Plaza Mendota Heights, Minnesota 55120 RE: Trail Development Grant Application City of Mendota Heights Dear Mr. Johnson: The Office of Local and Urban Affairs has now completed screening applications for 1978 trail applications in accordance with state rules and recommendations of the Metropolitan Council. In addition, the Metropolitan Council reviewed and evaluated your application and provided us with a priority ranking of all projects. Unfortunately, your application did not rank high enough for funding this spring. With more applications than dollars available, a priority ranking for funding must be made. Taken into consideration in making this determination were such factors as; minimal interference with incompatible activities, access to outstanding natural resources or man-made features, trails that link existing or proposed trail systems, fewest miles of nearby facilities, accessibility, and availability to the general public. The Metropolitan Council also ranked the applications using similar factors and the extent to which housing objectives are being met in the communities applying for the grants. Attached is a list of projects that are being funded for spring 1978 construction. Plaza Mendota Heights, Minnesota 55120 Dear Mr. Johnson: RE: North, Marie, Valley, Friendly Hills, Wentworth, Worth, and Rogers Parks City of Mendota Heights ­f2ECr1vE1i J A N1 G 1973 The Office of Local and Urban Affairs, in cooperation with the Metropolitan Council, the State Department of Natural Resources and the Environmental Planning Section of the State Planning Agency, has now completed screening applications for 1978 Land and Water Conservation (LAWCON) Funds and State Legislative Commission on Minnesota Resources (LCMR) grants-in-aid, in accordance with federal law and state administrative rules. In. addition, the Metropolitan Council reviewed and evaluated your application and provided us with a priority ranking of all projects. Unfortunately, there are not enough grant dollars available this fiscal year to fund your request. Money is available for only 25 of the 80 requests received from the Twin City Metropolitan Area. It may be helful for your resubmittal next year if you will retain a copy of your application. We hope that more grant dollars will be available and that we will be able to fund more projects and provide assistance to more communities. With more applications than dollars available, a priority ranking for funding was necessary. Taken into consideration in making this determination were such factors as outstanding natural, scientific, cultural, historic, and educational values of the project, its ability to provide multi-purpose recreational oppor- tunities, and the scarcity of similar facilities within the general vicinity. The results of this review have been forwarded to the Office of Local and Urban Affairs of the State Planning Agency for funding decisions. Attached are the recommendations adopted by the Council and the tables which were approved and forwarded to the Office of Local and Urban Affairs. Johnson City Administrator FROM: Harvey Franzmeier Public Works Supervisor December 27, 1977 I talked to Peter Klose to get the results of our LAWCON application. He informed me that we did not qualify in any of the areas, mostly because of the lack of funds they had to distribute amongst the great quantity of applications. For instance, the application for the construction of a pavillion type building, with utilities, in our parks ranked 23rd on the list. Seven of the listed requests were funded. The application that involved the trails system, which he called the L.C.M.R. fund (Valley Park) was the highest ranking we received -- 9th on a list of which only four were funded. Again, the lack of funds was the prime reason. He also stated that they will be accepting applications again around June or July and that if we are interested, he will notify us on the new application process. I did express our interest to him and told him that we will await a new application.
