Dear Mayor Lockwood;
My firm is in the business of offering advanced driver training
to the public in an effort to reduce the number and severity
of traffic accidents on the highways. We would like to put on
a winter driving course this winter using Rogers Lake when it
is sufficiently frozen. This letter is to ask permission from
the City of Mendota Heights to use Rogers Lake and to use Rogers
Lake Park on Wagon Wheel Trail as an access to the lake.
I am sure you are aware of the many problems caused by traffic
accidents. I have been involved in the advanced driver training
field for the past three years and it has become my life's
work. Advanced training has proven to greatly reduce the number
and severity of accidents. Since Minnesota winters produce
unique problems to drivers, a winter driving course can benefit
both the average and inexperienced driver. The Police Chief of
Mendota Heights, Richard Thul, is familiar with the type of
training we would like to offer in as much as he and several
Mendota Heights Police Officers have taken driver training
under my supervision.
The reason for using a frozen lake is to allow a consistently
slippery surface on which drivers can learn to avoid skids,
control skids, and come to a stop as quickly as possible on
icy roads. My firm would of course be responsible for all
costs involved in this project including but not limited to:
snow plowing, repair to any grass or beach areas, and any
clean-up that might be needed in the spring. I have checked
with Chief Thul to make sure that this training would not
be in conflict with any city ordinance. We would also meet
any insurance requirements that you might require.
Upon city approval, I will go ahead with plans to prepare
for training on Rogers Lake. I expect that we will be
working with three groups that will be taking the training:
Rotary Clubs, Kiwanis Clubs, and St. Thomas Academy. The
training will take place during the hours of 9 A.M. through
4:30 P.M. on a Monday through Saturday schedule. There will
be no noise disturbance to those people living around the
lake. Extra care will be taken to insure that there will be
no pollution to the lake especially in the form of leaking
fluids.
I would appreciate your consideration of this matter as soon
as possible. I would welcome the opportunity to visit with
you or any other city officials to answer any questions that
you might have.

Dear Mayor Lockwood and City Council Members:
On behalf of the Friendly Hills Civic Association, I
would like to request your consideration regarding the
following items of concern to our residents:
1) We are concerned about the safety of the children
near the new park on Pueblo Lane and would like to
request a sign which states, "Caution Chi ldren Playing".
2) We would like to see additional patroling of the new
Park area at night because of the beer cans, bottles, etc.,
found early in the morning at the park.
3) May we also suggest that a sign be erected on Pueblo
Lane near the park stating, "No parking after 10 p.m.
