CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING The October 2006 meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, October 10, 2006, in the City Council Chambers at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 P.M. The following Commissioners were present: Chair Richard Spicer, and Commissioners Dave Libra, Tom Kraus, Paul Portz and Larry Craighead. Commissioners absent were Raymond Morris and Missie Hickey. City Staff present were Guy Kullander, Operations Manager and Projects Coordinator, Jake Sedlacek, Assistant to the City Administrator and Recording Secretary Nancy Bauer. MINUTES: Commissioner Kraus wanted the minutes corrected from the September 14th meeting to reflect the correct spelling of his last name. Commissioner Craighead questioned the amount of money City Council provided for the 2007 parks celebration. Mr. Kullander replied that the City Council budgeted $1,000 for "seed" money for the parks celebration. There is also $8,000 in the budget for a part-time person to help coordinate planning a community type celebration, sponsored and organized by someone other then the City. Commissioner Spicer said that everyone in the City seemed to enjoy the expanded event, but the City Council has backed away from organizing an expanded event in 2007. Commissioner Craighead moved approval of the September 14, 2006, Parks and Recreation Commission minutes. Commissioner Libra seconded the motion. AYES: 5 NAYS: 0 PARK BENCH DONATION Chair Spicer reported that Diane Mast wanted to donate a bench in honor of her 75th birthday and he had no problem with the wording on the plaque. Commissioner Libra asked if a motion was needed to approve the wording. Page - 1 October 10, 2006 Mr. Kullander replied no, the Commission should review the wording and send a recommendation to the City Council to accept the donation and direct staff to install the bench. Commissioner Craighead asked where the bench would be located on Lilac Lane. Mr. Kullander responded that it would be located at street level on Lilac Lane at Marie Avenue, a location selected by Ms. Mast. Commissioner Libra moved the Parks Commission to make a recommendation to the City Council to accept the park bench donation and the wording of the plaque. Commissioner Portz seconded the motion. AYES: 5 NAYS: 0 VICE -CHAIR Chair Spicer recalled that Commissioner Craighead was going to be Vice -Chair for 2006 and Commissioner Portz was going to be Vice -Chair for 2007. Commissioner Libra stated that was how he remembered it. Commissioner Portz stated that it was voted for that way. Mr. Kullander reminded Commissioner Portz that he had to submit a letter by December 29th, if he wished to be reappointed for a third term and Commissioner Libra's third and final term would expire on January 31, 2007. It was reaffirmed that Commissioner Craighead was Vice -Chair for 2006 and Commissioner Portz would be Vice Chair for 2007. VALLEY PARK TENNIS COURTS Chair Spicer commented that he doesn't want the tennis courts closed and complimented Mr. Kullander on the nice notice that was posted at the tennis courts announcing there would be an open house at the November 14th Parks and Recreation meeting. Mr. Kullander stated that there was also a notice in the Heights Highlites soon to be delivered to residents. Commissioner Kraus asked if any comments were received. Mr. Kullander responded that he has received one letter and one phone call. Both were strongly against closing the tennis courts. Page - 2 October 10, 2006 Chair Spicer stated that residents need to comment on the closing of the tennis courts. Commissioner Craighead asked if comments could be emailed. Chair Spicer commented they could and gave Mr. Kullander's email address. FRIENDLY HILLS TOT LOT Chair Spicer said a letter was received asking for trees to be planted in the Friendly Hills Tot Lot, which is about one acre in size. Mr. Kullander responded that the developer put in the play equipment and donated the four lots in the early 1960's. Chair Spicer said the neighbors wanted the tot lot left alone. Mr. Kullander responded that the City Council did not want to sell the land, or spend money on improvements at the tot lot. Chair Spicer asked which other park was a tot lot. Mr. Kullander responded Valley View Heights. Money is being spent on Valley View Heights because there is no other park in that area. Chair Spicer said the Friendly Hills Tot Lot was designated as non -park land. Money from the Special Park Fund could not be spent on it. It should be moved on to Council to see if they would be willing to spend money planting trees there. MENDOTA HEIGHTS ATHLETIC ASSOCIATION Chair Spicer asked Mr. Sedlacelc if he attended the meeting with the Mendota Heights Athletic Association. Mr. Sedlacelc responded that he had and that was his first official parks function. Chair Spicer noted that there were three people from Mendota Heights Athletic Association at the meeting they are; Mr. Johns, Mr. Vierling, and Mr. Applebaum. Chair Spicer summarized the meeting with Mendota Heights Athletic Association that covered issues of field maintenance, back stops, dugouts, netting and batting cages. There was also discussion of Sibley field use. Mr. Libra asked if Mendota Heights Athletic Association could get feedback on hockey rink use. Mr. Kullander said Teresa confirmed that there has been no regularly scheduled use of the hockey rinks for several years. Page - 3 October 10, 2006 Mr. Libra said Mendota Heights Athletic Association should keep track of groups that might want to use the hockey rinks. Mr. Johns said that Pat Senko was working with Terry of Public Works to try and improve the quality of ice at the rinks. Mr. Libra said a group would like the Wentworth warming house replaced because it is too small. Mr. Johns said the ice quality is down so usage goes down. Commissioner Libra said there are periodically head counts on the rinks. There have been discussions about shutting down one rink. It would be helpful to know if there are other groups that would the rinks. uI.E. Mr. Kullander gave a summary of the softball backstop replacement proposal in Marie, Wentworth and Valley Parks. This project was included in the Capital Improvement Plan to be completed this year. $21,000 was budgeted for this work. Commissioner Craighead said he didn't see it in the 2006 Capital Improvement Plan. Mr. Kullander responded it was item #4 in 2006 and was shown on the 5 year plan summary — item #13 on tonight's agenda. Mr. Craighead asked why Special Park Funds were being spent. Mr. Kullander responded that the backstops are over 30 years old, have become an eyesore, are worn out, distorted and should be replaced. Mr. Craighead asked why it wasn't coming out of the maintenance fund. Mr. Kullander responded that this is a replacement and not a repair. Mr. Kullander suggested that while the fencing crew is in town he could add three additional work items to meet requests made by the Mendota Heights Athletic Association. Chair Spicer said that Mendota Heights Athletic Association would like netting over the backstop at the Civic Center ball field. Mr. Kullander responded that the backstop is currently 20 feet tall and foul balls are going over it. One option would be to put netting over the top completely. An estimate to do this would be about $3,000. Another issue is the batting cages at Mendakota Park and the fencing crew could install additional top rails to keep the netting from sagging. Chair Spicer asked if one of the nets will still be replaced in the spring at the batting cage Page - 4 October 10, 2006 Mr. Kullander responded yes. These are three work items we could do this year and would cost about $4,000 - $5,000. Chair Spicer asked if we have received park dedication fees from Opus. Mr. Kullander replied that we had received almost $17,000 as of October 1. As more lots are platted the City gets additional dedication fees, possibly two or three times this amount by the end of the year. Commissioner Craighead asked if we got a list of priorities from Mendota Heights Athletic Association. Mr. Kullander responded that yes we got a list. Commissioner Craighead asked if the back stop was the number one priority. He also said a cover wasn't put over the backstop several years ago because the catcher could not catch a foul ball. Why do we want to cover it now? Mr. Kullander responded that Mendota Heights Athletic Association was willing to accept this trade-off. Mr. Craighead said that not having a cover was a safety issue — foul balls go into the street. Chair Spicer said he would vote for this just for the safety reasons. Mr. Craighead wants people to know that the reason the backstop is getting covered is for safety reasons, so that if the issue is revisited in a couple of years they'll know why it was covered. Chair Spicer said this is not Mendota Heights Athletic Association's total wish list but what the Commission could respond to in the short term and he would recommend these three improvements this year. Commissioner Kraus passed a motion to spend up to $10,000 to attach netting to steel cables at the top of the existing fencing on the Civic Center backstop, install additional top supports at two batting cages at Mendakota Park, and replace the netting on one-half of the batting cage at Mendakota Park. Commissioner Portz seconded the motion. AYES: 5 NAYS: 0 Chair Spicer said the money would come out of the Special Park Fund and needs to be approved by the City Council. Page - 5 October 10, 2006 Mr. Kullander responded that he did look at the Fort Snelling dugouts and thought they were too cage like in appearance. Mr. Kullander was going to look at what could be done with galvanized posts to give support for a steel roof at the player's benches at the Civic Center field. Chair Spicer asked about canvas tops. Mr. Kullander said canvas tops have vandalism issues and still need the framework. He would talk to the fencing contractor and see what experience they have with bracketing a metal roof to the fence, or adding galvanized posts. Commissioner Craighead asked Mendota Heights Athletic Association if modifying the player's benches would be an improvement and what they envisioned. Mr. Johns said the issue came up this year with 95° temperatures and it was debated whether they should play or not, portable tops were put up and that helped. Mr. Applebaum said Mendota Heights Athletic Association hosts three or four tournaments a year and they bring their own tarps and they are blowing. Commissioner Craighead asked if they wanted enclosed dugouts or just a roof. Mr. Johns said they just want them covered. Mr. Applebaum said they want what is at Fort Snelling and Mr. Kullander's drawing is for the dugouts at Mendakota Park which require a different design because of limited open space in the HUD area. Chair Spicer asked Mr. Kullander if the estimate he had was for the drawing of proposed dugouts at Mendakota Park. Mr. Kullander responded that the rough cost would be $600 - $8,000 per unit at Mendakota Park. If this project would be done it would bump a major project off the Capital Improvement Plan. He would get a bid from a fabricator and come back to the Parks Commission with an estimate. Chair Spicer asked if this would be done in March or April of 2007. Mr. Kullander responded it could be done in 2007 or 2008, depending on how the Capital Improvement Plan was changed. Commissioner Portz said he liked the idea because it was open and you could still see the players and play. Chair Spicer said he also liked the idea as it gives you coverage and is non -intrusive. Mr. Kullander said the Civic Center field would be done next spring and not this year. Page - 6 October 10, 2006 Mr. Craighead asked if Mendota Heights Athletic Association would provide 50% of the funding. Mr. Johns responded that Mendota Heights Athletic Association has no money because thier pull -tab money has decreased. Commissioner Portz said trails, playgrounds and Mendota Heights Athletic Association all needing funding. Chair Spicer said I wouldn't ask for them for contributions because they have no funding. Commissioner Libra asked why the hockey funding wasn't on the Mendota Heights Athletic Association spreadsheet provided in tonight's packet. Mr. Johns replied it was a timing thing. It is year-to-date as of now and hockey isn't on there. CAPITAL IMPROVEMENT PLAN It was suggested that the Capital Improvement Plan be revisited again in November. Mr. Kullander responded that he did a 10 year projection of possible park dedication fees that could be anticipated to come in and thinks the total amount spent from the fund should not exceed $100,000 per year — unless a new funding source becomes available. VALLEY PARK AND VALLEY VIEW HEIGHTS PARK Mr. Kullander reported that work will be done in Valley Park and Valley View Heights Park in the next week to 10 days. A little fine tuning is being done to Valley View Heights, because the salvaged equipment from Marie Park may not be desirable to use there. He is having a meeting on Wednesday regarding this, but the price should stay within the budget authorized by City Council. The equipment has been ordered for Valley Park and the demo work should start soon. Ivy Park is going to be more expensive. It will be done first thing in 2007. The plans are being developed, should come to the Commission in December or January with the design and should go to Council in February and ordered for a spring installation date. UPDATES Chair Spicer commented the City lifted the moratorium on subdividing new lots and asked how many lots this impacted. Mr. Kullander said the City identified about 60 parcels of land. Chair Spicer asked about Par 3. Page - 7 October 10, 2006 Mr. Kullander responded that it has been sent to the Planning Commission to define the land use description for the property. The developer could sell to the City at the appraised value if the referendum was successful. If this doesn't happen they could keep it as a golf course or develop it in 19 large lots. Chair Spicer said Acacia Cemetery has a private group looking to preserve the 15 acre parcel. Mr. Kullander responded that if this happens the land would be controlled by the City similar to the Pilot Knob site. NOTICE FROM DAKOTA COUNTY PARKS DIRECTOR Chair Spicer said that an invitation came from the Dakota County Parks Director inviting the Park Commission to a workshop on October 18th Mr. Kullander responded that someone from staff would attend the workshop. NEW OR OLD BUSINESS Commissioner Libra wanted staff to be aware of opportunities to get funding from Dakota County for construction of missing trail segments along county roads such as Lexington Avenue, Wagon Wheel Trail and Highway 13 west of the Opus project. Page - 8 October 10, 2006 CITY OF MENDOTA HEIGHTS MEMORANDUM Date: November 9, 2006 To: PARKS AND RECREATION COMMISSION From: TERESA GANGELHOFF RE: SEPTEMBER AND OCTOBER 2006 PARKS AND RECREATION REPORT Safety Camp I am working with VFW, WSP and SSP and planning for next years camp to be held August, 14,15,16, 2007. Tennis I will be meeting with Tim Garvey in December to go over plans for next year's tennis program, we hope to continue the same programming we offered this past summer, trying to increase the numbers in a few of the classes and possibly still running a small tournament the morning of the park celebration on June 2"d, 2007 Performances in the Park Over 100 seniors (and all ages!) came up to Mendakota Park on September 4 to enjoy free music and root beer floats. We even cleared the pavilion floor and many had a good time dancing to the music. Ice Rinks I am presently hiring about 3 more rink attendants and will have 14 attendants that want to return and work again this winter. Flyers Flyers went to all schools for our fall programming and I am currently working on one to go out in early December for holiday and winter activities. Youth Trips Fall MEA Schools out trips were very well attended. On Oct. 19 we took a group Horseback riding and Friday Oct. 20 we went to The Park at MOA (formerly Camp Snoopy) Winter break trips are in place and we are taking registrations for them. We are going to Bowling/Swimming/Movie on Wednesday, Dec. 27 and to Grand Slam and Roller skating on Thursday, Dec. 28. Cheerleadin Cheerleading lessons are continuing at Moreland School this fall for 12 weeks we had over 30 kids participate. I have plans in place with Cheer America to run another 12 week session starting in February. The cost is $66.00 for ages 4 and up. Cheer America will provide the instructors and run the program for us. Skateboard Camp New this year we had 19 kids attend our camp, it was very successful! 3rd Liar came and they put on a one day camp at our Skateboard Park at Rogers Lake. Cost was $44.00 for the day, they provided the instructors. Gymnastics This class is held Saturday mornings for boys and girls 3 yrs. and up. We have a fall session taking place right now and a winter session starting in January. Ice Skating Lessons Our skating instructor -Rebecca is back and will be offering lessons on Saturdays starting in January at Friendly Hills Rink for 5 weeks starting. At this time I have 5 sessions and will add more if needed. Registrations are coming in and classes are filling, as this was very popular last year I hope that students will return and move up to the next class level. The cost this year will be $32.00 for the 5 sessions. City of Mendota Heights MEMORANDUM November 7, 2006 Memo to: Parks and Recreation Commission From: Guy Kullander, Operations & Projects Coordinator Je Subject: Valley Park Tennis Court Background: The Parks and Recreation Commission recommended that the City Council provide tennis court maintenance funding in the 2007 City Budget in the amount of $18,000.00. Much of this funding request, $11,000, was for maintenance of the Valley Park double tennis courts. The City Council chose not to fund maintenance of the Valley Park tennis courts and recommended the courts to be "taken out of service". They further requested City staff inform the Commission that maintenance funding for the Valley Park tennis courts would not be included in the 2007 City Budget. The Parks Commission was made aware of the Council's decision in September and before making a final determination on this issue directed staff to schedule an Open House at the November 14th Commission meeting to allow residents in the vicinity of Valley Park and throughout the community to be made aware of the Council's wishes and to express their opinions regarding what type of infrastructure or amenities should be located in this park to better serve the community. Staff posted an announcement at all five City tennis court facilities (Valley, Marie, Wentworth, Ivy Hill and Friendly Hills Parks) and a notice of the scheduled Open House was included in the City's quarterly newsletter, the Heights Highlites, that was distributed in October to all households in the City (4700 + addresses). Staff is aware that one or more residents have distributed a flyer and circulated a petition with the intention of "saving" the Valley Park tennis courts (at the time this memo was prepared, City Offices had not received such a petition). Discussion: The City Council is awaitingcomment from the Park and Recreation Commission. Attached are a number of communication49households) I have received in response to the posted notice at the tennis courts or the notice placed in the City newsletter. Residents attending the Open House may provide other insights or information for Commissioners to consider. 1. Do Nothing. In effect, agree with the City Council that expenditure of City resources to repair and maintaining the tennis courts in Valley Park is not cost effective and that the needs of the community are easily met by the existing 25 (28) tennis courts available to residents (8 courts in four City parks, 8 courts at Visitation and 9 soon to be 12 courts at Sibley High School -all court surfacing at Sibley is applied over a concrete base). National standards forpark facilities recommend one tennis court per city plus one additional court per every 1000 population - MH has a population of 11, 750 - 13 total courts would meet this guideline. 2. Request City Council to reconsider the value these tennis courts provide to the community and to allocate funding to maintain and recondition the playing surface. Removal of the built-up surfacing material to expose the asphalt base and application of a new playing surface and court markings would cost $11,000.00. If the asphalt base has heaved, resulting in an uneven surface, these areas would be removed and the area patched to provide a level surface to apply the court surfacing material upon. Costs for this additional work vary depending upon the size of the area(s) damaged. 3. Build a new double tennis court in this same location. Removal and construction costs for a new asphalt base double tennis court will cost from $65,000 to $80,000. Utilizing a concrete base in lieu of asphalt would cost from $115,000 to $130,000. An asphalt base would be subject to future structural cracking from winter freeze -thaw cycles and a concrete base is more stable and less susceptible to these same forces. A project such as this would be funded from the Special Park Fund which by the end of the fiscal year in December will have a balance in the $200,000 to $225,000 range. Action Required: Hold the Open House, review the materials provided and advise the City Council. (NOTICE !' The Parks & Recreation Commission will hold an OPEN HOUSE at City Offices, 1101 Victoria Curve, on Tuesday, November 14tH, at 6:30 pm to discuss "closing and taking out of service" the tennis courts at Valley Park. The Commission urges interested residents to attend the Open House or contact City Offices (651) 452-1850 and share your concerns or to suggest an alternate use for the site if the tennis court is removed. CITY TENNIS COURTS The last new tennis court built in a City park was constructed in 1972. Currently there are ten courts located in five parks (Friendly Hills, Valley, Marie, Ivy Hill and Wentworth Parks). Annual freeze -thaw cycles cause structural cracking of the courts asphalt base. Because of this, cracks need to be filled and surfacing re -touched on a regular basis, but these are at best cosmetic and only extend play on the courts for another few years. Then another topcoat needs to be applied and the two to four year cycle begins again. When structural cracking or poor subsoil conditions results in an uneven playing surface, crack filling or a new topcoat alone will not return the courts to a safe playable condition and funds expended on maintenance are no longer cost effective. The surfacing on the courts in Valley Park has deteriorated to such a degree that by next spring they will be unsafe to play on. City Council has asked the Parks and Recreation Commission to review this issue at an Open House to be held on Tuesday, November 14th, in the Council Chambers at 6:30 pm. Funding for maintenance of the Valley Park tennis courts was not included in the 2007 City Budget and the Parks Commission has been asked to consider a recommendation to "take these courts out of service" and determine if another facility, activity or other use should be considered for the tennis court site following removal of the fencing and asphalt. I am writing in favor of retaining and upgrading the existing tennis facilities in Valley Park or, for that matter, any of the other existing courts in Mendota Heights. I am planning on attending the meeting on November 14. My purpose in this memo is to give you additional background on the state of tennis nationally and locally. I am attaching two exhibits that confirm through research that tennis is one of the few sports that: • Participation is growing • Total play is increasing • Tennis is the only traditional sport growing in the last 5 years • Industry merchandise sales, a bellwether of the state of tennis, is increasing • Interest in pro sports through the US Open, US Open Series and cable tennis channel is at new highs At the local level, tennis play is increasing too. Consider the following: Membership in the USTA section is up 10% • Participation in USTA section leagues is up 5% this year • With the closing of Lilydale Tennis Club, over 1,000 former tennis members are playing both at other indoor clubs or at local outdoor courts • While USTA tennis leagues are playing outdoors at the high school, practice is going on at local courts including Valley Park The bottom line is that tennis is alive and well and while an infrequent drive-by of the Valley Park courts might give one the idea that they are not being used. Valley Park and its tennis courts were really the primary reason that I agreed to move from Minneapolis to st. Paul. It was a huge decision that I have never regretted. We are totally shocked at the thought that you would remove such an important asset to our community and to our property values. Mendota Heights is defined by our beautiful parts, ball fields and tennis courts. My sons learned to play tennis at Valley and still use the courts when they are visiting. I have heard that your argument is that the courts are not often used. If they were kept in good condition they would be constantly used. Now that Lilydale has closed even more people will be searching for tennis court space. Valley Park is part of my daily life and the cross -generational makeup of the tennis players is always a treat to watch. The courts set the personality for the entire park. Yesterday I spoke to a few neighbors about this impending tragedy and they all jumped at the opportunity to sign a petition. Within 5 minutes I gather nearly 20 signatures. Time did not permit me to go on and I am now leaving town until the 14th. I promise you that given more time I could have gathered hundreds of signatures. Do not assume that the silent to not care. We believe the presence of these courts has been a plus to our neighborhood. Our 15 -year-old daughter has been a member of the Sibley Varsity Team for the last two years, largely because she was able to have fun on the courts as a young child. Had the courts not been there, and we needed to drive to somewhere to play, it is unlikely that she would enjoy the sport today. This past summer was the first year that we had to drive to other courts in order for us to play tennis outdoors. The Valley Park courts had fallen into such disrepair, that playing on them proved to be difficult. While we were able to find other courts to play on, families with children younger than ours would probably not make the same effort. We believe having nearby access to tennis courts as part of our park system is just as important as having walking paths, ball fields and play areas. Also, with the closing of Lilydale Racquet Club, demand for courts in our area has been even greater. Please accept this letter as our vote against closing the courts. Instead we would hope the city would refurbish them so that our family, and other families in this area can continue to enjoy them in the years to come. The surrounding woods and west side hill provide perfect wind and sun. protection. The Lilydale Tennis Club closing of last Spring has increased the tennis court needs of this area. Your Valley Courts closing notice states that the Mendota Heights tennis courts were constructed in 1972. This means that the city has benefitted from their use for 34 years! The cosmetic maintenance work that you describe, i.e. patching and painting, only works for a limited, -h umber of years. At some point, the surfaces have to be redone completely. This more extensive work, however, results in much less maintenance work for many years. Your notice describes how Mendota Heights has 5 tennis court parks with a total of 10 tennis courts. This hardly seems like an excessive number for a city the size of Mendota Heights. Our family and friends have played on the Valley Park courts for many years. Believe me, they would be sorely missed should they be closed. In summary, then, please accept this letter as our family's sincere and strong request that the Valley Park tennis courts closing proposal be reconsidered. The demolition costs incurred would also be significant. I attended the planning commission meetings when the Hidden Creek project was approved. A considerable amount of the tax money raised and set aside during these negotiations in the decision to allow the Hidden Creek project to continue was earmarked for Parks and Rec. Seeing that there was not enough land within the Hidden Creek development that they wanted to put aside for park space, this fund was to be added to the general Parks and Rec budget. Since the tennis courts in Valley Park are the closest to the Hidden Creek development, I would only expect it fair that some of the Hidden Creek tax base and specific parks and rec allotted monies be used to support Valley Park and the tennis courts. Seeing that the notice of potential closing was only recently posted, I am afraid that community input will not reflect the actual use that these courts experience during the tennis season. I walk or drive by those tennis courts several times a week; rarely do see anyone playing tennis. In the literature posted on the courts you suggested that.the tennis courts at other parks would still be available and that those at Sibley High School could be used when students are not using them. If that is an alternative, you would need to publish in the school calendar and in the local newspapers when the courts are available to the public. Also, a few parking spots near the courts should be marked for tennis players only. Now, what to do with the existing courts in Valley Park? 1. How about a dog park? At Wentworth Park I saw one owner just let his dogs run in the tennis courts, and a woman threw balls for her two dogs in the hockey area. In a dog park unleashed dogs could run freely without their owners worrying about them running away or onto the streets. Since the courts are already enclosed by fences, the costs would be minimal: a bed of sand (or retain the tennis court surface?), removing the poles that hold the nets, and putting up signs requesting owners to clean up after their dogs. With the large Eagle Ridge development just up the hill and several condominiums nearby, dog owners with minimal land would have a place nearby for their dogs to run. 2. How about volleyball courts? The only nearby courts that I know of are at bars. Fencing is already at the courts. Your costs would be minimal: sand, higher stands, nets, and signage. Perhaps a small, informal league could be set up. I don't know if volleyball would create any problems, but the court is near the police department, so perhaps patrols could drive by occasionally. City of Mendota Heights 1►yi1:4►yi101amigIBill kyj November 7, 2006 Memo to: Parks & Recreation Commission From: Guy Kullander, Operations & Projects Coordinator ZV/ Subject: Ivy Hill Park - Playground Replacement Background: This playground was originally scheduled for rehabilitation in 2006 in the Parks Five Year (2005 thru 2009) Capital Improvement Plan, but after a more detailed inspection of the play area it became apparent that the cost for the work required would exceed the working budget of $35,000 by $20,000. In order to fulfill the Commissions objective of rehabilitation of two playgrounds in 2006 and to stay within a combined $70,000 working budget it was necessary to reschedule Ivy Hills Park for 2007 improvements. Valley Park was selected as the second play area to be rehabilitated in 2006, along with Valley View Heights Park (basic work on both playgrounds will be completed this fall). Discussion_ The work required to rehabilitate Ivy Hill playground will be removal of the CCA treated border timbers, removal of equipment / components that do not meet current ADA or Consumer Product Safety guidelines, and removal of the pea -rock surfacing. New border edging will be a plastic composite material, a drainage system will be installed under a wood -fiber surfacing, and new play components (slides, climbers, super -scopes, etc) will be installed. The existing four swings are in good condition and will remain (see attached plan and price quotes). Earl F. Anderson has submitted a proposal / quote for the replacement play components utilizing U.S. Communities Contract Pricing, which results in a 6% discount for the City. Final costs for this playground will be $28,465.97 for components, $19,023.00 for demo, installation, border timbers, and wood fiber surfacing (total EFA quote = $47,488.97) and $3,000 to $5,000 for additional materials and dumping fees for removals and site restoration tasks to be completed by the City's Public Works personal. Including charges for oversight, project coordination by City staff and the cost items described above, the final costs are expected to be under $57,000.00. Action Required: Review the attached plan and quote. If the Commission desires to approve the plan submitted by Earl F. Anderson for construction of this playground in early 2007 (April -May) they should make a recommendation to the City Council. Larger graphics of the proposed components and layout of the play area will be available at Tuesday's meeting. If the Commission desires an alternate design or a proposal(s) from another vendor they should table this item for further review and discussion at the December meeting. Existing balance in fund as of August 1, 2006 $273,144.05 2. Estimated 2006 Expenditures (2 playgrounds & 3 backstops) - ($ 80,000.00) 3. Dedication Fees from Approved projects: a. Town Center - all fees from this project "pass thru" the Special Park Fund and are -0- dedicated for Park and landscape improvements in this development (completed 2007) b. Opus "Summit of Mendota Heights" development - approved 113 units @ $2,700 = $305,100 less $66,600 for trails. Fees tied to construction of units: Payments expected late 2006 thur early 2008 (as of 10-01-06 City received $16,734.00) Final total= $238,500.00 4. The Commission has maintained a balance in the Special Park Fund of approximately $250,000 to $300,000. Invested funds earn $7,000 to $11,000. Est. annual @ $9,000= $ 90,000.00 5. Discussion: The following are several requests that MHAA has indicated as "priority" issues that the City could respond to yet this fall or early next spring if the Commission so desires. 2006- 1. Civic Center Backstop: Attach netting to steel cables installed at the top of existing fencing 2006- 2. Batting Cages (2) in Mendakota Park: Install additional top supports (pipe) to remove sagging nets 2006- 3. Batting Cages in Mendakota Park: Replace net on one-half of the batting cage 2006/ 4. Civic Center "Dugouts" (2): 2007 Obtain suggestions from fencing contractors for pipe support options to support steel panel roof over players benches -design $3 to $5,000 $2 to $3,000 $500 to $1,000 $6 to $10,000 (two) 2007- 5. Hagstrom-King Park - Outfield Fence, etc: a. Seek neighborhood input regarding "higher level of use" (baseball) b. Consider need for construction of parking lot @ $ 1 OK to $20K c. Install outfield fence, netting over backstop, and dugouts $16 to $22,000 2007/ 6. Mendakota Park roof over players benches (8) 2008 Due to limited space in the HUB area the only type of shelter that could be installed that did not restrict vehicle access to the HUB area would be steel design in the shape of a "T" with the vertical support posts at the back of the existing players bench. Rough estimate: $5 to $7,000 per shelter x 8 = $40 to $56,000 Summary: Work that could be done yet this year involves adding additional work items to the contracts with the fence supplier/installer of the new backstops in Valley, Marie, and Wentworth Parks. a. Items #1, #2, and #3 above would cost in the $6,000 to $9,000 range. b. Item #4, if a "simple" design option is found could also be installed by the same fence contractor in 2006 or could be done in early 2007 estimated @ $6,000 to $10,000 C. Items #5 and #6 require additional steps before a determination to proceed is made.
