim Meyers contacted "Plywood Benders L.L.C.", a local
designer/manufacturer/installer of skate park components who has submitted the attached proposal
for installation of three new components 7", 12" and 14" high suitable for the novices or beginners at
the quoted price of $5,265.00.
RECOMMENDATION:
If the Commission desires to add additional components to the Skate Park in 2007, funded
from the Special Park Fund, they should make such a recommendation to the City Council.
ACTION REQUIRED:
If the Commission makes a recommendation to Council, I will get competitive quotes for "like"
components from other vendors before I present the request to Council and the award will go to the
lowest qualified bidder.
