FEBRUARY 14, 2006
The February 2006 meeting of the Mendota Heights Parks and Recreation Commission
was held on Tuesday, February 14, 2006 in the Council Chambers at City Hall, 1101
Victoria Curve. The meeting was called to order at 6:30 p.m.
The following Commissioners were present: Chair Richard Spicer and Commissioners
Dave Libra, Tom Kraus, and Larry Craighead. Commissioners Raymond Morris, Paul
Portz, and Missie Hickey were excused from the meeting. City Staff present were
Operations and Projects Coordinator Guy Kullander, Recreation Programmer Teresa
Gangelhoff, and Administrative Assistant Patrick C. Hollister. Mr. Hollister took the
minutes.

Chair Spicer welcomed new Commissioner Tom Kraus to the Parks and Recreation
Commission.
Commissioner Kraus said that he looked forward to working with the Commission.
CHAIR SPICER'S REPORT ON COMMITTEE MEETING TO PLAN
2006 PARK CELEBRATION/50TH ANNIVERSARY RECOGNITION
Chair Spicer reminded everyone that observance of the City's 50th Anniversary will be
held on Saturday, June 3, 2006. Chair Spicer said that the festivities will include the
Sibley Marching Band, dances with the Rockin' Hollywoods and Paul Heffron, the Teddy
Bear Band, possibly fireworks, a laser show, a 50s car show, raffles, tennis tournaments, a
5k run, a golf tournament, and the AAU Baseball Tournament. Chair Spicer said that the
final schedule of events should be determined in March. Chair Spicer added that
Commissioners Libra and Craighead were also at the Committee meeting.
Commissioner Craighead said that he thought that the event would be very successful.
TOBACCO -FREE PARKS POLICY
Michael Coyne, Chemical Health Coordinator for Saint Thomas Academy and Visitation
School, introduced the topic of a Tobacco -Free Parks Policy. Mr. Coyne said that most of
the presentation would be made by Saint Thomas and Visitation students.
Peter Bauleke, Saint Thomas student and Co -Captain of CHOOSE, said that the mission
of CHOOSE is to promote a "chemical -free lifestyle". Mr. Bauleke said that recently
CHOOSE observed Chemical Health Week and that if one person was persuaded to
abstain from tobacco, alcohol or drugs they would consider the event a success.
Michelle Joseph, Visitation student and member of the CHOOSE executive board, made
the request that the City of Mendota Heights implement a tobacco -free policy for all parks
and City facilities.
Elizabeth Miller, Junior at Visitation and softball player said that she has a high
intolerance for smoke. Ms. Miller said that she plays 1St base on the softball team and
that if a parent is smoking near her it can cause her to miss a ball. Ms. Miller said that
she sometimes has to take Advil or other medication to deal with the smoke.
Chair Spicer asked if a tobacco -free policy is in place for Visitation and Saint Thomas.

Ms. Miller said that both Visitation and Saint Thomas have tobacco -free policies in place,
but that many of their games are played at the City's facilities, particularly Mendakota
Park.
Zac Brown, Saint Thomas student, said that Saint Thomas and Visitation students are
looked up to by younger siblings as role models and that they need to show younger kids
how to live without tobacco.
Gabriella Testa said that her family does not like to go to City parks and deal with
cigarette butts and seeing adults smoke. Ms. Testa said that at a recent visit to Rogers
Lake Park they found a grill unit full of cigarette butts and a dead rat amongst the
cigarette butts. Ms. Testa showed bags of cigarette butts that were picked up at Rogers
Lake Park by Saint Thomas and Visitation students and pictures of the clean-up activity.
Zac Brown said that 73 cities in the state of Minnesota have adopted tobacco -free policies
for their parks, most recently Hermantown and Wheaton.
Colin Drake, sophomore at Saint Thomas said that CHOOSE had received letters of
support from individuals and organizations such as MHAA, Dr. Gordon Drake, Dakota
County Smoke -Free Communities Partnership, American Lung Association, American
Heart Association, Henry Sibley High School, Independent School District 197 Director
of Chemical Health, Visitation Athletic Department, Dakota Partnership for Healthy
Communities, Dr. McDonald (Dentist) of Mendota Heights, Dr. Olivary (Cardiologist) of
Mendota Heights, and the Fourth District Minnesota Nurses Association.
Jon Ingalls, senior at Saint Thomas showed the sign that the 73 cities in Minnesota are
placing in their parks to discourage smoking. Mr. Ingalls said that if the City of Mendota
Heights agrees to a tobacco -free policy in the parks, CHOOSE will provide the signs for
free and erect them in the parks.
Commissioner Craighead asked if the same sign being used state-wide.
Mr. Ingalls said that it was.
Ms. Joseph again asked that the Parks and Recreation Commission recommend that the
Council adopt a Tobacco -Free Policy.
Mr. Coyne concluded the presentation and asked if the Commission had any questions.
Commissioner Craighead said that he had recently heard a story on MPR about a city near
Duluth that had adopted the tobacco -free policy.
Mr. Brown said that that City was Hermantown.
Commissioner Craighead said that he supports the policy.
Commissioner Libra asked if the group was requesting that the City adopt a policy or an
ordinance. Commissioner Libra noted that the City of Champlain adopted a policy as
opposed to an ordinance.
Brittany McFadden, Director of Tobacco -Free Youth Recreation, said that most cities
have adopted policies and installed signs for enforcement. Ms. McFadden said that only
about 6 or 7 cities have actually adopted an ordinance. Ms. McFadden said that no city
involved in the program has had to dedicate extra police resources to enforce the policy.
Commissioner Kraus asked if anyone was aware of any problems that cities have
encountered with the policy or if any city had adopted the policy and then later decided to
repeal the policy.
Ms. Testa said that a lot of cities have seen a reduction in smoking at the parks as a result
of the policy.
Ms. McFadden said that the University of Minnesota has conducted research on the effect
of the policy by phone survey and that most cities have noticed less litter and have not
lost park visitors. Ms. McFadden said that cities have noticed that parents were playing
with their children more instead of merely watching them while smoking. Ms. McFadden
said that communities know that they won't catch all smokers.
Chair Spicer said that it sounds like a great idea, but that a new policy like this can be
compared to an onion, that the more you examine the policy the more complications you
find. Chair Spicer said that there may be enforcement issues, and that the adult leagues
may want to have a say in the policy. Chair Spicer said that he is comfortable
recommending the policy to the City Council, but that the policy should be published
before adoption so that other groups can comment.
Commissioner Libra said that in the case of Minneapolis, the Minneapolis Parks Board
controls issues such as this, but in a community like Mendota Heights, the Parks and
Recreation Commission is merely an advisory body. Commissioner Libra moved to
recommend that the City Council adopt a tobacco -free policy for the City parks.
Commissioner Libra further moved that the Council should allow for input from City
staff and the community before adopting the policy.
Commissioner Craighead seconded the motion. Commissioner Craighead said that City
staff would need to be consulted on how many signs would be needed and where they
should be placed.
Mr. Kullander said that the parks crew would determine how many the City would need.
Mr. Kullander said that the parks crew would prefer, when possible, to combine new
signs on existing sign posts so they can maintain efficient mowing operations.

Chair Spicer thanked the presenters and advised them to attend next week's Council
meeting.

ELECTION OF CHAIR AND VICE -CHAIR
Chair Spicer suggested that since there were only four Commissioners present that
evening and since he would not be at the March meeting, election of the Chair and Vice
Chair should be postponed to the April meeting when he anticipated that most
Commissioners should be present. Chair Spicer appointed Commissioner Libra to be
Acting Chair for the March meeting.
Commissioner Libra said that he accepted the appointment of Acting Chair for the March
meeting, but that he was not interested in the positions of either Chair of Vice -Chair for
2006.
UPDATES
Staff provided updates on the following items:
Pilot Knob
Mr. Kullander said that the City's consultant will begin removal of woody plants on Pilot
Knob in March and that residents can call City Hall if they wish to volunteer.
Lemay Shores
Mr. Hollister said that Hoffman Homes had recently discussed a Concept Plan for a new
townhome development along Lemay Lake with the Planning Commission and the City
Council. Mr. Hollister noted that the City is still under a subdivision moratorium that is
scheduled to expire in November of 2006, but may end earlier by Council action. Mr.
Hollister said that the Parks Commission will have an opportunity to review the formal
application when it is submitted by Hoffman Homes.
Mr. Kullander discussed possible trail connections with the Concept Plan. Mr. Kullander
said that the developer would most likely offer their parks contribution primarily in the
form of cash, but that there were opportunities for trail linkages between this property and
the City -owned property to the south and/or the rest of the cemetery to provide a
connection to Lexington Avenue. Mr. Kullander said that it is always preferable to create
loops that people can walk. Mr. Kullander said that the City's regulations also govern the
maximum lengths of cul-de-sacs, and that this is a potential concern with this
development.
Commissioner Craighead said that he recalled that the City was going to discuss future
plans for the Cemetery with representatives of Catholic Cemeteries.
Mr. Kullander said that Mr. Danielson was going to contact Resurrection Cemetery to do
this, and that he would remind him of the trail issues.
Mr. Craighead said that it would be good to have that discussion.
Mr. Kullander said that another issue for discussion when Hoffman Homes submits their
final application is the possibility of a dock or boat launch on Lemay Lake. Mr.
Kullander said that for the Augusta Shores development docks were prohibited.

Subject: NURT Trail (Highway 110 - Dodd Road easterly to Delaware Avenue
Background:
Mary Jackson, Dakota County Office of Planning, has requested to be on the City Council
agenda for the March 21St or April 4th meeting to present a new engineering plan for the North Urban
Regional Trail. As you recall, the City Council approved a trail alignment that includes a "mid -block"
crossing of the frontage road, east of Oak Street.
Discussion:
I have asked for a copy of the current plan that LHB Consultants are preparing. If this is made
available by Tuesday, I will present the plan to the Commission for review. Your comments or
recommendation would be in the agenda packet for the meeting when County staff makes their
presentation.
Attached is a copy of the letter the County plans to mail to residents along the frontage road.
Action Required:
Review the new trail alignment and details and make a recommendation to City Council.

I'm writing to give you a quick update on the North Urban Trail, and also
request that County staff be added to a Council meeting for a project update.
We've re -contracted LHB on redesign and they are working on construction
drawings and revisions. In the meantime, we're preparing to meet individually
with neighbors on landscape issues. A letter to the neighbors is attached.
We hope to complete these meetings within the next few weeks, and return to
the Council with an update in late March (3/21) or early April.

A few months have now passed since you've received any news on the North Urban
Trail project. This letter is to provide a quick update, and to request an opportunity to
meet with you on landscape options for the trail area near your home.
As you may already know, the trail route is now being re -designed on the north side
of Highway 110 Frontage Road, from Delaware to just east of the Village
development. This re -design is based on the Minnesota Department of
Transportation's (MN DOT) permit denial last year for the original trail alignment
between the frontage road and the highway. This past fall, the Mendota Heights City
Council and the Dakota County Board both approved a trail alignment on the north
side of the frontage road, with a mid -block crossing to the south side of the frontage
road between house numbers 689 and 673.
County staff would like to meet with you to talk about landscape options for the trail in
front of your home. We want to hear what your concerns may be for your yard and
frontage, and talk together about possible solutions. The County's engineering
consultant, LHB, has been engaged under a new contract for re -design work, and
they have been preparing some graphics to show how the trail could look. We would
like to meet with you at your convenience in the near future, between March 9 and
March 18. Staff are available to meet with you during regular business hours, and
also can be available for pre -workday or early evening meetings. Saturday, March
11, from 9 AM to 12 PM is another option.
We realize that building the trail will have some effects on yards, particularly where
storm water piping will be added and the drainage ditches will be filled. Our general
strategy for addressing trees and shrubs in or near the trail area will be:
1) Trim vegetation when necessary and when possible
2) Relocate vegetation to outside of the trail corridor when possible, and when
trimming would be inadequate
3) Remove vegetation that cannot be moved or sufficiently trimmed
4) Remove vegetation that cannot be moved or sufficiently trimmed, with
replacement to produce a comparable effect (such as screening). Fencing
may be an option for those homes that could lose screening vegetation.
We plan to return to the City Council with a report later this month or in early April
and will then submit preliminary documents to MN DOT.

Subject: Pilot Knob - Site Restoration
Background:
On Monday brush, weeds, and small tree growth was cut on the site using a mechanical brush
cutter and on Wednesday a Purchase Order was issued for removal of several large piles of logs and
trees, left on the site by the previous owner (does not include log/brush pile on edge of City property
that belongs to Acacia Cemetery).
Discussion:
Removal of buckthorn from the Pilot Knob site and possibly the Acacia Cemetery site is
planned for Saturday, March 25th from 9:00 to Noon. VOLUNTEERS will be welcomed. Our
consultant, Fred Harris, has assembled a crew of students from the Dakota County Technical College
but more "hands" will make the job go more quickly (see attached e-mail for suggested work clothes).
Brush and tree piles (smaller then eight inches) will be chipped by City crews during the week
with any larger material hauled from the site.
This is possibly the last task, where volunteer help is needed, before the spraying, mechanical
cutting, and burning operations begin this spring that will be repeated four or five times during the next
two seasons. Once the weed seeds on the site have been exhausted restoration of the prairie
grasses and flower seeding will begin.
Recommendation:
Show up on the 25th at 9:00 am wearing your work boots and "rustle up" some refreshments
(coffee, donuts, water, etc).

Here's the latest plan. Let me know if there are details I am missing.
Next week we'll cut brush and the few trees located on the steep slopes located above the
motel site and along the bike trail. We'll leave them in place.
During the week before March 25, I'll meet with city staff to determine where to pile the
material if necessary.
On March 25, volunteer work starts at 9:00 a.m. and ends by noon. We will have volunteers
haul and stack this brush somewhere on the level motel site. Most of this brush could be
burned on site. We are likely to have more than enough volunteers to handle this part. We
have approximately 15-25 students coming from Dakota County Technical College (DCTC),
which is more than enough for this part of the work.
If we get more volunteers, such as from the ad in the Mendota Heights newsletter and through
PKPA, or if the volunteers complete the above work in an hour or less, additional work will be
to cut buckthorn in the adjacent portions of the Acacia Park Cemetery woods (contingent on
permission from Acacia Park Cemetery). They will haul this buckthorn over to the pile on
the motel site. This work requires gloves, bow saws, and eye protection - which we can bring.
Thus in response to your questions about how many volunteers we need, the answer is a
minimum of 15-25, which we have from DCTC, but we can also use any number of additional
volunteers to attack buckthorn.
Before work starts, I'll give an orientation to the volunteer work to be done. We'll stop by
11:30. Then I'd like to have a PKPA member talk about the cultural significance of the site and
I will summarize the restoration work.
We are not as yet planning to bring refreshments.

Subject: New Trail Segment on Mendota Heights Road
Background:
The City Council ordered a Street Improvement Project Feasibility Hearing on April 4th, 2006
for all benefiting properties in the Industrial Park. In addition to a bituminous overlay of all streets in
the Industrial Park an overlay of the existing trail on Mendota Heights Road (Hwy 55 to Lexington) and
construction of approximately 3000 feet of new trail on Mendota Heights Road (Pilot Knob west to Hwy
13) and on Northland Drive (Mendota Heights Rd to Pilot Knob) was included in this project (see
attached drawings).
Discussion:
The trail to be constructed on Mendota Heights Road provides the last segment of this east -to -
west trail that begins on the City's east border (Delaware Ave) and will now end on our westerly border
(Sibley Memorial Highway / Hwy 13). The recently installed traffic light on Hwy 13 provides a safe
crossing to the Overlook and connects to the Big Rivers Regional Trail which connects to the 1-94
River Bridge to the south and northerly to Mendota - Lilydale - and east to Harriet Island and St. Paul.
Funding source proposed in the Feasibility Study for the trail overlay and the new construction
is State Aid Funds.

Subject: Cell Tower Proposed for Wentworth Park
Background:
In February T -Mobil made a presentation to the City Council proposing to replace the existing
forty foot Police antenna tower at City Hall with a one hundred twenty foot tall Cell Tower and
installation of a smaller, seventy foot, tower in Wentworth Park. The proposed tower in Wentworth
Park would replace one of the existing wood telephone hockey rink light poles and contain interior
antennas so that it would appear only as a taller pole with our hockey light attached at its original
elevation.
Discussion:
In recent years the City has received numerous requests from residents for better cell phone
service as there are a number of "dead or weak" areas in the City not currently covered by existing
antenna locations (currently there are four major cell phone service providers).
Council direction to T -Mobil was to investigate if other cell phone service provides might wish
to co -locate on either of the two proposed sites and if so to design / propose a tower design that would
accommodate additional antennas and related equipment compounds adjacent to the tower.
If the tower at Wentworth Park is required to provide "space" for future/other cell phone
provider's antennas then the thin taper pole could not be used and a traditional galvanized pole in the
80 to 120 foot height would be required.
I suggested that if a larger tower is required at Wentworth then the location that would least
impact the most heavily used areas of the park would be south of the tennis courts (see map).
T -Mobil will next make a formal application to the Planning Commission for each of the
proposed cell tower locations. Neighbors will be notified and invited to attend a Public Hearing on this
request which following the review and a recommendation would then go before the City Council.
Recommendation:
If the Commission objects to or wishes to make specific conditions related to locating a cell
tower in Wentworth Park they should make a recommendation to the Planning Commission and City
Council so that T -Mobil could address the Park Commission's issues in their planning application.

Subject: Resurrection Cemetery - Master Plan
Background:
In recent years Resurrection Cemetery has sold some westerly parcels of their land to home
builders. Augusta Shores development, containing forty-four units, was begun in 1999. More recently
a new proposal LeMay Lake Shores (discussed at last month's Commission meeting) containing sixty-
six units was presented, as a concept proposal, to the City Council would also be built on land
formerly owned by Resurrection.
Several Council and Commission members have asked City staff to contact and meet with
Resurrection to review their current master plan of the cemetery properties.
Background:
City Administrator, Jim Danielson has scheduled a meeting for Wednesday, March 15th with
the director of the cemetery, John Cherek. I plan to accompany Jim to this meeting and Council
members Schneeman and Krebsbach have expressed a desire to participate and may also attend.
Action Required:
None, this memo is for information only. I will update the Commission in April.

am presently working with the committee on the 50th Anniversary event.
Youth Trips
No spring break youth trips this year, SSP is on a different week than our school
district so we could not get enough kids to pay for a bus ourselves. I checked with
Eagan about doing trips together and they said they were not going to plan any this
spring break.
Cliff Timm Memorial Fishing Derby
Plans are in place to run the derby on July 12, 2006. NDC4 said they plan to start
running the fishing show again for this spring and summer to help highlight the event.

I will be taping the Spring Segment on Thursday, March 9 for the spring episode. I
plan to promote the city's 50th anniversary celebration and talk about our tennis
program and what is coming up for the summer in Mendota Heights Parks.
Gymnastics
Classes were offered with WSP Park and Rec. We are ran our second session in
January and it was well attended.
Skating Lessons
Our skating instructor -Rebecca Barrette offered lessons on Saturdays that started in
January at Friendly Hills Rink. We ran 3 classes, Smalls and Talls, Beginners and
Advanced Beginners.

MEMORANDUM
Ice Rinks
The ice rinks opened on time this year on Saturday, December 17, 2005 at Friendly
Hills, Marie and Wentworth. Our last day open was Feb., 28. 1 am putting together a
report on attendance at the rinks and will have the numbers at the March Commission
Meeting.
Tennis
Tim Garvey has agreed to be our tennis instructor again this summer. I attended a
workshop in January to get our program off the ground again with USTA. Tim and
submitted a grant proposal with the USTA and we were chosen as a site for a USTA
Block Party which we plan to hold Saturday, June 3 in conjunction with the City's 50th
Anniversary at Mendakota Park.
Softball
am running the same leagues, Men's D,
more spot to fill in Women's and Men's
Thursday.
Women's D and Men's over 30. 1 have one
D on Tuesday. The Men's over 30 is full on
I plan to run our same programming at the Par 3 for this summer for leagues, lessons
and camps. Registrations will begin on March 20. Flyers are going into the schools
and info will be in the next Heights Highlites.

Anonymous caller reports finding an abandoned mountain bike on the north end of Victoria Highland Park. A black and red

for safekeeping. Officer cleared.
